The study of innovation in the public sector has attracted increasing interest in the last decade. Contributions of the literature concerning its possible innovation drivers and inhibitors have primarily had a theoretical or documentary perspective; empirical studies are scarce, as are work-team studies in organizations of this sector. The present study therefore focuses on identifying and understanding those variables or factors that induce or inhibit innovative activity in work teams in public organizations in a developing country. The research focus is qualitative, and 16 directors of 13 public Costa Rican institutions were interviewed for the study. A set of coding methods allowed to identify 19 thematic categories of variables linked to the capacity to generate innovations in these work teams.

Inland waters pose a unique challenge for water quality monitoring by remote sensing techniques due to their complicated spectral features and small-scale variability. At the same time, collecting the high-quality reference data needed to calibrate remote sensing data products is both time consuming and expensive. In this study, we present the further development of a robotic team composed of an uncrewed surface vessel (USV) providing in situ reference measurements and an unmanned aerial vehicle (UAV) equipped with a hyperspectral imager. Together, this team is able to address the limitations of existing approaches by enabling the simultaneous collection of comprehensive in situ data together with high-resolution hyperspectral imagery. We showcase the capabilities of this team using data collected in a north Texas pond during three collections in the fall of 2020. Machine learning models for 13 variables are trained using the data set of paired in situ measurements and coincident reflectance spectra. These models can successfully estimate physical variables, including temperature, conductivity, pH, and turbidity, as well as the concentrations of blue-green algae, colored dissolved organic matter (CDOM), chlorophyll-a, crude oil, optical brighteners and the ions Ca2+, Cl−, and Na+. We extend the training procedure to utilize conformal prediction to estimate 90% confidence intervals for the output of each trained model. The maps generated by applying each trained model to the collected images reveal the small-scale spatial variability within the pond. Additionally, the permutation importance computed for each feature of the trained models highlights the spectral features relevant to each water quality variable.

This review will deal with the most relevant unmet needs and clinical questions concerning scintigraphy with bone tracers in ATTR-CA, providing expert opinions on possible future developments in the clinical application of these radiotracers, in order to offer practical information for interpretation of nuclear images to physicians involved in the care of patients with this ATTR-CA.

This article investigates the prospect of implementing multidisciplinary and multicultural student teamwork (MMT) involving Case-based Learning (CBL) and Problem-based Learning (PBL) as a sustainable teaching practice. Based on a mixed methods approach, which includes direct observation (both physical and virtual), questionnaire distribution and focus-group interviews the study reveals that MMT through CBL and PBL can both facilitate and hinder sustainable learning. Our findings show that while MMT enhances knowledge sharing, it also poses a wide range of challenges, raising questions about its social significance as a sustainable teaching practice. The study suggests the implementation of certain mechanisms, such as ‘Teamwork Training’ and ‘Pedagogical Mentors’, aiming to strengthen the sustainable orientation of MMT through CBL and PBL.

In this review, our goal is to design and test quantum-like algorithms for Artificial Intelligence (AI) in open systems to structure a human-machine team to be able to reach its maximum performance. Unlike the laboratory, in open systems, teams face complexity, uncertainty and conflict. All task domains have complexity levels, some have low, and others high levels. Complexity in this new domain is affected by the environment and the task, which are both affected by uncertainty and conflict. We contrast the individual and interdependence approaches to teams. The traditional and individual approach focuses on building teams and systems by aggregating the best available information for individuals, their thoughts, behaviors and skills. Its concepts are characterized chiefly by one-to-one relations between mind and body, a summation of disembodied individual mental and physical attributes, and degrees of freedom corresponding to the number of members in a team; however, this approach is characterized by the many researchers who have invested in it for almost a century with few effects that can be generalized to human-machine interactions; by the replication crisis of today (e.g., the invalid scales for self-esteem, implicit racism, and honesty); and by its many disembodied concepts. In contrast, our approach is based on the quantum-like nature of interdependence. It allows us to theorize about the bistability of mind and body, but it proposes a measurement problem and a non-factorable nature. Bistability addresses team structure and performance; the measurement problem solves the replication crisis; and the non-factorable aspect of teams reduces the degrees of freedom and the information derivable from teammates to match findings by the National Academies of Science. We begin with a review of the science of teams and a focus on human-machine team research in the laboratory versus the open; justifications for rejecting traditional social science while supporting our approach; a full understand of the complexity of the domain, tasks in the domain, and how teams address both; the mathematics involved; a review of results from our model versus the open field; a discussion of the results; conclusions; and the path forward to successfully advance the science of interdependence and autonomy.

This article presents a quantitative assessment of pedagogical support aimed at improving collaborative education at a modern technical university. The article analyzes the structural composition of the universal communicative competence in a foreign language to identify the advantages of the proposed content detailization. An algorithm for constructing educational and speech actions of students with the use of collaborative digital technology, regarding the monitoring and control of tools, is developed and theoretically justified. Microsoft Teams is offered as a platform for implementing digital collaborative learning technology. The didactic possibilities and methodological functions of Microsoft Teams in foreign language teaching are revealed. The digital technology of the collaborative learning algorithm is relevant for building collaborative actions is relevant, since it contributes to the development of the ability to solve common professional tasks. The algorithm of the dialogic communication, including problem, contradiction, conflict, intellectual difficulty, having general professional context as a stimulus to enhance the interaction in pair work is proposed as pedagogical support. The analysis and quantitative assessment of students' oral responses showed that the dialogue in a foreign language, based on the algorithmic component, is more structured and stimulates students' communication on relevant professional-oriented topics.

Social media data is heavily used to analyze and evaluate situations in times of disasters, and derive decisions for action from it. A cruicial part of the analysis is to avoid unnecessary data retention during that process, in order to prevent subsequent abuse, theft or public exposure of collected datasets and thus, protect the privacy of social media users. There are a number of technical approaches out to face the problem. One of them is using a cardinality estimation algorithm called HyperLogLog to store data in a privacy-aware structure, that can not be used for purposes other than the originally intended. In this case study, we developed and conducted a focus group discussion with teams of social media analysts, in which we identified challenges and opportunities of working with such a privacy-enhanced social media data structure in place of conventional techniques. Our findings show that, with the exception of training scenarios, deploying HyperLogLog in the data acquisiton process will not distract the data analysis process. Instead, it will improve working with huge datasets due to the improved characteristics of the resulting data structure.

Abstract: Ambulatory cancer centers face fluctuating patient demand and deploy specialized personnel who have variable availability. This undermines operational stability through misa-lignment of resources to patient needs, resulting in overscheduled clinics, budget deficits, and wait times exceeding provincial targets. We describe deployment of a Learning Health System framework for operational improvements within the entire ambulatory center. Known methods of value stream mapping, operations research and statistical process control were applied to achieve organizational high performance that is data-informed, agile and adaptive. We transitioned from a fixed template model by individual physician to a caseload management by disease site model that is realigned quarterly. We adapted a block schedule model for the ambulatory oncology clinic to align the regional demand for specialized services with optimized human and physical resources. We demonstrated improved utilization of clinical space, increased weekly consistency and im-proved distribution of activity across the workweek. Increased value, represented as the ratio of monthly encounters per nursing worked hours, and increased percentage of services delivered by full-time nurses were benefits realized in our cancer system. The creation of a data-informed demand capacity model enables application of predictive analytics and business intelligence tools that will further enhance clinical responsiveness..

In mountain communities like Sebei, Uganda, that are highly vulnerable to emerging and reemerging infectious diseases, community-based surveillance plays an important role in the monitoring of public health hazards. In this survey, we explored capacities of Village Health Teams (VHTs) in Sebei communities of Mount Elgon in undertaking surveillance tasks for emerging and reemerging infectious diseases in the context of a changing climate. We used participatory epidemiology techniques to elucidate VHTs’ perceptions on climate change and public health and assess their capacities in conducting surveillance for emerging and reemerging infectious diseases. Overall, VHTs perceived climate change to be occurring with wider impacts on public health. However, they have inadequate capacities in collecting sur-veillance data. The VHTs lack transport to navigate through their communities and have in-sufficient capacities in using mobile phones for sending alerts. They do not engage in reporting other hazards related with the environment, wildlife and domestic livestock that would ac-celerate infectious disease outbreaks. Records are not maintained for disease surveillance ac-tivities and the abilities of VHTs to analyze data are also limited. However, VHTs have access to platforms that can enable them to disseminate public health information. The VHTs thus need to be retooled to conduct their work effectively and efficiently through equipping them with adequate logistics and knowledge on collecting, storing, analyzing, and relaying data, which will improve infectious disease response and mitigation efforts.

Big data is considered to be the solution to many complex problems, but its application appears to be relegated to the problems that are factorable (e.g., the tensor-like operations which reflect separable elements), not the non-factorable data from teamwork, team intelligence, and possibly not individual consciousness. In contrast, the quantum likeness of interdependence is set apart from the standard science of teams by recognizing a measurement problem between a team and its individual teammates, and between individual beliefs and actions. Teams that concern us are based on artificial intelligence (AI) and machine learning (ML) systems, which we find lacking for two reasons. First, neither AI nor ML models the human's timeless need for debate to solve a problem at the social level when facing uncertainty or complexity, where the debate of proposed actions serves to establish the boundaries of a problem in reality, no matter how complex nor uncertain. Second, at the individual level exists the illusion of a unified reality propagated by a bifurcated brain that we assume is split to determine a context with narrative and bounded spaces. We hypothesize that the quantum-likeness of interdependence applied to autonomous human-machine teams suggests that at the social level, debate models an individual's bifurcated brain, providing advantages for human-machine teams in freer systems over those oppressed by command and control systems (e.g., authoritarian regimes). Human-machine teams are coming, but they are not yet available, forcing us to rely on data from human systems. We close with plans for future research.

The study of coordination practices in health policy and, especially in emergency situations is a central aspect. The COVID-19 pandemic has highlighted the need for further research on such practices, especially those that are deployed in complex and unforeseen situations to respond quickly while minimising errors. These dialogic coordination practices (DP) have been identified through case studies but have not been validated. The purpose of this study is to develop and validate a DP questionnaire for healthcare teams. The development of the items was based on a literature review and the content validation was carried out by means of a Delphi study. A total of 10 experts assessed the clarity and appropriateness of the items and their corresponding measurement scales. Consensus was reached after the second round, with a percentage of agreement greater than or equal to 90% for all items. The validation of these items constitutes a methodological innovation that responds to the call in the literature to open up new avenues for comparative studies, the possibility of generalising the findings obtained and the possibility of bringing together different approaches to the problem of coordination, key in health policy.
