- The quality of inputs (seed and feed) should be further improved, however, strengthening farm management (including financial and business management) is a key issue in aquaculture development.

- Processing of aquatic products and meeting safety and quality standards should be strongly encouraged and supported, while there is also a need for product promotion based on consumer’s demand.

- The role of fish farmers and their associations should be strengthened along the value chain, especially in trading activities, but also in planning and governance.

- Appropriate policies, laws and regulations are available, but their enforcement should be supported through strengthening relevant governmental and provincial resources.
