It is well known that the size of initial loans approved by private lending agencies (banks, credit unions etc.) corresponds with the median income of the location of the individual, it also corresponds with gender. We wanted to show if it was the case with the PPP. We use standard machine learning techniques such as Lasso and found statistically significant association between gender of business owner and size of initial loan approvals for the State of Arkansas, and Least Squares Regression and Decision Tree regression to find a somewhat tenuous relationship between median income and initial loan approval amount and finally a strong association with the size of business. This has important applications for the equity of access to credit for marginalized peoples.

Public-private partnership (PPP) is a prominent tool for sustainable infrastructure development. However, the positive contributions of PPPs towards attainment of sustainable, climate resilience and zero carbon infrastructure projects are hampered by poor financial risk management. This problem is more prevalent in developing countries like Ghana where private investment inflow has plummeted due to COVID-19 recession and poor project performance. Thus, this study aims at assessing the key financial risk management strategies in ensuring sustainable PPP infrastructure projects in Ghana. The study utilised primary data from PPP practitioners in Ghana solicited through survey questionnaires. Factor analysis, mean scores and fuzzy synthetic analysis are the data analysis techniques for this study. The results revealed sustainable and green funding models, effective cost reduction initiatives, competent team with committed leadership, and emerging technologies and regulations constitute the key strategies to manage financial risks of sustainable PPP infrastructure projects. Although, future studies must expand the scope of data gathering, the findings of the study enrichen the theoretical understanding of financial risks in sustainable investments in PPP infrastructures. Relevant remedies that will aid the development of practical financial risk management guidelines are provided in this study for PPP practitioners.

Semantic rules link purely theoretical terms like “price” and “electron” to things we can measure. Without them, theories cannot be tested empirically. When inappropriate, they produce false rejections. Economists routinely ignore semantic rules. Empirical journal articles essentially never mention them. More to the point, the conventional tests that reject the Law of One Price and Purchasing Power Parity never consider them. As a result, those rejections are unwarranted because such tests use inappropriate semantic rules. Both theories should be restored to not rejected and then retested using the more appropriate semantic rules described here. By using appropriate semantic rules, this paper is able to combine Covered Interest Parity and Purchasing Power Parity into a single theory that links auction markets for financial assets and commodities to auction markets for exchange rates. Using appropriate semantic rules for both theories also explains several puzzles in open economy macroeconomics and opens up broad new vistas for research.

The need for Transit Oriented Development (TOD) around railway stations has been well accepted and continues to be needed in cities looking to regenerate both transit and urban development. Large parts of suburban areas remain without quality transit down Main Roads which are usually filled with traffic resulting in reduced urban value. The need to regenerate both the mobility and land development along such roads will likely be the next big agenda in transport policy. This paper learns from century-old experiences in public-private approaches to railway systems from around the world, along with new insights from entrepreneurship theory and urban planning to create the notion of a ‘Transit Activated Corridor’ (TAC). TAC’s prioritise fast transit and a string of station precincts along urban Main Roads. TOD’s were primarily a government role, whereas TAC’s will be primarily a private sector, entrepreneurship role. The core policy processes for a TAC are outlined with some early case studies. Five design principles for delivering a TAC are presented in this paper, three principles from entrepreneurship theory and two from urban planning. The potential for Trackless Trams to enable TAC’s is used to illustrate how these design processes can be an effective approach for designing, financing and delivering a ‘Transit Activated Corridor’.

China's implementation of public-private partnerships projects has been quite effective, involving infrastructure and other livelihood projects, a total of 19 industries, and an investment of nearly 1.5 trillion yuan. The characteristics of PPP projects such as long construction period and large investment amount determine the risks of PPP projects are also great, and the PPP projects of comprehensive environmental governance are also the same. The government and social capital use the PPP model to cooperate, and use the principal component analysis method to assess the risks of the entire life cycle of the comprehensive environmental governance PPP project. Therefore, it plays an important role in ensuring the smooth implementation of projects and reducing the losses caused by risks. According to the risk factors of the whole life cycle of the comprehensive environmental governance PPP project, an indicator system of 5 first-level indicators, 18 second-level indicators, and 43 third-level indicators has been established. Principal component analysis is used to analyze the influence weight of risk factors at each stage. The analysis shows that among the four stages, environmental pollution risk, project approval delay risk, completion risk, interest rate and financial fluctuation risk, and franchise life risk are the most influential risks in the implementation of PPP projects. Therefore, suggestions are made through the risk factors of each stage in the comprehensive environmental governance PPP project. For example, strengthen the response to the external environment risks of the comprehensive environmental governance PPP project, standardize the bidding and procurement of the comprehensive environmental governance PPP project, and strengthen the subsequent management of the transfer of the comprehensive environmental governance PPP project. In this way, the ability to resist risks of comprehensive environmental governance PPP projects is improved; the smooth implementation of the project is guaranteed, and the long-term development of comprehensive environmental governance PPP projects is promoted.

This paper responds to the research question, “can urban farming help Nepali cities become more sustainable”? Especially after the Covid-19 pandemic, urban residents have begun to realize that food transported from long distances could not always be reliable. Urban farming can help produce fresh food locally and avoid long-distance transportation, and refrigeration. This practice also helps reduce greenhouse gases through plant carbon use efficiency (CUE). Urban farming not only helps city-dwellers towards achieving self-reliance in food production but also in vegetation carbon dynamics (VCD) while supporting the circular economy. Urban farming consists of edible landscapes, which can also be an aesthetic public space. As urban lands command higher prices than agricultural land, urban farming usually happens on residential yards, roofs, balconies, community gardens, and dedicated areas in public parks. Rainwater harvesting, and redirecting can help irrigate urban farms which can be part of rain gardens. The national census of 2021 (CBS 2022, p5) identifies that 66 percent of Nepal’s population live in urban areas. However, the World Bank (2018), shows that only 21 of Nepal’s population was projected to live in urban areas in 2021. It is not debatable that the urbanization process in Nepal is on the rise. Thus, urban agriculture can play an important role to supplement the residents’ food needs. Many cities in Nepal have already successfully adapted to urban farming where residents grow food on their building site, balconies, and rooftop often growing plants on pots, vases, and other types of containers. The UN-Habitat, with the support of European Union and local agencies, has published a rooftop farming training manual (2014) showing the feasibility of urban farming in Nepal.The paper discusses how Public Private Partnership (PPP) can promote urban agriculture and make the process more effective and attractive to urban farming households. It also analyzes how a PPP approach also facilitates the use of better technology, advisory support, and use of research extension activities. This paper draws on literature review, secondary data (e.g., from National Census Nepal 2021) and authors’ professional experiences related to best practices in the areas to analyze the benefits and challenges related to urban farming in Arizona, USA. The paper will provide recommendations for Nepali cities to maximize the benefit provided by urban farming. It is expected to be useful to Nepali policy makers, and government agencies, and nonprofit organizations which promote sustainability, and organic farming.
