Wash’Em is a process that supports humanitarians in assessing and designing rapid but context-specific hygiene programmes in crises or outbreaks. The process consists of training implementers, using tools to learn from populations, and entering findings into a software which generates contextualised activities. A process evaluation of Wash’Em use was conducted in a drought-affected area in Midland province, Zimbabwe. Data was collected during the programme design and following implementation, using a mix of qualitative methods. Findings were classified against the intended stages of Wash’Em, and the evaluation domains were defined by the UKRI Medical Research Council. The Wash’Em process was not fully implemented as intended. An abridged training was utilised, some of the tools for learning from populations were omitted, many of the recommended activities were not implemented, the delivery modalities were different from intended, the budget available was minimal, and the number of people exposed to activities were fewer than hoped. Despite these ‘on the ground’ challenges and adaptations, the Wash’Em process was considered feasible by implementers and was seen to be less top-down than most programme design approaches. The populations exposed to the intervention found the activities engaging, understood the content, and reportedly took action to improve handwashing behaviour.

The extent of access to energy of displaced populations in settlements and camps in Africa is largely 14 unknown. A multitude of contextual factors, such as the location and the characteristics of housing, 15 the legal status, the socio-cultural background, and the availability of humanitarian and public ser- 16 vices impact the living conditions and the needed energy services. Limitations in accessing energy 17 services have direct, multilayered, and far-reaching implications, including impacts on health, nu- 18 trition, education, protection, and livelihood. The objective of this article is to contribute to a more 19 comprehensive overview of the current state of energy access in displacement contexts on the Afri- 20 can continent by identifying and utilizing existing data. After a screening of the vast and various 21 available information, setting up of a database, consolidating the gathered data as well as assessing 22 the quality through a quality assessment method, the currently available information is visualized 23 and discussed. Considerable differences in the access to electricity for displaced persons across the 24 countries are found. For both electricity and clean cooking, the availability for displaced persons 25 ranges from nearly no access at all up to an access rate of 100%. More strikingly, the results also 26 show that besides South Africa and countries in the Maghreb region, the access to both clean cook- 27 ing and electricity for displaced persons is very low. At the same time, the fragmented data availa- 28 bility, the poor data quality, and the questionable expediency of available data allows neither solid 29 theoretical conclusions nor planning of effective practical implementation measures. Novel inter- 30 disciplinary research, conceptual frameworks and indicators are needed for the purpose of compa- 31 rability and consistency. Future research has the potential to more comprehensively capture the 32 current state of access to energy in displacements contexts and in a next step to examine how energy 33 is interwoven in the lives of displaced people to derive a set of more detailed context-sensitive en- 34 ergy indicators. It is essential that the concerned persons, the displaced persons themselves are in- 35 cluded in the research in a meaningful way.

In this article we propose an application of humanitarian logistics theory to build a supportive framework for economic reactivation and pandemic management based on province vulnerability against COVID-19. The main research question is: which factors are related to COVID-19 mortality between Peruvian provinces? We conduct a spatial regression analysis to explore which factors determines the differences in COVID-19 cumulative mortality rates for 189 Peruvian provinces up to December 2020. The most vulnerable provinces are characterized by having low outcomes of long-run poverty and high population density. Low poverty means a high economic activity that leads to more deaths of COVID-19. There is a lack of supply of a set of relief goods defined as Pandemic Response and Recovery Supportive Goods and Services (PRRSGS). These goods must be delivered in order to mitigate the risk associated to COVID-19. A supportive framework for economic reactivation can be built based on regression results and a delivery strategy can be discussed according to the spatial patterns that we found for mortality rates.

The prevailing challenge in our current era is climate change, a crisis recognized by the global community that has prompted immediate actions to confront and mitigate its consequences. There is a consensus among scientists that human activities, driven by developmental ambitions, are the driving force behind the ongoing climate crisis. “The well-documented aftermath, including the rise in sea levels, coastal erosion, reduced agricultural yields, compromised access to clean water, and health implications, emphasizes the intricate and wide-ranging effects of climate change.” Furthermore, there is an increasing recognition that climate change gives rise to distinct social, economic, and divergent consequences. “Although all countries worldwide will undergo the impacts of climate change, the distribution of these effects will differ among regions, generations, age groups, income levels, occupations, and genders.” Notably, the adverse consequences will disproportionately impact the impoverished, predominantly situated in developing nations. “This paper explores the effects of climate change on displacement and the ensuing refugee dilemma.” It aims to scrutinize the inclusion of climate-induced displacement in the present international framework, encompassing both climate change and refugee regimes. The paper promotes a human rights-centred approach to tackling displacement stemming from climate change.

This paper provides a comprehensive analysis of food security in Sudan by adopting a unique approach of Hesitant Fuzzy Entropy (HFE) analysis to discern the key determinants influencing food security levels and aligning the findings with the Integrated Food Security Phase Classification (IPC) framework. The research utilized a dataset comprising 32 crucial variables related to food security assessment. Employing entropy values, weight coefficients, heatmaps, and scatterplots, the analysis aimed to unravel the intricate distribution of food security levels among Sudanese individuals in our study area. The study reveals that approximately 26% of the Sudanese population in our study region is poised to experience food security, with an additional 24% categorized as marginally food secure. Moreover, an estimated 35% are expected to confront moderate food insecurity, while 15% are projected to face severe food insecurity between January and June 2024. Anticipations for the period from January 2024 to June 2024 project more than 15 million individuals to encounter IPC Phase 3 and fall under moderately or severely food insecure levels. These findings emphasize the urgent need for both short-term humanitarian aid and long-term strategies to address Sudan's deepening food insecurity crisis.

Sustainable Humanitarian logistics is gaining attention due to increased disasters. It involves various operations to support people's survival efforts. Key characteristics include unpredictable demand, sudden large demand volumes, high stakes in delivery timeliness, and limited resources. However, the complexity and unpredictability of disaster scenarios necessitate robust and adaptable performance measurement models to evaluate the effectiveness of sustainable humanitarian relief logistics (SHRL). This study proposes a novel performance measurement model for sustainable humanitarian logistics and supply chains that integrates the Fuzzy Delphi Method (FDM) and Fuzzy Decision-Making Trial and Evaluation Laboratory (Fuzzy-DEMATEL) method. In this research, using 115 articles focused on sustainable humanitarian logistics and supply chains, crisis management, and humanitarian aid, this research identified 25 key performance indicators (KPIs) in the initial phase. Following the implementation of FDM, 19 KPIs were identified as crucial for further analysis. These KPIs were then divided into four distinct categories: "Quality," "Accountability," "Operational Excellence," and "Sustainability". Initially, FDM is utilized to reach a consensus among experts concerning KPIs for humanitarian logistics and supply chains. By incorporating the inherent uncertainty and vagueness in expert judgments, FDM refines the list of key performance indicators that reflect the real-life conditions and constraints in disaster operations. Finally, the fuzzy DEMATEL approach was used to analyze interrelationships among factors, identifying cause-and-effect behavior and ranking them, forming a robust theoretical framework. The study concludes with the development of a comprehensive performance measurement model that facilitates the strategic planning and operational assessment of humanitarian organization operations. The integration of FDM and fuzzy DEMATEL methods offers multiple perspectives for decision-making and helps stakeholders identify critical areas for improvement. Based on the acquired results, the KPIs attached to the Quality (P1) aspect of the proposed framework have gained significant importance and main cause in the cause-and-effect relationship which impacts and is helpful to improve the performance of humanitarian organizations in all phases of disaster management. The KPIs prompt delivery (D1), and delivery accuracy (D2) are more significant, while capacity building and training (D19) and delivery compliance (D15) are least significant in SHRL scenarios. This research is expected to support humanitarian organizations in enhancing their capabilities, thereby improving the effectiveness and efficiency of aid delivery in disaster-stricken areas.

This academic article examines the effectiveness of international humanitarian intervention in conflict zones. Humanitarian intervention refers to the use of military, diplomatic, or economic measures by external actors to protect civilians, promote human rights, and alleviate suffering in areas affected by armed conflict. The research employs a comprehensive approach, incorporating content analysis, case study, and historical analysis in its methodology. It explores the key challenges faced by international actors in implementing humanitarian interventions and evaluates their impact on conflict resolution and post-conflict reconstruction. Through this thorough analysis of case studies and scholarly literature, this article contributes to the ongoing debate surrounding the efficacy of international humanitarian intervention.

Modularity in the construction of industrial robots is becoming increasingly popular, as the modules can be assembled in different ways so as to obtain various architectures of industrial robots determined by the requirements of specific applications. Such a robot with modular structure is considered in this paper. The tracked mobile robot, with translation – rotation – translation – translation – rotation (TRTTR) modular serial structure, is the subject of national invention patent number RO132301 B1/2021, granted by the State Office for Inventions and Trademarks of Bucharest, to “Nicolae Bălcescu” Land Forces Academy of Sibiu, Romania [1]. The tracked mobile robot has been designed to perform the task of humanitarian demining operations and the mechanical structure, respectively the kinematic analysis were described in detail in papers [1,2]. A first general objective of this paper is to highlight a dynamic-organological method to achieve an architectural structure of mobile robot on tracks, able to replace the human element in areas with high risk for health and life, for detection and demining anti-personnel and anti-armor minefields in countries where military conflicts have taken place. For this scope it was performed the dynamic modeling using the Lagrange’s formalism and to achieve the constructive optimization of the TRTTR mechanical structure, in order to obtain a minimum energy consumption through an optimal arrangement of the modules in its structure. A second objective is to improve the action flexibility of the technological product in humanitarian detection and demining operations, as well as for educational purposes, by training highly educated and specialized human resources in the field of advanced military technologies. The differential equations of motion of the robot has obtained and respectively the mechanical design equations, which lead to the optimal choice of the drive motors of the modules in the robot structure. Also, it is presented the mathematical model for obtaining the driving motor of base translation modulus (MTB SIL) of the modular serial tracked robot and the constructive solution of the MTB SIL module.

The sudden onset of natural hazards such as a flash flood events can be devastating to a country or region, often affecting numerous communities, and humanitarian supply chains play a major role in enabling the timely recovery of economic and social activities. However, the uncertainty and suddenness of natural disasters such as flash floods, as well as the potential for aftershocks, require humanitarian supply chains to be resilient during the relief process. This research first adopts the Delphi and literature review methods to identify the key indicators in the humanitarian supply chain to form an evaluation index system. Then, taking the 2021 mega-flash flood event which affected four cities in the mountainous region under the jurisdiction of the Zhengzhou municipal government, the ANP method is used to calculate the weights of each indicator and combines the weighted results with the Multi-styling and stereotyping method under Pythagorean fuzzy (PFs-VIKOR) to make an evaluation of the resilience of the humanitarian supply chain in the relief process. The findings suggest that policy makers and decision makers should pay close attention to the coordination of the parties involved in the humanitarian supply chain and improve the level of resilience of the entire supply chain by enhancing the resource scheduling capacity and responsiveness. At the same time, the VIKOR evaluation of the 4 cities highlighted the humanitarian supply chain in Dengfeng City to be most effective in this event due to the close cooperation and positive response of all parties involved in the humanitarian supply chain. The findings of this research provide some useful suggestions and guidance to the various practitioners involved in the humanitarian supply chain. Furthermore, the evaluation of the performance of the four cities in this mega-flash flood event provides some helpful indication of the importance of the various emergency measures which can help to inform policy recommendations for the Zhengzhou municipal government.

This study analyzed the impact of climate-related natural disasters (droughts, floods, storms/rainstorms) on economic and social variables. As the Africa-specific empirical literature is limited, this study used panel data from 1961–2011 on Africa. The study used a panel data regression model analysis. The results showed that climate change-related natural disasters affected Africa’s economic growth, agriculture, and poverty and caused armed conflicts. Among the disasters, droughts are the main cause of negative impact, severely affecting crops such as maize and coffee and resulting in increased urban poverty and armed conflicts. In contrast, international aid has a positive effect but the impact is insignificant compared to the negative consequences of climate-related natural disasters. Cereal food assistance has a negative crowding-out effect on cereal production. International donors should review their interventions to support Africa’s adaptative capacity to disasters. Government efficiency has reduced the number of deaths, and this is an area that supports Africa’s adaptative efforts.

Holographic subsurface radar (HSR) is currently not in widespread usage. This is due to an historical perspective in the ground penetrating radar (GPR) community that the high attenuation of electromagnetic waves in most media of interest, and the inability to apply time-varying gain to the continuous wave (CW) HSR signal precludes sufficient effective penetration depth. While it is true that the fundamental physics of HSR, with its use of a CW signal, does not allow amplification of later (i.e. deeper) arrivals in lossy media (as is possible with impulse subsurface radar — ISR), HSR has distinct some distinctive advantages. The most important of these is the ability to do shallow subsurface imaging with a resolution that is not possible with ISR. In addition, the design of an HSR system is simpler than for ISR due to the relatively low-tech transmitting and receiving antennae. This paper provides a review of the main principles of HSR through an optical analogy and describes possible algorithms for radar hologram reconstruction. We also present a review of the history of development of systems and applications for HSR of the “RASCAN” type which is possibly the only holographic subsurface radar that is produced in lots. Among the subsurface imaging and remote sensing applications considered are humanitarian demining, construction inspection, surveys of historic architecture and artworks, nondestructive testing of dielectric aerospace materials, security applications, paleontology, detection of wood-boring insect damage, and others. Each application is illustrated with relevant data acquired in laboratory and/or field experiments.
