This literature review examines how gatekeeper theory has evolved in the digital age, analyzing around 60 studies from 2005 to 2025. These studies span disciplines including journalism, media studies, computer science, and sociology, reflecting the interdisciplinary nature of digital media. Key themes include the shift from human to algorithmic gatekeeping, the role of users as gatekeepers, platform governance, disinformation challenges, and global perspectives. By synthesizing these works, this review highlights theoretical adaptations, empirical findings, and future research directions.
The review is based on a systematic search of databases such as Google Scholar, JSTOR, Scopus, and Web of Science, focusing on keywords like “gatekeeper theory,” “digital media,” “algorithmic gatekeeping,” “social media,” and “disinformation.” Studies were selected for their relevance, methodological rigor, and temporal scope (post-2005 to capture the rise of Web 2.0 and beyond). The analysis reveals a tension between empowerment and control: while digital tools enable broader participation, they also amplify biases and power asymmetries (Napoli, 2015).
Research Problem
The rapid evolution of digital media has transformed traditional gatekeeping processes, introducing algorithmic and user-driven mechanisms that challenge the control, ethics, and equity of information dissemination. However, there remains a gap in understanding how these new gatekeepers—platforms, algorithms, and users—interact in diverse global contexts, particularly in amplifying disinformation and biases. This problem is exacerbated by the lack of integrated theoretical frameworks that account for AI advancements up to 2025, leading to fragmented insights into power dynamics in digital ecosystems.

Recognizing and critically examining these global and cultural distinctions is essential for scholars, policymakers, and platform architects to design fairer and more context-aware approaches to digital gatekeeping, aiming not only to reduce bias and misinformation but also to encourage pluralistic and robust public discourse amid accelerating technological advancements.
Discussion

At its core, the shift from human to algorithmic gatekeeping, as evidenced in works like Gillespie (2018) and Diakopoulos (2020), underscores a paradigmatic rupture: algorithms, designed for efficiency and engagement, inadvertently embed systemic biases that traditional gatekeepers, bound by journalistic ethics, might mitigate. This raises critical questions about agency—do platforms like Facebook and TikTok (Bakshy et al., 2015; Möller et al., 2023) function as neutral conduits or as active shapers of reality, prioritizing virality over veracity? Analytically, this evolution exposes a commodification of attention, where economic imperatives (Poell et al., 2019) eclipse public interest, fostering echo chambers that Flaxman et al. (2016) quantify as increasing ideological segregation by 18%. Then, digital media has not made gatekeeper theory irrelevant; instead, it has broadened its scope, calling for updated frameworks to navigate our complex information environment. This shift underscores the pressing need for regulatory changes—like those outlined in the Digital Services Act (European Commission, 2022)—to ensure that gatekeeping activities promote democracy rather than commercial or ideological interests. Without proactive strategies, digital gatekeepers may erode public trust and threaten social unity.
Building on these findings, it is essential to recognize that the evolution of gatekeeping in digital media is not only a matter of technological change but also of social responsibility and institutional adaptation. As platforms, algorithms, and users collaboratively shape the flows of information, the lines between content producer, distributor, and consumer continue to blur, demanding that scholars and policymakers reassess the normative foundations of media governance. Literature increasingly highlights the importance of participatory frameworks that involve diverse stakeholders, including marginalized communities, civil society organizations, and independent oversight bodies—in shaping the standards and practices of digital gatekeeping. Such inclusive approaches can help mitigate systemic biases, foster transparency, and promote accountability, particularly as new technologies accelerate the pace of change and complicate the regulatory landscape. Moreover, as the boundaries of the digital public sphere expand through innovations like immersive environments and real-time AI-driven interactions, ongoing vigilance is required to ensure that the mechanisms of information control remain aligned with democratic values and societal well-being. Ultimately, the future of gatekeeper theory lies in its capacity to adapt to these multidimensional challenges, providing a critical lens through which to evaluate the interplay of technology, power, and participation in an ever-evolving media ecosystem.
Conclusion
This literature review underscores the enduring relevance of gatekeeper theory amid the profound disruptions brought about by digital media. By synthesizing insights from 60 empirical and theoretical studies, the review reveals a complex and evolving landscape in which both algorithms and users play pivotal roles in redefining the mechanisms of information control. The traditional model, once dominated by elite editorial judgment, has given way to hybrid systems where algorithmic curation and user-generated content operate in tandem, simultaneously democratizing access and introducing new risks related to bias, disinformation, and the amplification of existing social inequalities. The core thesis—that hybrid gatekeeping democratizes information flows while also heightening the risk of bias and disinformation—remains strongly supported by the analytical discussions presented. As evidenced by numerous studies, algorithmic gatekeepers, designed for efficiency and engagement, often embed systemic biases that traditional, ethically bound human gatekeepers might have mitigated. This shift raises urgent questions about agency, accountability, and the commodification of public attention, as platforms increasingly prioritize sensational content and engagement metrics over veracity and public interest. The review highlights how these dynamics can foster echo chambers, intensify ideological polarization, and, in some cases, facilitate the spread of radicalizing or extremist content.
Furthermore, the rise of decentralized, user-driven gatekeeping—often celebrated for empowering grassroots narratives and democratizing participation—also introduces new challenges. While citizen gatekeeping can amplify marginalized voices and foster civic engagement, it can also facilitate the unchecked spread of misinformation and disinformation, especially when verification processes are bypassed or automated bots manipulate trends. Intersectional analyses reveal that these processes are not neutral; rather, they often replicate and reinforce offline power asymmetries, marginalizing certain groups and perpetuating global research biases, particularly with a predominant focus on the Global North.
Ethically and regulatorily, literature points to significant gaps in current approaches. Self-regulatory models have proven inadequate for addressing the complexities of algorithmic gatekeeping, prompting calls for robust policy frameworks that ensure transparency, accountability, and equity. The implementation of regulatory innovations, such as the Digital Services Act, demonstrates the potential for meaningful moderation improvements, but also underscores the necessity for ongoing vigilance against algorithmic opacity and surveillance practices. As digital platforms and AI-driven technologies continue to evolve, the need for hybrid models that integrate human oversight with algorithmic efficiency becomes increasingly apparent, especially to avoid the pitfalls of fragmentation and the entrenchment of surveillance capitalism.
Looking forward, this review identifies several critical avenues for future research and policy intervention. Scholars are urged to adopt interdisciplinary methodologies that bridge sociology, computer science, and ethics, and to prioritize longitudinal and cross-cultural studies that address the persistent Western-centric biases in existing scholarships. As emerging technologies such as metaverses and AI companions reshape the boundaries of gatekeeping, adaptive theoretical frameworks will be essential for understanding and guiding these transformations. Policymakers, in turn, must strive to balance innovation with the ethical imperatives of safeguarding democratic discourse and public trust.
Ultimately, the evolution of gatekeeper theory in the digital era is not a story of obsolescence, but one of adaptation and expansion. The analytical lens provided by this review makes clear that without proactive, inclusive, and interdisciplinary interventions, digital gatekeeping risks undermining the very foundations of democratic society. However, with concerted efforts from researchers, practitioners, and policymakers, gatekeeping can be transformed from a source of division into a cornerstone of equitable knowledge dissemination, fostering informed publics and resilient, inclusive democracies in the face of rapid technological change.
In summary, as the boundaries between content creators, distributors, and consumers become increasingly blurred, the future of gatekeeper theory will be defined by its ability to address the multidimensional challenges of technological innovation, social responsibility, and institutional adaptation. Continued research must emphasize participatory frameworks that bring together diverse stakeholders, including marginalized groups and independent oversight bodies assuring that the evolution of digital gatekeeping aligns with democratic values and public well-being. As immersive environments and real-time AI-driven interactions expand the digital public sphere, the imperative for transparent, accountable, and inclusive mechanisms of information control grows ever more urgent. Ultimately, the enduring vitality of gatekeeper theory lies in its critical capacity to interrogate the complex interplay of technology, power, and participation, guiding both scholarship and policy toward the creation of equitable and resilient media ecosystems for an ever-evolving information society.
