In this paper, we propose a novel network representation learning model TransPath to encode heterogeneous information networks (HINs). Traditional network representation learning models aim to learn the embeddings of a homogeneous network. TransPath is able to capture the rich semantic and structure information of a HIN via meta-paths. We take advantage of the concept of translation mechanism in knowledge graph which regards a meta-path, instead of an edge, as a translating operation from the first node to the last node. Moreover, we propose a user-guided meta-path sampling strategy which takes users' preference as a guidance, which could explore the semantics of a path more precisely, and meanwhile improve model efficiency via the avoidance of other noisy and meaningless meta-paths. We evaluate our model on two large-scale real-world datasets DBLP and YELP, and two benchmark tasks similarity search and node classification. We observe that TransPath outperforms other state-of-the-art baselines consistently and significantly.

Despite the fact that Wikipedia is often criticized for its poor quality, it continues to be one of the most popular knowledge base in the world. Articles in this free encyclopedia on various topics can be created and edited in about 300 different language versions independently. Our research showed that in language sensitive topics quality of information can be relatively better in the relevant language versions. However, in most cases it is difficult for the Wikipedia readers to determine the language affiliation of the described subject. Additionally, each language edition of Wikipedia can have own rules in manual assessing of the content quality. This makes automatic quality comparison of articles between various languages a challenging task. The paper presents results of relative quality and popularity assessment of over 28 million articles in 44 selected language versions. In addition, a comparative analysis of the quality and popularity of articles in some topics was conducted. The proposed method allows to find articles with information of better quality that can be used to automatically enrich other language editions of Wikipedia.

"Public legal information from all countries and international institutions is part of the common heritage of humanity. Maximizing access to this information promotes justice and the rule of law". In accordance with the aforementioned declaration on Free Access to Law by Legal information institutes of the world, a plethora of legal information is available through the Internet, while the provision of legal information has never before been easier. Given that law is accessed by a much wider group of people, the majority of whom are not legally trained or qualified, diversification techniques, should be employed in the context of legal information retrieval, as to increase user satisfaction. We address diversification of results in legal search by adopting several state of the art methods from the web search, network analysis and text summarization domains. We provide an exhaustive evaluation of the methods, using a standard data set from the Common Law domain that we subjectively annotated with relevance judgments for this purpose. Our results i) reveal that users receive broader insights across the results they get from a legal information retrieval system, ii) demonstrate that web search diversification techniques outperform other approaches (e.g., summarization-based, graph-based methods) in the context of legal diversification and iii) offer balance boundaries between reinforcing relevant documents or sampling the information space around the legal query.

Real-time object detection remains a pivotal topic in the realm of computer vision. Balancing the accuracy and speed of object detectors poses a formidable challenge for both academic researchers and industry practitioners. While recent transformer-based models have showncase the prowess of the attention mechanism, delivering remarkable performance improvements over CNNs, their computational demands can hinder their effectiveness in real-time detection tasks. In this paper, we elect to use YOLOX as our robust starting point and introduce a series of effective enhancements, culminating in a new high-performance detector named YOLOAX. To further exploit the power of the attention mechanism, we devise multi-dimensional attention-based modules that activate CNNs, emphasizing the most pertinent regions and bolstering the capacity to learn the most informative image representations from feature maps. Moreover, we introduce a novel leading label assignment strategy called STA, along with a groundbreaking loss function named GEIOU Loss, to further refine our detector's performance. We provide extensive ablation studies on the COCO and PASCAL VOC 2012 detection datasets to validate our proposed methods. Remarkably, our YOLOAX is trained solely on the MS-COCO dataset from scratch, without leveraging any prior knowledge, which achieves an impressive 54.2% AP on the COCO 2017 test set while maintaining a real-time speed of 72.3 fps, surpassing YOLOX by a significant margin of 3.0% AP. Building Information Modelling (BIM) is increasingly adopted in supporting Facility Management (FM). However, in the future perspective of efficiently encouraging the management of building estates, e.g. owned by public authorities or institutions, providing an effective integration between Building Information Models and Geographic Information Systems (GIS) becomes also essential. This contribution is therefore aimed at presenting a methodological framework integrating BIM and GIS environments by mainly taking advantage of open-source tools (e.g. QGIS and Dynamo) and non-proprietary data exchange formats like the COBie (Construction-Operations Building Information Exchange) international standard. Unlike what has been mainly proposed in the literature concerning BIM-GIS integration so far, the methodology presented in this paper does not provide for an integral transfer of BIM data to the GIS platform. The work led instead to the development of an effective bidirectional integration between the two informative systems, by properly relating them and allowing for an easy switch from one system database to the other. This integrated framework is intended to enable facility managers to easily visualize in the GIS platform, through queryable 2D and 3D maps, some relevant information from BIM to efficiently manage workspaces. At the same time, this hybrid informative system allows BIM practitioners to access and manage more detailed information stored in Building Information Models. The findings of experimental applications of the proposed methodological approach to the ex-Macciotta pediatric hospital, a healthcare building owned by the University of Cagliari, are finally presented and discussed.

The paper is based on the scientific outcome of a PhD Thesis. It introduces the generic, model-based, reusable, and extensible conceptual framework to incorporate Facility Management data based within the three-dimensional model-based design and construction of an asset to enable smart applications, which are introduced. The conceptual framework is composed of empirical data from expert interviews, questionnaires, and factual analysis from 13 projects of varied sizes of public and private clients. It shows which phases need which data, who needs them, and which added value can be generated if intelligent data structuring is used at the beginning of the construction project and bridges the gap between requirement and practice. The term “smart application” is introduced.

The Maximum Entropy Theory of Ecology, or METE, is a theoretical framework of macroecology that makes a variety of realistic ecological predictions about how species richness, abundance of species, metabolic rate distributions, and spatial aggregation of species interrelate in a given region. In the METE framework, "ecological state variables" (representing total area, total species richness, total abundance, and total metabolic energy) describe macroecological properties of an ecosystem. METE incorporates these state variables into constraints on underlying probability distributions. The method of Lagrange multipliers and maximization of information entropy (MaxEnt) lead to predicted functional forms of distributions of interest. We demonstrate how information entropy is maximized for the general case of a distribution, which has empirical information that provides constraints on the overall predictions. We then show how METE’s two core functions are derived. These functions, called the "Spatial Structure Function" and the "Ecosystem Structure Function" are the core pieces of the theory, from which all the predictions of METE follow (including the Species Area Distribution, the Species Abundance Distribution, and various metabolic distributions). Primarily, we consider the discrete distributions predicted by METE.We also explore the parameter space defined by the METE’s state variables and Lagrange multipliers. We aim to provide a comprehensive resource for ecologists who want to understand the derivations and assumptions of basic mathematical structure of METE.

A probabilistic description is essential for understanding the dynamics of stochastic systems far from equilibrium. To compare different Probability Density Functions (PDFs), it is extremely useful to quantify the difference among different PDFs by assigning an appropriate metric to probability such that the distance increases with the difference between the two PDFs. This metric structure then provides a key link between stochastic processes and geometry. For a non-equilibrium process, we define an infinitesimal distance at any time by comparing two PDFs at times infinitesimally apart and sum these distances in time. The total distance along the trajectory of the system quantifies the total number of different states that the system undergoes in time and is called the information length. By using this concept, we investigate classical and quantum systems and demonstrate the utility of the information length as a unique Lagrangian diagnostic to quantify the information change as a system continuously evolves in time and to map out attractor structure. We further elucidate quantum effects (uncertainty relation) and the dual role of the width of PDF in quantum systems.

Geometric Akaike Information Criteria (G-AICs) for generalized noise-level dependent crystallographic symmetry classifications of two-dimensional (2D) images that are more or less periodic in either two or one dimensions as well as Akaike weights for multi-model inferences and predictions are reviewed. Such novel classifications do not refer to a single crystallographic symmetry class exclusively in a qualitative and definitive way. Instead, they are quantitative, spread over a range of crystallographic symmetry classes, and provide opportunities for inferences from all classes (within the range) simultaneously. The novel classifications are based on information theory and depend only on information that has been extracted from the images themselves by means of maximal likelihood approaches so that these classifications are objective. This is in stark contrast to the common practice whereby arbitrarily set thresholds or null hypothesis tests are employed to force crystallographic symmetry classifications into apparently definitive/exclusive states, while the geometric feature extraction results on which they depend are never definitive in the presence of generalized noise, i.e. in all real world applications. Thus, there is unnecessary subjectivity in the currently practiced ways of making crystallographic symmetry classifications, which can be overcome by the approach outlined in this review.

We introduce derangetropy, a novel functional measure designed to characterize the dynamics of information within probability distributions. Unlike scalar measures such as Shannon entropy, derangetropy offers a functional representation that captures the dispersion of information across the entire support of a distribution. By incorporating self-referential and periodic properties, it provides deeper insights into information dynamics governed by differential equations and equilibrium states. Through combinatorial justifications and empirical analysis, we demonstrate the utility of derangetropy in depicting distribution behavior and evolution, providing a new tool for analyzing complex and hierarchical systems in information theory.

Accurate and reliable mid-long runoff prediction (MLTRP) is of great importance in water re-sources management. However the MLTRP is not suitable in each basin and how to evaluate the applicability of MLTRP is still a question. Therefore, the total mutual information (TMI) index is developed in this study based on the predictor selection method using mutual information (MI) and partial MI (PMI). The relationship between the TMI and the predictive performance of five models is analyzed by applying five models in 222 forecasting scenarios in Australia. The results over 222 forecasting scenarios demonstrate that, compared with the MI, the developed TMI index can better represent the available information in the predictors, and has more significant negative correlation with the RRMSE with the correlation coefficient between -0.62 and -0.85. This means the model's predictive performance will become better along with the increase of TMI, and there-fore the developed TMI index can be used to evaluate the applicability of MLTRP. When TMI is more than 0.1, the available information in the predictors can support the construction of MLTRP models. In addition, the TMI is used to partly explain the difference of predictive performance among five models. In general, the complex models, which can better utilize the contained infor-mation, are more sensitive to the TMI, and have more significant improvement in terms of predic-tive performance along with the increase of TMI. This research can provide support for the study of MLTRP.

Algorithms, indispensable to understand Artificial Intelligence (AI), are omnipresent in social media but users’ understanding of these computational processes and the way they impact their consumption of information is often limited. There is a need for Media and Information Literacy (MIL) research investigating a) how MIL can support Algorithm Literacy (AL) as a subset of competences, and with what working definition, b) what competences users need in order to evaluate algorithms critically and interact with them effectively, and c) how to design learner-centred interventions that foster increased user understanding of algorithms and better response to disinformation spread by such processes. Based on Crossover project research, this paper looks at four scenarios of use by journalists, developers and MIL experts that mirror users’ daily interactions with social media. The results suggest several steps towards integrating AL within MIL goals, while providing a concrete definition of Algorithm-literacy that is experience-based. The competences and design considerations are organised in a conceptual framework thematically derived from the experimentation. This contribution can support AI developers and MIL educators in their co-design of algorithm-literacy interventions and guide future research on AL as part of a set of nested AI literacies within MIL.

The recent advancement of Artificial Intelligence (AI) and Machine Learning (ML) tools has had a pervasive effect on every sphere of human existence. Libraries and information centres are not immune to these technological advances. These disruptive technologies have transformed the traditional face of libraries and their operations. There are many available AI tools, for example, chatbots, literature review tools, plagiarism detection tools, and several other developments in the field that have perhaps made the functioning of libraries easier. However, there is growing concern and uncertainty among both traditional library and modern professionals regarding the possible job loss and security issues related to these new technologies, which the professionals must deal with. Librarians and information professionals must be ready to handle the unforeseen situation. However, it is to be observed how libraries cope with these uncertainties, and threats to the integrity, availability of data, and normal library housekeeping functions.

In all areas of medicine, especially in radiology, computers are increasing year by year. Filmless radiology, speech recognition software, electronic application forms, and teleradiology are recent developments that have greatly improved radiologists' performance. This research explores radiology software trends, predictions, and the challenges posed by informatics and historical trend analysis. The rationale behind this research is that information technology (IT) is overgrowing almost every day. We must continuously seek new ways to apply IT to make more use of resources. Consequently, IT becomes increasingly crucial to radiology organizations' innovative thinking, workflow, and business models. This study aimed to analyze all radiology software publications in the Science Citation Index (SCI). From 1991 to July 2021, SCI was used to search for publications systematically. We have also widely used this historical method in radiology software research. The findings and discussions are base on an assessment of trends, predictions, contributions, and challenges in radiology software, and we are exploring radiology software with six evolutionary stages. The gift of this research is that radiology managers realize that the use of new information technologies is closely related to survival in a competitive environment. Radiology companies can review these new technologies to develop more innovative business models and services to improve operational deficiencies.

Motivation: there is a paradox at the heart of informatics where practical implementation generally fails to understand the socio-technical impact of novel technologies and disruptive innovation when adopted in `real-world’ systems. This phenomenon, termed technological determinism, is manifested in a time-lag between the adoption of novel technologies and an understanding of the underlying theory which develops following research into their adoption. Methods: we consider informatics theory as it relates to: social informatics and how humans’ function in society, the relationship between society and technology, information systems, information systems design, and human-computer interactions. The challenges posed by novel technologies and disruptive innovation are considered as they relate to information systems and information systems design. Open research questions with directions for future research are discussed with an introduction to and our proposed approach to socio-technical information system design. Significance: we conclude that the adoption of disruptive innovation presents both opportunities and threats for all stakeholders in computerised systems. However, determinism is a topic requiring research to generate a suitable level of understanding and technological determinism remains a significant challenge.

We propose a novel tensor-based formalism for inferring causal structures from time series. An information theoretical analysis of transfer entropy (TE), shows that TE results from transmission of information over a set of communication channels. Tensors are the mathematical equivalents of these multi-channel causal channels. A multi-channel causal channel is a generalization of a discrete memoryless channel (DMC). We consider a DMC as a single-channel causal channel. Investigation of a system comprising three variables shows that in our formalism, bivariate analysis suffices to differentiate between direct and indirect relations. For this to be true, we have to combine the output of multi-channel causal channels with the output of single-channel causal channels. We can understand this result when we consider the role of noise. Subsequent transmission of information over noisy channels can never result in less noisy transmission overall. This implies that a Data Processing Inequality (DPI) exists for transfer entropy.

This paper aims to present the basic assumptions for creation of social Fröhlich condensate and attract attention of other researchers (both from physics and socio-political science) to the problem of modelling of stability and order preservation in highly energetic society coupled with social energy bath of high temperature. The model of social Fröhlich condensation and its analysis are based on the mathematical formalism of quantum thermodynamics and field theory (applied outside of physics). The presented quantum-like model provides the consistent operational model of such complex socio-political phenomenon as Fröhlich condensation. The model of social Fröhlich condensation is heavily based on theory of open quantum systems. Its consistent elaboration needs additional efforts. Evidence of such phenomenon as social Fröhlich condensation is demonstrated by stability of modern informationally open societies Approaching the state of Fröhlich condensation is the powerful source of social stability. Understanding its informational structure and origin may help to stabilize the modern society. Application of the quantum-like model of Frhlich condensation in social and political sciences is really the novel and original approach to mathematical modeling of social stability in society exposed to powerful information radiation from mass-media and internet based sources.

The origin of life has previously been subject to numerous studies and hypotheses. Typically, related models focus on the emergence of chemical networks such as the RNA world or the Krebs energy cycle. Here, the onset of life is described as a symmetry-breaking kinetic phase transition of the II. kind. The novel symmetry of life is the arbitrariness of code that is fundamental to symbolic information processing, coining all forms of life from the very beginning. Symbols evolved from non-symbolic, structural information of the inanimate physical world. The responsible transition process had been discovered a century ago in behavioural biology, regarded as 'ritualisation'. Physical properties of this transition include neutral Lyapunov stability and critical fluctuations of the associated Goldstone modes. As a conceptual model, a hypothetical simple molecular ritualisation process is suggested, along with the emergent semiotics of symbolic information processing.

It has been argued that the historical nature of evolution makes it a highly path-dependent process. Under this view, the outcome of evolutionary dynamics could have resulted in organisms with different forms and functions. At the same time, there is ample evidence that convergence and constraints strongly limit the domain of the potential design principles that evolution can achieve. Are these limitations relevant in shaping the fabric of the possible? Here, we argue that fundamental constraints are associated with the logic of living matter. We illustrate this idea by considering the thermodynamic properties of living systems, the linear nature of molecular information, the cellular nature of the building blocks of life, multicellularity and development, the threshold nature of computations in cognitive systems, and the discrete nature of the architecture of ecosystems. In all these examples, we present available evidence and suggest potential avenues towards a well-defined theoretical formulation.

Pan-Evo contains many types of variable objects, from molecules to ecosystems. Biological innovation includes mutations and behavioural changes; non-biological innovation includes naturally-occuring physical innovations, and innovation in software. Replication is commonplace in and outside biology, including autocatalytic chemicals, and autonomous software replication. Adaptation includes biological selection, autocatalytic chemicals and ‘evolutionary programming’ used in AI. Extension of biological speciation to non-biological information, creates a concept called ‘Panspeciation’. Panevolution might benefit or harm biology, but harm might be minimal if AI and the humans behave intelligently, because humans, and the machines in which AI resides, might split to the vastly different environments that suit them. That is a possible example of panspeciation, and would be the first speciation event involving humans for thousands of years. This event will not be particularly hostile to humans, if humans learn to evaluate information and cooperate better, to minimize both human stupidity and artificial simulated stupidity (ASS – a failure of AI).

The identification of an action principle for directing basic system energy exchanges can be used in a general framework for the study of dynamics in systems. The application of such action principles using Lagrangian procedures has become a very powerful methodology for the analysis of complicated problems in modern physics. This form of analytics has recently been considered as the mapping of the system state information in the context of system constraints. The process of translating perceived information into adaptive responses is considered to be the driving action dynamic for the living system. Reconciliation processes that provide for a minimization of the divergence of this information signature from a state of system stability are preferred. Such a state is naturally that of maximal entropy in the context of the operational constraints of the open living system. A mathematical expression incorporating inferential information entropy processing into biologic replicator dynamics describes the mechanics of the perception-action adaptive processes of living systems. From this framework, Kullback’s Principle of Minimum Information Discrimination is identified as the innate axiomatic action principle for guiding the dynamics of biological systems.

We present contrast information, a novel application of some specific cases of relative entropy measures, designed to be useful for cognitive modelling of sequential perception of continuous signals. We explain the relevance of entropy in cognitive modelling of music and language. Then, as a first step to demonstrating the utility of constrast information for that purpose, we show empirically that its discrete case correlates well with existing successful cognitive models in the literature. We explain some interesting properties of constrast information. Finally we propose future work towards a cognitive architecture that uses it.

Energy and information are fundamental concepts that play crucial roles in the foundations of science, each contributing to different aspects of our understanding of the natural world. Here we encounter that Fisher' measure is able to link them. We also investigate some interesting relations between Fisher's information, Poisson's distribution, and thermal quantifiers in a grand canonical ensemble. These connections permit one to visualize interesting novel artifacts in statistical mechanics. We clearly see them emerge in discussing the ideal gas. For example, we encounter that the Poisson distribution is intrinsically involved in the physics of the ideal gas, and we are able to give a Fisher-estimation of the difference in informational content between the grand canonical and canonical ensembles.

A human brain can communicate with another one’s brain using quantum entanglement. Similar particles can entangle without interaction. Sensory communication between two individuals from far distances is still not known. Former studies primarily have been performed regarding brain neurons' quantum behavior. The test was performed on two individuals far from each other. These individuals were put under the same music on the basis of brain neuroplasticity property. By activating the brain reward system, aligned thinking was time scheduled in these individuals’ brains. On the basis of entanglement, compressed information was sent and received between these two individuals.

Quantum entanglement is a fascinating topic with both theoretical and technological impacts. Yet, even in the simplest scenarios, there are still various open questions involving pure state and mixed state entanglement. Here we present the simplest entangled mixed states. We consider both qubits (quantum bits) and qudits (quantum digits). We first provide our simplest yet most important result for rank-2 bi-partite states, and we then generalize our results to go beyond rank-2 and to go beyond bi-partite states.

This study explores the role of information technology (IT) in supporting sustainability efforts in Saudi Arabia. Through an analysis of four case studies, we examine how technology has been implemented by Saudi Arabian companies to advance sustainability goals. The findings demonstrate a notable shift towards green initiatives in the country, with the adoption of technologies such as the Internet of Things (IoT), blockchain, and artificial intelligence. These technologies have been instrumental in enhancing energy efficiency and waste reduction. The study highlights the significance of policy interventions and public-private partnerships in achieving both environmental sustainability and economic growth. To ensure widespread adoption of sustainable practices, it is crucial for the government to focus on building digital capacity in companies and removing technological barriers. The case studies of four companies serve as illustrative examples of sustainable practices and the corresponding technological support in Saudi Arabia. The research underscores the importance of leveraging information technology and collaboration to accelerate progress towards the nation's sustainability goals.

This research uses ARM-based FPGA to implement the computation of a virtual-real fusion hardware system. It also evaluates the acceleration effect of virtual-real fusion execution speed after connecting related hardware acceleration and provides a reference for real-time information fusion system design. The hardware uses Xilinx Zynq UltraScale+ MPSoC ZCU102 Evaluation Kit. It also obtains color and depth images with Intel® RealsenseTM D435i depth cameras. This system receives image data through the Linux system built on the ARM and fed to the FPGA for object detection using CNN models. In addition, it develops a module for rapidly performing registration between the color images and the depth images. It can calculate the size and position of the display information on the transparent display according to the pixel coordinates and depth values of the human eye and the object. The fusion took about 47ms on a personal computer with a GPU RTX2060 and 25ms on the ZCU102. The acceleration is nearly 168%. Finally, the results were successfully transplanted into the retail display system for demonstration.

The study presents an assessment of climate suitability for outdoor leisure activities in Romania using the Holliday Climate Index (HCI) for the near future (2021-2040), focusing on unfavorable and good climate conditions. The analysis employs data from an ensemble model in the context of RCP45 and RCP85 climate change scenarios. The results indicate that the number of days with low weather suitability is decreasing in almost the entire country, especially during the warm season, while during the winter and spring extended regions may be characterized by a higher number of days favorable for outdoor activities than during the current climate. An estimation of the impact of climate changes on tourism flux in Romania is further carried out, suggesting that the increasing attractivity of climate conditions may lead to an increased number of tourist overnights in the near future, more pronounced in rural destinations.

Evolution by natural selection is often viewed as an optimisation process where an organism's phenotypic traits are adapted gradually to improve its fitness. Because of the many different traits with potentially conflicting requirements, among other factors, this optimisation process may appear onerous. Building on recent mathematical work connecting optima and simplicity, we here show that for certain generic phenotype fitness requirements --- those based on physics and engineering principles --- optimal phenotypic shapes will tend to `simple', in the sense of low algorithmic or descriptional complexity. As a result, we argue that adapting to these types of generic fitness requirements will be a much `easier' task for natural selection, compared to a null expectation based on arbitrary optimisation requirements. Further, selection's task may be easier still due to the fact that optimal phenotypes for one set of generic fitness constraints may also be close to optimal for other generic constraints, such that adapting to one constraint yields the other `for free'.

Deaths and property damage from the flood have increased drastically in the past two decades due to various reasons such as increased population, unplanned development and climate change. Losses from floods can be reduced by having accurate intelligence of an emerging flood situation in order to make timely decisions for issuing early warnings and responding efficiently. This paper presents a thorough analysis of the types and sources of intelligence required for flood warning and response processes and technology solutions that can be used for capturing such intelligence. A structured review, covering a more comprehensive range of published literature on Flood Early Warning and Response Systems (FEWRS), was conducted to identify the necessary intelligence and the technology that can be used to capture intelligence required for various phases of a flood hazard as it develops. Twenty-seven different types of key intelligence required in the flood cycle were identified. A conceptual architecture was identified that illustrates how relevant technology solutions can be used to extract intelligence at various stages of a flood event for decision making for early warnings and response.

The world is growing very rapidly concerning technology. In the next-generation Internet, the existing architecture requires to be upgraded from Host-Centric Networking paradigm to Information-centric networking architecture. The unique aspect of information-centric networking is in-network cashing. Due to the system augmentation and In-network cashing technique, this novel system needs extremely high content security to ensure system integrity and maintenance. 5G network may be supported by the Information-Centric Network due to its high data transmission rate. In order to handle the serious security issues such as attack on confidentiality, authentication and integrity of the content, a Digital Signature based Access Control Mechanism in Information-Centric Network (DSAC) scheme is proposed to enhance security of ICN. Briefly, this new scheme uses Digital Signature, hash function, Trusted Third Party (TTP) and Proxy TTP. The client request for content, after receiving a request, the content provider generates and encrypts content with the digital signature and random value ‘k’ hash function and send it to TTP. After the signing process, the TTP sends the encryption hash key to Proxy TTP. In this proposed scheme authentication, confidentiality, the integrity aspects of the content security are improved.

In the early 1990s, cyberfeminism emerged as an area of knowledge to discuss the connection between gender and technology. According to UNESCO, women are underrepresented in the field of science, technology, engineering, and mathematics and less than a third of women worldwide work in scientific research and development. However, this number has grown and this reality is constantly changing. In this context, using business intelligence techniques, this study analyzes data from the computer and information and communication technology market to characterize the impact of the performance of women in these areas. It is expected to show that this performance in the highlighted fields is still a challenge in Brazil.

Our brains process information using a layered hierarchical network architecture, with abundant connections within each layer and sparse long-range connections between layers. As these long-range connections are mostly unchanged after development, each layer has to locally self-organize in response to new inputs to enable information routing between the sparse in- and output connections. Here we demonstrate that this can be achieved by a well-established model of cortical self-organization based on a well-orchestrated interplay between several plasticity processes. After this self-organization, stimuli conveyed by sparse inputs can be rapidly read out from a layer using only very few long-range connections. To achieve this information routing, the neurons that are stimulated form feed-forward projections into the unstimulated parts of the same layer and get more neurons to represent the stimulus. Hereby, the plasticity processes ensure that each neuron only receives projections from and responds to only one stimulus such that the network is partitioned into parts with different preferred stimuli. Along this line, we show that the relation between the network activity and connectivity self-organizes to a biologically plausible regime. Finally, we argue how the emerging connectivity may minimize the metabolic cost for maintaining a network structure under the above described constraints.

Background Tuberculosis is a type of infectious disease that can cause death if treatment is not completed. the duration of tuberculosis treatment can reach 6 to 8 months so it really requires discipline when doing treatment. This makes tuberculosis patients in dire need of health information and social support which is very helpful in providing motivation, health information, and monitoring treatment from nurses. Aim of this literature review is to provide an overview of the The Role Of Nurses In Providing Social Support In Tuberculosis Treatment: Literature Review. Method is a literature review research, this study uses electronic database searches using keywords according to research questions from the online library PubMed, Content Science, and Science Direct. Result it was found that the role of nurses in the aspect of social support, namely in providing motivation, supervision, comfort, empathy, and information. this is very necessary for patients with tuberculosis at the time of treatment. Conclution social support is needed by tuberculosis patients who are currently undergoing treatment to provide motivation, health information, and as a nurse's supervision of patient adherence to tuberculosis treatment.

Divergences have become a very useful tool for measuring similarity (or dissimilarity) between probability distributions. Depending on the field of application, a more appropriate measure may be necessary. In this paper we introduce a family of divergences called γ-Divergences. They are based on the convexity property of the functions that generate them. We demonstrate that these divergences verify all the usually required properties, and we extend them to weighted probability distribution. In addition, we define a generalised entropy closely related to the γ-Divergences. Finally, we apply our findings to the analysis of simulated and real time series.

In the same manner that there are several statements of the second law of thermodynamics but all of them are equivalent, it is possible that most of the entropic methods applied to the nervous system and brain in particular share a similar outcome, or essence, that helps understand some aspects of the fundamentals of basic neurodynamics. In this short review focused on certain aspects of the entropic metrics some results are examined that indicate the fundamental importance of the natural tendency towards a maximal energy distribution for healthy brain activity and thus cognition to emerge.

The number of documents published on the Web other languages than English grows every year. As a consequence, it increases the necessity of extracting useful information from different languages, pointing out the importance of researching Open Information Extraction (OIE) techniques. Different OIE methods have been dealing with features from a unique language. On the other hand, few approaches tackle multilingual aspects. In such approaches, multilingual is only treated as an extraction method, which results in low precision due to the use of general rules. Multilingual methods have been applied to a vast amount of problems in Natural Language Processing achieving satisfactory results and demonstrating that knowledge acquisition for a language can be transferred to other languages to improve the quality of the facts extracted. We state that a multilingual approach can enhance OIE methods, being ideal to evaluate and compare OIE systems, and as a consequence, to applying it to the collected facts. In this work, we discuss how the transfer knowledge between languages can increase the acquisition from multilingual approaches. We provide a roadmap of the Multilingual Open IE area concerning the state of the art studies. Additionally, we evaluate the transfer of knowledge to improve the quality of the facts extracted in each language. Moreover, we discuss the importance of a parallel corpus to evaluate and compare multilingual systems.

Information theory has been developed for seventy years with technological applications that have transformed our societies. The increasing ability to store, transmit, and process information is having a revolutionary impact in most disciplines. The goal of this work is to compare the formal approach to information with Buddhist philosophy. Considering both approaches as compatible and complementary, I argue that information theory can improve our understanding of Buddhist philosophy and vice versa. The resulting synthesis leads to a worldview based on information that overcomes limitations of the currently dominating physics-based worldview.

In this work, an algorithm was developed to measure the respiration rate for an embedded device that can be used by a field robot for relief operation. With this algorithm, the rate measurement was calculated based on direct influences of respiratory-induced intensity variation (RIIV) on blood flow in cardiovascular pathways. For that, a photoplethysmogram (PPG) sensor was used to determine changes in heartbeat frequencies. The PPG sensor readings were filtered using an Information Filter and a Fast Fourier transform (FFT) to determine the state of RIIV. With a relatively light initialization, the information filter can estimate unknown variables based on a series of measurements containing noise and other inaccuraties. Therefore, this filter is suitable for application on an embedded device. For faster calculation time in the implementation, the FFT analysis was calculated only for a major peak in the frequency domain. Test and measurement of respiration rate was conducted based on the device algorithm and spirometer. Heartbeat measurement was also evaluated by comparing the heartbeat data of the PPG sensor and the medical tool kit. Based on the test, the implemented algorithm can measure respiration rate with about 80% accuracy compared with the spirometer.

This paper examines a persuasion game between two agents with one-sided asymmetric information, where the informed agent can reveal her private information prior to playing a Battle-of-the-Sexes coordination game. We find that in the presence of strategic uncertainty in coordination there exists an equilibrium where there is no 'unraveling' of information. We provide a purification argument for this mixed strategy equilibrium to strengthen the central result, which is robust to several extensions, including both-sided asymmetric information and imprecise information revelation.

A theory is presented about the information available for guiding purposeful actions by any organism, whether animal or plant, and about how the information is used in guiding actions.

The statistical bundle is the set of couples $(Q,W)$ of a probability density Q and a random variable W such that $\mathbb{E}$_Q [W] = 0. On a finite state space, we assume Q to be a probability density with respect to the uniform probability and give an affine atlas of charts such that the resulting manifold is a model for Information Geometry. Velocity and accelleration of a one-dimensional statistical model are computed in this set up. The Euler-Lagrange equations are derived from the Lagrange action integral. An example of Lagrangian using minus the entropy as potential energy is briefly discussed.

Living systems are capable on the one hand, of eliciting a coordinated response to changing environment (aka adaptation) and on the other hand, they are capable of reproducing themselves. Notably, adaptation to environmental change requires the monitoring of the surroundings, while reproduction requires monitoring oneself. These two tasks appear separate and making use of different sources of information. Yet both the process of adaptation as well as that of reproduction are inextricably coupled to alterations of genomic DNA expression, while a cell behaves as an indivisible unity in which apparently independent processes and mechanisms are both integrated and coordinated. We argue that at the most basic level, this integration is enabled by the unique property of the DNA to act as a double coding device harboring two logically distinct types of information. We review biological systems of different complexity and infer that inter-conversion of these two distinct types of DNA information represents a fundamental self-referential device underlying both systemic integration and coordinated adaptive response.

This research assesses the classification of Arabic coffee into three primary variations (light, medium, and dark) using simulated data based on actual measurements of color information, antioxidant laboratory tests, and chemical composition tests. Two types of simulated data were generated, with the standard deviation of the measures varied. Multiple classifiers were used for classification. The findings demonstrate the use of color information in accurately distinguishing Arabic coffee types. The different CIE color values, as well as the excellent connection between color information and coffee classes, lead to flawless classification results. However, depending primarily on antioxidant information results in lower classification performance, with variability amongst classifiers due to increasing data complexity. Chemical composition information, on the other hand, possesses outstanding discriminatory strength, allowing faultless classification on its own. Certain characteristics, such as crude protein and crude fiber, show strong correlations and are critical in the classification of coffee types. Based on the findings, it is recommended to create a mobile application that uses image recognition to analyze coffee color while providing chemical composition information. End users, such as consumers, will be able to make informed judgments regarding their coffee preferences owing to this application.

Perception and motor interaction with physical surroundings can be analyzed by the changes in probability laws governing two possible outcomes of neuronal activity, namely the presence or absence of spikes (binary states). Perception and motor interaction with physical environment are accounted partly by the reduction in entropy within the probability distributions of binary states of neurons in distributed neural circuits, given the knowledge about the characteristics of stimuli in physical surroundings. This reduction in the total entropy of multiple pairs of circuits in networks, by an amount equal to the increase of mutual information among them, occurs as sensory information is processed successively from lower to higher cortical areas or between different areas at the same hierarchical level but belonging to different networks. The increase in mutual information is partly accounted by temporal coupling as well as synaptic connections as proposed by Bahmer and Gupta [1]. We propose that robust increases in mutual information, measuring the association between the characteristics of sensory inputs and neural circuits connectivity patterns, are partly responsible for perception and successful motor interactions with physical surroundings. It is also argued that perception from a sensory input is the result of networking of many circuits to a common circuit that primarily processes the given sensory input.

Information and Communication Technology (ICT) such as smartphones has been attracting attention to prevent elderly people from becoming isolated. For this reason, recent research has proposed training methods for acquiring smartphone functions. However, since the types of smartphone functions required vary from person to person, a one-size-fits-all method will not attract everyone's interest and the results will be limited. On the other hand, with a view to social implementation, it is necessary to clarify a method that is sufficiently effective in terms of cost and time. Previous research suggests that self-efficacy and social capital are the keys to acquiring smartphone skills among elderly people. Therefore, in this review, while looking back at previous research, we propose a study to demonstrate that by providing careful individual instruction by an experienced instructor to elderly people with little experience in smartphones, and then having them take turns teaching other participants after the instruction, their self-efficacy and social capital can be increased, and a positive spiral effect can be achieved to maximize the improvement of smartphone skills widely.

Knowledge is not merely the characteristic of certain pieces of information being deemed true, believed and justifiable, but rather a process. The sentences that reaches the status of knowledge forms a universe that provides an interpretation of the reality one aims to describe. Language exchanges information through communication and the justification, if concludes successfully with respect to a sentence, it elevates the information to the status of knowledge. We provide a model where we define the fundamental elements of communication and grammar. As a result, knowledge must be \open\ (everyone must be able to acquire it), \free\ (everyone must be able to justifiy) and \tidy\ (everyone must be able to retrace the justification process in all its parts recursively). Ultimately, the development of knowledge processing, referred to as \emph{knowmatic}, represents the evolution of the information technologies (\it).

This paper will discuss Data, Information, Knowledge, and Wisdom, which is commonly referred to as DIKW. The DIKW Pyramid Model that is often referenced in both academics and practitioner circles will be discussed and shown to be faulty on several levels, including. a lack of definitional agreement. A new DIKW framework will be proposed that focuses on what the DIKW elements do in the way humans think, not what they are by definition. Information as a replacement for wasted physical resources in goal-oriented tasks will be a central organizing point. The paper will move the DIKW discussion to the computer-based concept of Digital Twins (DTs) and its augmentation of how we can use DIKW to be more effective and efficient. This will especially be the case as we move to Intelligent Digital Twins (IDT) with Artificial Intelligence (AI).

The relativistic Doppler effect comes from the fact that observers in different inertial reference frames experience space and time differently, while the speed of light remains always the same. Consequently, a wave packet of light exhibits different frequencies, wavelengths, and amplitudes. In this paper, we present a local approach to the relativistic Doppler effect based on relativity, spatial and time translational symmetries, and energy conservation. Afterward, we investigate the implications of the relativistic Doppler effect for the quantum state transformations of wave packets of light and show that a local photon is a local photon at the same point in the spacetime diagram in all inertial frames.

We have identified a new human voltage-gated potassium channel (hKv1.3) blocker, NnK-1, in the jellyfish Nemopilema nomurai, based on its genomic information. The gene sequence encoding NnK-1 contains 5,408 base pairs, with five introns and six exons. The coding sequence of the NnK-1 precursor is 894 nucleotides long and encodes 297 amino acids, containing five presumptive ShK-like peptides. An electrophysiological assay demonstrated that the chemically synthesized fifth peptide, NnK-1, is an effective hKv1.3 blocker. A multiple sequence alignment with cnidarian Shk-like peptides, which have Kv1.3-blocking activity, revealed that four residues (3Asp, 25Lys, 33Lys, and 34Thr) of NnK-1, together with six cysteine residues, are conserved. Therefore, we hypothesize that these four residues are crucial for the binding of the toxins to voltage-gated potassium channels.

Decision makers have to work on resolving multiple forms of problems within their organizations. The problems can be structured, semi-structured, or unstructured. Handling these issues requires intensive time dedication and resource allocation. Looking at the perspective of strategic decision making in Saudi Arabia, current operations are lacking in various sectors. This indulges an immediate need to introduce proper systems and highlight the loopholes that would allow the leaders make informed decisions aided by a support system. For this reason, the researchers set out to work on two research questions. The first question focused on how decision makers ensured accuracy of the decisions they are making. It would allow to identify why such system is important that should also guarantee consistency and accuracy. The second question asked about the proper process that would govern and control the outcome of decision. Considering the above questions, this research aimed at identifying the ideal framework, and whether the proposal developed would fit into the Saudi organizations. A case study in health sector has been reviewed containing various models across the world. Following this, interviews with five decision makers in their organization were conducted to perform the qualitative research. The researcher identified that most organizations lacked systems to ensure their decisions were accurate. The research also concluded that the tools and elements presented in the proposed informed decision framework would fit into most Saudi organizations to eliminate the identified problem, and especially due to the inclusion of the non-digital sources of information as part to the decision process. Furthermore, the analysis was conducted and discussion was determined stating validations of the study.

The purpose of this study is to provide an accurate formula for calculating entropy for short DNA sequences and to demonstrate how to use it to examine leukemia patient surviving. We used IDIBAPS leukemia patient’s data base with 117 anonymized records. The generalized form of the Robust Entropy Estimator (EnRE) for short DNA sequences was proposed and key EnRE futures was showed. The Survival Analysis has been done using statistical package IBM SPSS. Entropy EnRE were calculated for leukemia patients for two samples: A. 2 groups divided by median EnRE and B. 2 groups of patients were formed according to their belonging to 1st and 4th quartiles of EnRE. The result of survival analysis are statistically significant: A. p < 0.05; B. p < 0.005. The death hazard for a patient with EnRE below median is 1.556 times that of a patient with EnRE over median and that the death hazard for a patient of 1st quartile (lowest EnRE) is 2.143 times that of a patient of 4th quartile (highest EnRE). The transition from median to quartile patients’ groups with more EnRE differentiation confirmed the unique significance of the entropy of DNA sequences for leukemia patients surviving.

These interpretations explain that a quantity begins to 'lose' meaning when a conjugate property begins to 'acquire' definite meaning. We know that a quantity losing meaning means that it has no fixed value and has an uncertainty . In this paper we look deeper into this interpretation and the outcome reveals more evidence of the quantity losing meaning. Newer insights appear. 2) We consider two extreme cases of hypothetical processes nature undergoes, without interference by a measurement: One, a system collapses to an energy eigenstate under the influence of a Hamiltonian instantaneously at a time $t$. This is thus what would happen if we would measure the system's energy. Next, when a particle becomes localised to a point at a time $t_0$ under the influence of a Hamiltonian. This is thus what would happen if we would measure the system's position. We shall prove that both these situations cannot arise under ordinary circumstances and thus measurement processes cannot be modelled by physical Hamiltonians.

This paper deals with the possibility for construction of the database on friction coefficient on the actual roads from the viewpoint of traffic safety. A measurement algorithm is determined in order to construct road friction measuring device. Next, the tires used for measurement are selected and the characteristics are measured using bench tire characteristic tester, and the measuring device is designed and constructed based on the characteristics. Finally, using this device, the measurement results of the road friction characteristics for two types of road surfaces are shown.

Reference evapotranspiration (ETo) is a key agrometeorological index for rational irrigation management. The standard method for ETo estimation, proposed by FAO, is based on a complicated Penman-Monteith equation, requires great number of meteorological inputs thus making it difficult for practical use by farmers. To the moment, there are many alternative simplified approaches for ETo estimation, most of them are directed to cutting the number of required meteorological inputs for calculation. Among them, special attention should be paid to various temperature-based methods of ETo assessment. One of the temperature-based models for ETo computation was realized in free mobile app ETo Calculator (Ukraine). The app gives Ukrainian farmers an opportunity to assess ETo values on daily or monthly scale using mean air temperature as the only input. The goal of the study was to test the app accuracy comparing to FAO-based calculations in five key regions of Ukraine, each of which representing a particular climatic zone of the country. It was established that the app provides relatively good accuracy of ETo estimation even in raw (not adjusted to windspeed and relative air humidity) run; the results of statistical comparison with the FAO-calculated values are: R2 within 0.82-0.87, RMSE within 0.74-0.81 mm, MAE within 0.60-0.70, MAPE within 18.07-25.50% depending on the region. ETo Calculator (Ukraine) is a good alternative for complicated Penman-Monteith method and could be recommended for Ukrainian farmers to be used for irrigation management.

This study identified high-risk locations (hotspots), using geographic information systems (GIS) and spatial analysis. Five years of accident data (2013-2017) for the Lokoja-Abuja-Kaduna highway in Nigeria were used. Accident concentration analysis was carried out using the mean center analysis and Kernel density estimation method. These locations were further verified using Moran’s I Statistics (Spatial Autocorrelation) to determine their clustering with statistical significance. Fishnet polygon and Network spatial weight matrix approaches of Getis-Ord Gi* statistic for hotspot analysis were used for the hotspot analysis. Hotspots exist for 2013, 2014, and 2017 with a significance level between 95% - 99%. However, no hotspots exist for 2014 and 2015 since the pattern is random. The spatial autocorrelation analysis of the overall accident locations with a z-score = 0.0575, p-value = 0.9542, and Moran's I statistic = -0.0089 showed that the distribution of accidents on the study route is random. Thus, preventive measures for hotspot locations should be based on a yearly hotspot analysis. The average daily traffic values of 31,270 and 16,303 were obtained for the Northbound and Southbound directions of the Abaji-Abuja section. The results show that hotspot locations with high confidence levels are at points where there are geometric features.

Competing and complementary models of resting-state brain dynamics contribute to our phenomenological and mechanistic understanding of whole-brain coordination and communication, and provide potential evidence for differential brain functioning associated with normal and pathological behavior. These neuroscientific theories stem from the perspectives of physics, engineering, mathematics, and psychology and create a complicated landscape of domain-specific terminology and meaning, which, when used outside of that domain, may lead to incorrect assumptions and conclusions within the neuroscience community. Here we review and clarify the key concepts of Connectivity, Computation, Criticality, and Coherence — the 4C’s — and outline a potential role for metastability as a common denominator across these propositions. We analyze and synthesize whole-brain neuroimaging research, examined through functional magnetic imaging (fMRI), to demonstrate that complexity science offers a principled and integrated approach to describe, and potentially understand, macroscale spontaneous brain functioning.

This research deals with the possibility for construction of the database on the braking friction coefficient for actual roads from the viewpoint of traffic safety especially for automated driving such as level 4 or higher. In an automated driving such levels, the controller needs to control the vehicle, but the road surface condition, especially the road friction coefficient on wet roads, snowy or icy roads, changes greatly, and in some cases, changes by almost one order. Therefore, it is necessary for the controller to constantly collect environment information such as the road friction coefficients and prepare for emergencies such as obstacle avoidance. However, at present, the measurement of the road friction coefficients is not systemically performed, and a method for accurately measuring has not been established. In order to improve this situation, this study examines a method for continuously measurement for the road friction characteristics such as μ-s characteristics.

Chellali et al. introduced two degree concepts, ve-degree and ev-degree (Chellali et al, 2017). The ve-degree of a vertex equals to number of different edges which are incident to a vertex from the closed neighborhod of v. Moreover the ev-degree of an edge e=ab equals to the number of vertices of the union of the closed neighborhoods of a and b. The most private feature of these degree concepts is, total number of ve-degrees and total number of ev-degrees equal to first Zagreb index of the graphs for triangle-free graphs. In this paper we introduce ve-degree entropy, ev-degree entropy and investigate the relations between these entropies and the first Zagreb index entropy. Finally we obtain the maximal trees with respect to ve-degree irregularity index.

The prediction of drug--target interactions is always a key task in the field of drug redirection. However, traditional methods of predicting drug--target interactions are either mediocre or rely heavily on data stacking. In this work, we merged heterogeneous graph information and obtained effective node information and substructure information based on mutual information in graph embeddings. We then learned high quality representations for downstream tasks, and proposed an end--to--end auto--encoder model to complete the task of link prediction. Experimental results show that our method outperforms several state--of--art models. The model can achieve the area under the receiver operating characteristics (AUROC) curve of 0.959 and area under the precise recall curve (AUPR) of 0.848. We found that the mutual information between the substructure and graph--level representations contributes most to the mutual information index in a relatively sparse network. And the mutual information between the node--level and graph--level representations contributes most in a relatively dense network.

The exact dynamics of emergence remains one of the most prominent outstanding questions for the field of complexity science. I first discuss various perspectives on emergence in various contexts, then offer a different perspective on understanding emergence in a graph-theoretic representation. From the discussion, an observer’s choice in state space seems to have an effect for that observer to detect emergent behavior. To test these ideas, I analyze the dynamics of all possible spatial state spaces near the critical temperature in an Ising model. As a result, state space topologies that appear more deterministic flip more bits than topologies that appear more random, which is contrary to our intuitions about randomness. In addition, the size of different state spaces constrain a system’s ability to explore various states within the same time frame. These results are important to understanding emergent phenomena in biological systems, which are layered with various state spaces and observational perspectives.

For the first time in scientific and engineering practice, it is logically and mathematically substantiated, computationally verified and metrologically confirmed that classic and quantum physics, analytical and quantum chemistry, as well as continuous symbolic and discrete digital mathematical analysis, all have computational limits of information entropy, upper 1/10^16 and lower 1/10^64. The recently proposed and logically developed paradigm of deep genetical affinity of scientific terms "energy-entropy-information" harmonizes classical and quantum physics with general and special theories of relativity. For the first time in engineering practice, a complex vector-tensor-matrix description of gravitational, thermal and electromagnetic fields in ideal solid, liquid and gaseous media was performed analytically and without preliminary measurements. This study takes as a starting point the importance and dependence of the media (Ball-Rokeach & DeFleur, 1976) to obtain information about the pandemic. The dependency theory of the media system was developed in the 1970s when mass media were the dominant source of information. Today, at a time when media choices have become abundant, studies are needed to understand the phenomenon of media dependence in light of new dimensions made important by the transformations that have taken place in the social and media fields - where the coexistence of mass media with social media platforms stands out. As large-scale crises rarely occur and the media environment changes rapidly, it is important to analyze how media dependence relates to choose and trust in different media (traditional media vs. social media) in times of crisis. Several questions arise. What is the trust attributed by individuals to social media as sources of information about the COVID-19? How well informed are the individuals who choose these sources as the main sources of information? From a questionnaire administered to 240 individuals in Portugal, during the first week of the state of emergency (March 2020), this research seeks to identify how people gained access to information about the COVID-19, how they acted critically towards the various sources and how they assess the reliability of different media. Finally, it analyzes the association between the type of medium chosen and adherence to misinformation content about the virus. The results reveal the existence of a phenomenon of dependence on the media, with a strong exposure (both active and accidental) to informative content, with conventional media being privileged as the main source, and positively distinguished in terms of confidence. Finally, a statistically significant association of a positive sign was identified between the use of social media as the main source and the acceptance of misinformation.

Long-Term Potentiation(LTP) and Long-Term Depression(LTD) are two major forms of synaptic plasticity, which are also two well-know functional and unit activities involved in high advanced central neural system(CNS) activities, like memory. But we still know little about how the advanced CNS activities are organized in the brain and in the level of organism. Based on the current understanding and experimental evidence of neurology, we propose the term “Information Circulation” to summarize the current understandings for advanced CNS activities, and we define it as separately input neural signals finally converge in different levels of CNS and interact with each other, then neural information are circulated and processed in different levels of CNS to give out orders for next body actions. This review provides a detailed description for the functional organizations of advanced CNS activities in the term of Information Circulation. This article outlines the receiving of outside stimulation and transmission of neural information, especially transmission and procession of visual bioelectrical signals, then we described neural circuits of Information Circulation in advanced CNS activities, the corresponding specificity and dynamic properties of neural circuits, different sensation linkages, and neural synchronization for information circulation to produce consciousness in CNS. In conclusion, Information Circulation is defined as an important signature involved in advanced CNS activities.

We investigate a possible reduction mechanism from (bosonic) Quantum Field Theory (QFT) to Quantum Mechanics (QM), in a way that could explain the apparent loss of degrees of freedom of the original theory in terms of quantum information in the reduced one. This reduction mechanism consists mainly in performing an ansatz on the boson field operator, which takes into account quantum foam and non-commutative geometry. Through the reduction mechanism, QFT reveals its hidden internal structure, which is a quantum network of maximally entangled multipartite states. In the end, a new approach to the quantum simulation of QFT is proposed through the use of QFT's internal quantum network

This paper presents a new interactive visualization system to represent and compare rate of spread of COVID 19 pandemic across different countries over time. We surveyed existing visualization techniques used in various websites and media outlets and introduced use of a knee detection algorithm that divides the exponential spread in multiple linear components. A set of use cases demonstrates the utility of the system in comparing the spread across different countries for both analysis and prediction.

Federated learning is a decentralized topology of deep learning, that trains a shared model through data distributed among each client (like mobile phones, wearable devices), in order to ensure data privacy by avoiding raw data exposed in data center (server). After each client computes a new model parameter by stochastic gradient decrease (SGD) based on their own local data, all locally-computed parameters will be aggregated in the server to generate an updated global model. Almost all current studies directly average different client computed parameters by default, but no one gives an explanation why averaging parameters is a good approach. In this paper, we treat each client computed parameter as a random vector because of the stochastic properties of SGD, and estimate mutual information between two client computed parameters at different training phases using two methods in two learning tasks. The results confirm the correlation between different clients and show an increasing trend of mutual information with training iteration. However, when we further compute the distance between client computed parameters, we find that parameters are getting more correlated while not getting closer. This phenomenon suggests that averaging parameters may not be the optimum way of aggregating trained parameters.

The Landauer principle supplies the estimation of the minimal mass of a particle which is capable to record/erase information within a thermal bath at the temperature of T. Particles lighter than ${\tilde{m}}_0=\frac{k_{B}Tln2}{c^2}$will not transform the information to the surrounding bodies and are well expected to be undetectable. The relation of the Landauer principle to the problem of “dark matter” is discussed. The maximal informational content of a particle at rest, estimated as $I_{max}=\frac{m_0{c}^2}{k_{B}Tkn2}$ is introduced. The Landauer principle also allows the estimation of minimal energy of the field which is capable to record/erase 1 bit of information in the surrounding at the temperature of T. The relativistic aspects of the Landauer principle and its relation to the relativistic transformation of temperature are addressed.

The QBIT theory is an attempt toward solving the problem of consciousness based on empirical evidence provided by various scientific disciplines including quantum mechanics, biology, information theory, and thermodynamics. This theory formulates the problem of consciousness in the following four questions: (1) What is the nature of qualia? (2) How are qualia generated? (3) Why are qualia subjective? (4) Why does a quale have a particular quality or meaning?In sum, the QBIT theory proposes that (1) when a pack of quantum information is compressed beyond a certain threshold, a quale is generated; (2) a quale is a superdense pack of maximally entangled qubits in a pure state; (3) when information-theoretic certainty of a system about an external stimulus exceeds a particular level, the system becomes conscious of that stimulus; (4) subjectivity of consciousness is due to the fact that maximally entangled pure states are private and unshareable.

Recently, during the last century, Communication & Information revolution caused an essential dynamic in society, especially in legal issues, This dynamic development of information data through this web, it has an essential effect upon the way of civil treatment, which then called "electronic agreements". The industrial and technological development lad to obvious changes in producing processes either for goods or services and then its distributing methods, through using modern media channels, but this factor has a negative side because there is no legal protection for the contractors. This fact leads to the necessity of publishing certain conditions to protect consumers.

The access to agricultural information in Sudan continues to be challenging to farmers due to use of inadequate sources and traditional extension approaches. The rapid growth of smart-mobile phones usage in developing countries resulted in several advantages compared to other alternatives in term of costs, geographic coverage and ease of use. This research was conducted in North Kordofan Sate to explore the role of smart-mobile phone in accessing agricultural information. Primary data were obtained by structured questionnaires and focus group discussion through participatory rural appraisal and observation while secondary data were collected from scientific journals, books and authenticated web sources. A number of 230 respondents (10% from total farmers) were interviewed and five focus group discussions were done. Statistical Packages for Social Science (SPSS) version 22 was used to analyze the data with aid of descriptive statistics and Chi-squire Test. The result indicated that most of the respondents fall in age group between 21-40 years, and they depend on farm activity. There was 90% of farmers processed mobile phone since more than three years ago, 90.8%continuedto use smart mobile phone to access agricultural information and showed positive contribution towards income generation. The results also revealed that there was positive perception towards using mobile phones which showed more efficient in use than radio and TVs. The results showed great advantages of using smart mobile phone where 75.2 % of respondents preferred to get agricultural information, logistics and other needs through successful communication in the mid of agricultural season. Results of Chi-squire test showed significant differences between the parameters tested. The study recommended that farmers should be connected with mobile phones to admit ease communication with agricultural extension offices and quick access to their needs and logistics.

Reuse of patterns is a self-evident approach for managing interoperability concerns. Although patterns for resolving interoperability barriers exist in the literature, no study exists on adoption of interoperability patterns by Geographic Information Systems (GIS) practitioners in industry. Thus there is limited understanding of pattern re-usability, yet the advantages offered by interoperability patterns provide a reasonably sound justification for their usage. This paper examines the adoption of proven interoperability best practices in the GIS industry. An empirical study that involved the use of semi-structured interviews was employed to gather data from GIS developers on domain interoperability best practices. Results indicated that industry and communities of practice have been converging on the technical level to ensure interoperability of GIS concerns. Semantic interoperability and related patterns are least understood, yet semantic barriers still exist. This is partly due to the complexity associated with the top-down approach used to develop semantic interoperability solutions. Therefore, this study proposes research into resolving barriers in the adoption of interoperability patterns that reduce complexity while solving semantic interoperability barriers.

The fact that real dissipative (entropy producing) processes may be detected by non–comoving observers (tilted), in systems that appear to be isentropic for comoving observers, in general relativity, is explained in terms of the information theory, in analogy with the explanation of the Maxwell's demon paradox.

This work is a generalization of the Lopez-Ruiz, Mancini and Calbet (LMC); and Shiner, Davison and Landsberg (SDL) complexity measures, considering that the state of a system or process is represented by a dynamical variable during a certain time interval. As the two complexity measures are based on the calculation of informational entropy, an equivalent information source is defined and, as time passes, the individual information associated to the measured parameter is the seed to calculate instantaneous LMC and SDL measures. To show how the methodology works, an example with economic data is presented.

Biogenic emissions affect the urban air quality as they are ozone and SOA precursors and should be taken into account when applying photochemical pollution models. The present study presents an estimation of the magnitude of Non-Methane Volatile Organic Compounds emissions (NMVOCs) emitted by vegetation over Greece. The methodology is based on computation performed with the aid of a Geographic Information System (GIS) and theoretical equations in order to develop an emission inventory on a 6x6 spatial resolution, in a temporal resolution of 1hr covering one year (2016). For this purpose, a variety of input data was used: improved satellite land-use data, land-use specific emission potentials, foliar biomass densities, temperature and solar radiation data. Hourly, daily and annual isoprene, monoterpenes and other volatile organic compounds (OVOCs) were estimated. In the area under study, the annual biogenic emissions were estimated up to 472 kt, consisting of 46.6% isoprene, 28% monoterpenes and 25.4% OVOCs. Results delineate an annual cycle with increasing values from March to April, while maximum emissions were observed from May to September, followed by a decrease from October to January.

Quantum information theory and quantum computing are theoritical basis of quantum computers. Thanks to entanglement, quantum mechanical systems are provisioned to realize many information processing problems faster than classical counterparts. For example, Shor’s factorization algorithm, Grover’s search algorithm, quantum Fourrier transformation, etc. Entanglement, is the theoretical basis providing the expected speedups. It can be view in bipartite or multipartite forms. In order to quantify entanglement, some measures are defined. On the other hand, a general and accepted criterion, which can measure the amount of entanglement of multilateral systems, has not yet been found. In this work, we make a short review of recent research on the topic entanglement monotones and measures with an analitical approach.

Historic expeditions are events that are flavored by exploratory, scientific, military or geographic characteristics. Such events are often documented in literature, journey notes or personal diaries. A typical historic expedition involves multiple site visits and their descriptions contain spatiotemporal and attributive contexts. Expeditions involve movements in space that can be represented by triplet features (location, time and description). However, such features are implicit and innate parts of textual documents. Extracting the geospatial information from these documents requires understanding the contextualized entities in the text. To this end, we developed a semi-automated framework that has multiple Information Retrieval and Natural Language Processing components to extract the spatiotemporal information from a two-volumes historic expedition gazetteer. Our framework has three basic components, namely, the Text Preprocessor, the Gazetteer Processing Machine and the JAPE (Java Annotation Pattern Engine) Transducer. We used the Brazilian Ornithological Gazetteer as an experimental dataset and extracted the spatial and temporal entities from entries that refer to three expeditioners’ site visits and mapped the trajectory of each expedition using the extracted information. Finally, one of the mapped trajectories was manually compared with a historical reference map of that expedition to assess the reliability of our framework. The reference map was manually prepared in previous research work by others.

We generalize the point information gain (PIG) and derived quantities, i.e., point information gain entropy (PIE) and point information gain entropy density (PIED), for the case of the Rényi entropy and simulate the behavior of PIG for typical distributions. We also use these methods for the analysis of multidimensional datasets. We demonstrate the main properties of PIE/PIED spectra for the real data on the example of several images, and discuss further possible utilizations in other fields of data processing.

It is important that both static and dynamic information is efficiently used to create a suitable tourism plan. However, collecting, accumulating and managing dynamic information can cost tourists time, money and energy. The present study developed an original tourism support system was designed and developed with the purpose of reducing the burden of tourists who are unfamiliar with the tourist destinations in particular. An original tourism planning support system and web-geographic information systems (Web-GIS) were integrated into a single system, and two original functions were implemented. The system was operated targeting Osaka City, Japan for a period of one month. The information concerning 529 sightseeing spots was collected from tourism-related web media and then saved to the database of the system beforehand. During the operation period, a cumulative total of 160 users accessed the system. Based on the questionnaire survey results, most of the main functions were highly rated regardless of users’ travel experiences to the operation target area. Additionally, based on the access log analysis results, it was clear that the use of the system was in line with the purpose of the present study, as the number of visits to the page for the main functions were high.

The paper considers the symmetries of a bit of information corresponding to one, two or three qubits of quantum information and identifiable as the three basic symmetries of the Standard model, U(1), SU(2), and SU(3) accordingly. They refer to “empty qubits” (or the free variable of quantum information), i.e. those in which no point is chosen (recorded). The choice of a certain point violates those symmetries. It can be represented furthermore as the choice of a privileged reference frame (e.g. that of the Big Bang), which can be described exhaustively by means of 16 numbers (4 for position, 4 for velocity, and 8 for acceleration) independently of time, but in space-time continuum, and still one, 17th number is necessary for the mass of rest of the observer in it. The same 17 numbers describing exhaustively a privileged reference frame thus granted to be “zero”, respectively a certain violation of all the three symmetries of the Standard model or the “record” in a qubit in general, can be represented as 17 elementary wave functions (or classes of wave functions) after the bijection of natural and transfinite natural (ordinal) numbers in Hilbert arithmetic and further identified as those corresponding to the 17 elementary of particles of the Standard model. Two generalizations of the relevant concepts of general relativity are introduced: (1) “discrete reference frame” to the class of all arbitrarily accelerated reference frame constituting a smooth manifold; (2) a still more general principle of relativity to the general principle of relativity, and meaning the conservation of quantum information as to all discrete reference frames as to the smooth manifold of all reference frames of general relativity. Then, the bijective transition from an accelerated reference frame to the 17 elementary wave functions of the Standard model can be interpreted by the still more general principle of relativity as the equivalent redescription of a privileged reference frame: smooth into a discrete one. The conservation of quantum information related to the generalization of the concept of reference frame can be interpreted as restoring the concept of the ether, an absolutely immovable medium and reference frame in Newtonian mechanics, to which the relative motion can be interpreted as an absolute one, or logically: the relations, as properties. The new ether is to consist of qubits (or quantum information). One can track the conceptual pathway of the “ether” from Newtonian mechanics via special relativity, via general relativity, via quantum mechanics to the theory of quantum information (or “quantum mechanics and information”). The identification of entanglement and gravity can be considered also as a ‘byproduct” implied by the transition from the smooth “ether of special and general relativity’ to the “flat” ether of quantum mechanics and information. The qubit ether is out of the “temporal screen” in general and is depicted on it as both matter and energy, both dark and visible.

The aim of this study is to evaluate three different strategies to improve classification accuracy in a highly fragmented semiarid area. i) Using different classification algorithms: Maximum Likelihood, Random Forest, Support Vector Machines and Sequential Maximum a Posteriori, with parameter optimisation in the second and third cases; ii) using different feature sets: spectral features, spectral and textural features, and spectral, textural and terrain features; and iii) using different image-sets: winter, spring, summer, autumn, winter+summer, winter+ spring+summer; and a four seasons combination. A 3-way ANOVA is used to discern which of these approaches and their interactions significantly increases accuracy. Tukey-Kramer contrast using a heteroscedasticity-consistent estimation of the kappa covariances matrix was used to check for significant differences in accuracy. The experiment was carried out with Landsat TM, ETM, and OLI images corresponding to the period 2000-2015. A combination of four images was the best way to improve accuracy. Maximum Likelihood, Random Forest and Support Vector Machines do not significantly increase accuracy when textural information is added, but do so when terrain features are taken into account. On the other hand, Sequential Maximum a Posteriori increases accuracy when textural features are used, but reduces accuracy substantially when terrain features are included. Random Forest using the three feature subsets and Sequential Maximum a Posteriori with spectral and textural features had the largest kappa values, around 0.9.

In recent years, semantic communication has received significant attention from both academia and industry, driven by the growing demands for ultra-low latency and high-throughput capabilities in emerging intelligent services. Nonetheless, a comprehensive and effective theoretical framework for semantic communication has yet to be established. In particular, finding the fundamental limits of semantic communication, exploring the capabilities of semantic-aware networks, or utilizing theoretical guidance for deep learning in semantic communication are very important yet still unresolved issues. In general, the mathematical theory of semantic communication and the mathematical representation of semantics are referred to as semantic information theory. In this paper, we introduce the pertinent advancements in semantic information theory. Grounded in the foundational work of Claude Shannon, we present the latest developments in semantic entropy, semantic rate-distortion, and semantic channel capacity. Additionally, we analyze some open problems in semantic information measurement and semantic coding, providing a theoretical basis for the design of a semantic communication system. Furthermore, we carefully review several mathematical theories and tools and evaluate their applicability in the context of semantic communication. Finally, we shed light on the challenges encountered in both semantic communication and semantic information theory.

Analyzing advancements and outcomes, the research explores practical techniques for anomaly detection, threat prediction, and automated response. By investigating prior research and real-world implementations, the study provides valuable insights into the potential of AI/ML, uncovering current trends, challenges, and prospects in enhancing cybersecurity tactics amid a dynamically changing threat landscape.

Knowledge is a property that measures the degree of awareness of an agent about a target in an environment. The goal in conventional intelligent and cognitive agent development is to build agents that can be trained to gain knowledge about a target. The definition and operations of this knowledge associated to the agent is not clear, whereas these are required for developing a reliable, scalable and flexible agent. In this paper, we provide a concise theoretical framework for the description and quantification of the knowledge property needed for an efficient design of cognitive and rational intelligent agents. We relate the quantification scheme to the epistemological description of knowledge and present many illustrative examples on the usefulness of the quantification scheme.

In this article, we investigate limitations of importing methods based on algorithmic information theory from monoplex networks into multidimensional networks (such as multilayer networks) that have a large number of extra dimensions (i.e., aspects). In the worst-case scenario, it has been previously shown that node-aligned multidimensional networks with non-uniform multidimensional spaces can display exponentially larger algorithmic information (or lossless compressibility) distortions with respect to their isomorphic monoplex networks, so that these distortions grow at least linearly with the number of extra dimensions. In the present article, we demonstrate that node-unaligned multidimensional networks, either with uniform or non-uniform multidimensional spaces, can also display exponentially larger algorithmic information distortions with respect to their isomorphic monoplex networks. However, unlike the node-aligned non-uniform case studied in previous work, these distortions in the node-unaligned case grow at least exponentially with the number of extra dimensions. On the other hand, for node-aligned multidimensional networks with uniform multidimensional spaces, we demonstrate that any distortion can only grow up to a logarithmic order of the number of extra dimensions. Thus, these results establish that isomorphisms between finite multidimensional networks and finite monoplex networks do not preserve algorithmic information in general and highlight that the algorithmic information of the multidimensional space itself needs to be taken into account in multidimensional network complexity analysis.

I review previous attempts, including recent ones, to introduce technical aspects of digital information and computation into the discussion of ethics. I survey some limitations and advantages of these attempts to produce guiding principles at different scales. In particular, I briefly introduce and discuss questions, approaches, challenges, and limitations based on, or related to, simulation, information theory, integrated information, computer simulation, intractability, algorithmic complexity, and measures of computational organisation and sophistication. I discuss and propose a set of features that ethical frameworks must possess in order to be considered well-grounded, both in theoretical and methodological terms. I will show that while global ethical frameworks that are uncomputable are desirable because they provide non-teleological direction and open-ended meaning, constrained versions should be able to provide guidelines at more local and immediate time scales. In connection to the ethics of artificial intelligence, one point that must be underscored about computational approaches is that (General) AI should only embrace an ethical framework that we humans are willing to adopt. I think that such a framework is possible, taking the form of a general and universal (in the sense of computation) framework built from first computational principles.

The intricate orchestration of molecular events that constitutes life, as we know it, is oftentimes ascribed to an intelligent design motive. It is portrayed as if a paranormal watch maker has engineered the assemblage of parts and events that eventually manifests as the clockwork precision with which ontogeny and evolution operate within the boundary conditions imposed by what we know as life. The debate between those who advocate evolution versus intelligent design as the shaping force for modern life forms persists. However, that is not the motive for this essay. Though there has been several studies and scholarly articles that aspire to decipher and present the complexity of the molecular events that constitutes life in an insular fashion, there is a paucity of resources for undergraduates that summarizes the complexity cogently, as parts of a whole, for appreciating the enormity of the multidimensional nature of biological information and the inherent contradictions that are embedded therein. The fluidity inherent in the way information flows through signalling networks, the way biomolecular architectures maintain homeostasis in the ying-yang of life and the way multicellular complexity evolves through precise cell-cycle control is inherent in the evolution, maintenance and reproduction of biological systems. The matrix of events that encode information at the sequential and structural level across different macromolecules is a fascinating jungle of information. Combining these with how small-molecule metabolites interact with macromolecules in a spatially and temporally coordinated manner to evolve signal over random noise generates a staggering picture of informational organization and relays that, most often, defies human comprehension. This perspective is an attempt to array the various sources of information and put them together in context to appreciate the nuances of how information is stored and relayed within the biological systems. Further, it speculates on how these multitiered organization of biological information could be adapted to guide synthetic biology approaches and the future of information storage and organization.

An isolated system always evolves according to unitary evolution and maintain coherence. However the system inevitably interacts with the environment, information about the relative phases between the quantum states leaks into the environment and becomes delocalized, known as environment-induced decoherence. Here we consider the gravitational decoherence of a quantum system near the event horizon of a Schwarzschild black hole. We show that the gravitational decoherence is non-Markovian, which is consistent with information conservation and the Pagecurve-like entanglement dynamics. Moreover, taking the point of view that information on the collapsed matter is stored as the quantum fluctuation of the horizon, the horizon can be regarded as an “uncertain” quantum object instead of random fluctuations of graviton noise. Now the Hawking radiation bath plays the role of the environment, leading to the decoherence of the horizon. Therefore, information about the location of the horizon, or equivalently information about the collapsed matter, is carried away by the Hawking radiation. The memory time of the non-Markovian process and the Page time are estimated.

Detecting small objects in images poses significant challenges due to their limited pixel representation and the difficulty in extracting sufficient features, often leading to missed or false detections. To address these challenges and enhance detection accuracy, this paper presents an improved small object detection algorithm, CRL-YOLOv5. The proposed approach integrates the CBAM attention mechanism into the C3 module of the backbone network, which enhances the localization accuracy of small objects. Additionally, the Receptive Field Block (RFB) module is introduced to expand the model's receptive field, thereby fully leveraging contextual information. Furthermore, the network architecture is restructured to include an additional detection layer specifically for small objects, allowing for deeper feature extraction from shallow layers. When tested on the VisDrone2019 small object dataset, CRL-YOLOv5 achieved an mAP50 of 39.2%, representing a 5.4% improvement over the original YOLOv5, effectively boosting the detection precision for small objects in images.

The use of Retrieval-augmented generation (RAG) using large language models (LLMs) has shown potential for addressing issues such as hallucinations and inadequately contextualized responses. A pivotal stage in the RAG process involves a retriever for retrieving chunks based on semantic similarity with the query. In this study, we advocate for and provide experimental evidence supporting integrating and maintaining questions and answers (QA) formatted databases to improve retrieved-context representations and response quality. Our experiments evaluate our approach on benchmark RAG datasets using standard evaluation metrics and provide comparative analyses against state-of-the-art retrieval methods, showing the potential of our approach.

This document introduces methods and algorithms to characterize a series of values as patterns of repeating symbols or sequences selected with the criterion to maximize the information retrieved. The method converts a series of real-number values into texts. Then, it interprets the text from a point of view specified by several parameters. Located patterns are linked nested, with shorter sequences within longer ones. Texts are then synthesized and organized in a tree-like structure, substantially reducing entropy. The characterization of processes serves as the basis for constructing models to estimate likely projected values. Alternative ways to assess the multiscale complexity of unidimensional processes are applications of the results obtained here.

Health care operations in many hospitals are experiencing increasing demand which is however hindered by the limited resources available. The imbalance between the demand and service provision capacity within the hospitals have resulted in long waiting times for service delivery due to overcrowding, high costs of treatment as well as low levels of patient’s satisfaction. The above problems are attributed to the development of hospital management information system. This dissertation is focused on investigating some of the causes of the increased cost and time consumption as well as low levels of patient’s satisfaction in the application of hospital management information system. The study used comparative design to make a comparison of the respondents from two different hospital facilities where 400 health workers were drawn for research. The questionnaire was used as a survey tool for the study that involved both qualitative and quantitative analysis. The results of the study indicate various playing factors that arise due to the development of the hospital management information system. These factors include the large functionality of the system, the need for training of the end users, the increasing ageing population, and delays. The identified factors play a significant role in the way the information system impacts the time taken, the cost involved, and patient satisfaction. The incessant evolution of online platforms has ushered in a multitude of shopping modalities. Within the food industry, however, assessing the delectability of meals can only be tentatively determined based on consumer feedback encompassing aspects such as taste, pricing, packaging, service quality, delivery timeliness, hygiene standards, and environmental considerations. Traditional text data mining techniques primarily focus on consumers' emotional traits, disregarding pertinent information pertaining to the online products themselves. In light of these aforementioned issues in current research methodologies, this paper introduces the Bert BiGRU Softmax model combined with multimodal features to enhance the efficacy of sentiment classification in data analysis. Comparative experiments conducted using existing data demonstrate that the accuracy rate of the model employed in this study reaches 90.9%. In comparison to single models or combinations of three models with the highest accuracy rate of 7.7%, the proposed model exhibits superior accuracy and proves highly applicable to online reviews.

Persons high in the manipulative, misanthropic trait Machiavellianism make use of various forms of deception to attain their goals. A recent study demonstrated that different facets of Machiavellianism account for different kinds of deception (Blötner & Bergold, 2023; https://doi.org/10.1111/bjso.12559). Intelligence could be another predictor of deception production. This research examined the interactions between different facets of Machiavellianism and verbal reasoning to predict the production of empty, vague pseudo-information that is supposed to help achieve desired states or prevent undesired ones (co-called “bullshit”). In a sample of 525 participants, and consistent with the hypotheses, individuals with high scores in the goal-oriented facet of Machiavellianism produced “bullshit” more frequently to achieve certain goals if they also scored high in verbal reasoning. Thus, and opposing common assumptions, Machiavellianism is not sufficient to explain engagement in deceptive behavior as it only reflects the motivation to do so. Especially in the case of verbally expressed deception, verbal skills are also required to be successful.

Anticipating and planning for the urgent response to large-scale disasters is critical to increase the probability of survival in these events. These incidents present various challenges that complicate the response, such as unfavorable weather conditions, difficulties in accessing affected areas, and the geographical spread of the victims. Furthermore, local socioeconomic factors such as insufficient prevention education, limited disaster assets, and inadequate coordination between public and private emergency services may complicate these situations. In large-scale emergencies, multiple hotspots are usually observed, which requires efforts to coordinate the strategic allocation of human and material resources in different geographical areas. Therefore, the precise management of these resources based on the specific needs of each area becomes fundamental. To address these complexities, this paper proposes a methodology that models these scenarios as an optimization problem, focusing on the location and allocation of resources in mass casualty incidents. The proposed case study is Mexico City in a post-earthquake scenario, using voluntary geographic information, open government data, and historical data from the September 19, 2017 earthquake. Additionally, it is assumed that the resources that require optimal location and allocation are ambulances, which focus on medical issues that affect the survival of victims. The designed solution involves the use of a metaheuristic optimization technique, along with a parameter tuning technique, to find configurations that perform at different instances of the problem, i.e., different hypothetical scenarios that can be used as a reference for future possible situations. Finally, the objective is to present the different solutions graphically, accompanied by relevant information to facilitate the decision-making process of the authorities responsible for the practical implementation of these solutions.
