In this paper, we present findings from a qualitative interview study, which highlights the difficulties and challenges with quantifying carbon emissions, and discusses how to move productively through these challenges by drawing insights from studies of deep uncertainty. Our research study focuses on the digital sector and was governed by the research question: how do practitioners researching, working or immersed in the broad area of sustainable digitisation (researchers, industry, NGOs, and policy representatives) understand and engage with quantifying carbon? Our findings show how stakeholders struggled to measure carbon emissions across complex systems, the lack of standardisation to assist with this, and how these challenges led stakeholders to call for more data to address this uncertainty. We argue that calls for more data to address this uncertainty obscure the fact that there will always be uncertainty, and that we must learn to govern from within it.

Enterprise risk management (ERM) was introduced in the 1990s and has become an expectation by boards of directors and regulators as a sign of good management and good corporate governance. However, many organizations struggle to implement ERM, and still seek practical ad-vice on ERM implementation. This article explains many of the reasons why organizations are unsuccessful in their efforts at implementation and provides practical solutions by an experienced risk manager and consultant, an ex-Chief Risk Officer, and an academic, all who has writ-ten extensively in the subject. This article should be of interest to practitioners involved in implementing ERM, to consultants in ERM, and to academics teaching courses on ERM, risk management, and related topics. This article also provides a base against which further future re-search can be done as ERM best practices continue to evolve.

The study investigates the effect of corporate governance characteristics on the financial performance of 124 Indian-listed companies that have undergone mergers and acquisitions during 2014–2020. It employs several performance measures, such as short-term capital market performance, long-term capital market performance, accounting-based and market-based measures, and firm-level control factors. The study found board size to be a positive and significant factor affecting short-term market performance. Further, it also documents weak linkages with other corporate governance variables like board independence, CEO duality, etc. Regarding control variables, leverage, the company's age, price-to-book ratio, and research and development expenses significantly impact the acquiring companies' financial returns. The study's findings add to our understanding of corporate governance's impact on performance in cases such as mergers and acquisitions.

Local Authorities have significant tourism planning responsibilities and can benefit from evidence-based approaches. Qualitative interviews with 29 Local Authorities identified impediments to adopting indicators. Key barriers included more knowledge of indicator systems, training in using systems and understanding sustainability value and governance issues. However, transitioning to sustainable tourism through monitoring requires efficient resourcing of Local Authorities. Statutory adoption of indicators may be needed to enable evidence-based planning and policymaking. More informed planning approaches can help destinations respond to tourism issues and sustainability threats. Findings have implications for facilitating indicator implementation and evidence-based planning in other tourism destinations internationally.

The perceived poor performance of publicly traded companies on their sustainability commitments and the quality of sustainability reporting has prompted stakeholders to consider the economic, environmental, and social impacts of corporate activities. Economic activities have led to various threats in the form of climate change, pollution, greenhouse gas emissions, natural disasters, and other issues that have negatively impacted the environment and stakeholders. Companies are expected to report to stakeholders on their sustainability performance, but reality proves that present reporting falls below stakeholders’ expectations mainly due to its still voluntary nature. The present study aims to provide a literature review of the relationship between sustainability reporting and the role of companies governance, especially observing if climate change requirements and energy-needed changes are being accounted. Results highlight mixed evidence for the influence of board governance attributes, providing interesting insights for research advancement. The study has practical implications for businesses, regulators, governments, and other stakeholders in their policy deliberations and investment decisions. Further empirical studies are recommended to re-examine sustainability reporting using the variables identified as important factors and gaps in this study and other board characteristics to improve the generalizability of the results.

Urban Tree Canopy (UTC) greatly enhances the livability of cities by reducing urban heat buildup, mitigating stormwater runoff, and filtering airborne particulates, among other ecological services. These benefits, combined with the relative ease of measuring tree cover from aerial imagery, have led many cities to adopt management strategies based on UTC goals. In this study, we conducted canopy analyses for the 300 largest cities in Florida to assess the impacts of development practices, urban forest ordinances, and hurricanes on tree cover. Within the cities sampled, UTC canopy ranged from 5.9% to 68.7% with a median canopy coverage of 32.3% Our results indicate that the peak gust speeds recorded during past hurricanes events were a significant predictor of canopy coverage (P-value = <0.001) across the sampled cities. As peak gust speeds increased from 152 km/h (i.e., a lower-intensity Category 1 storm) to 225 km/h (lower-intensity Category 4 and the maximum gusts captured in our data), predicted canopy in developed urban areas decreased by 7.7%. Beyond the impacts of hurricanes and tropical storms, we found that historic landcover and two out of eight urban forest ordinances were significant predictors of existing canopy coverage (P-landcover <0.001; P-tree preservation ordinance = 0.02, P-heritage tree ordinance = 0.03). Results indicate that local policies and tree protections can protect or enhance urban tree canopy, even in the face of rapid development and periodic natural disturbances.

Cooperative organizations try to balance economic viability and Corporate Social Responsibility (CSR) management through strategic policies that involve dialogue, participation and engagement with stakeholders. To measure the impact of CSR management, the electricity sector implements monitoring processes and models, such as the Sustainability Reporting Standards of the Global Reporting Initiative (GRI), which measure contributions to the Sustainable Development Goals (SDGs) of the United Nations 2030 Agenda. This research analyses the strategic management of CSR in the 28 electric cooperatives that market electricity in Spain with the aim of determining their level of commitment to CSR and stakeholder participation in their corporate policies. The analysis is based on the descriptive-exploratory study of the whole population of electric cooperatives. The results indicate that the CSR management of most electric cooperatives is still in an emerging stage within the Value Curve. Importantly, there is a significant percentage of cooperatives that have already advanced towards the consolidating and institutionalized stages. However, most of these social-economy organizations are not developing programs that link their CSR strategies with their priority SDGs and sustainability as commitment to their community.

The Forest Stewardship Council initiated a pilot Forest Certification for Ecosystem Services (ForCES) project from 2011 to 2017 to improve and promote sustainable forest management addressing a range of ecosystem services. Three sites in Indonesia were studied in the pilot. Whilst the development of the certification standard was largely by a partnership between the certification standard organization, civil society and research organisations, implementation and monitoring of the impact of this voluntary sustainability standard will entail interaction with state regulations. This study sought to understand how certification and state regulations concerning ecosystem services in Indonesia interplay, particularly in the agenda setting and negotiation stage. Using the conceptual lenses of transition theory and state and non-state market-based governance, the interrelationships between ecosystem services certification and regulations were found to be both complementary, supporting and antagonistic. The majority were complementary. Antagonism occurred where regulations do not accommodate land use issues and due to different contradictory state regulations. The voluntary instruments were developed largely in the absence of state involvement and without any substitution with regulatory standards. Given the increasing proliferation of voluntary market-driven initiatives at farm, forest concession and landscape level, stakeholders developing and managing voluntary standards need to collaborate with national and local governments to create synergy to enable their acceptance, adoption and effectiveness to positively enhance the conservation of ecosystem services through incentivizing market-based instruments.

Performance appraisal is a fundamental indicator in public accountability to achieve the good governance principles. Hence, this study aims to analyze the performance measurement that can improve performance on government agencies in South Sulawesi, Indonesia. The study was conducted in qualitative approach. The research found that non-integrated models of performance measurement in South Sulawesi are inefficient and ineffective. Inefficiency happens because it uses time and cost resources separately, while being ineffective is because both models focuses on each goal instead on performance goals and the process is not supported by the actual management.

This research aims to determine the influence of the independent commissioners, audit committee, institutional ownership, firm size and leverage against the integrity of the financial reporting information. This research is quantitative research with the causal approach. This study uses secondary data and panel data regression analysis method. The research results prove that audit committee, institutional ownership and leverage effect on the integrity of the financial reporting information. But it does not prove that the independent commissioner and firm size effect on the integrity of the financial reporting information.

With the increased global attention to environmental protection, social responsibility and corporate governance (ESG) standards, integrating ESG into supply chain management (SCM) is becoming a strategic requirement for companies to achieve competitiveness and sustainable development. This study reviews the impact factors of ESG practices on supply chain competitiveness, and empirically examines the mechanism of ESG performance on supply chains through a questionnaire survey with a sample of Chinese SMEs. It was found that normative pressure, coercive pressure and imitative pressure in SMEs have a significant positive effect on cognition and attitude and perceived behavioral control; good corporate cognition and attitude, perceived behavioral control and corporate pressure also enhance the level of ESG practices. Further analysis shows that cognition and attitude and perceived behavioral control play a mediating role in the impact of ESG practices, and ESG performance promotes sustainable development of SMEs. The article puts forward the following suggestions: (1) close supply chain partnerships to enhance green innovation; (2) the government should give more resource support to ESG-invested enterprises and support the development of advantageous enterprises; (3) improve the corporate disclosure mechanism and strengthen the supervision; and (4) strengthen the training of professionals in supply chain ESG management.

Changes in hydrology from aridification in the U.S. Southwest have led to tension at the urban-rural divide about conservation and land management strategy. Strain on multi-generational agricultural livelihoods and a nearly 150-year-old Colorado River water adjudication system presents an opportunity for multidisciplinary solutions and symbiotic partnerships. In this study, producers in a small San Juan River headwater community in southwestern Colorado participated in a convergence research study developed collaboratively with community partners, prioritizing local objectives and policy needs. Acknowledging the historic and sometimes perceived role of academic institutions as representing urban interests, our goal was to highlight how research could support rural governance and identify rural interests. Respondents identified water availability and climate changes as the factor that most negatively affects operations. Respondents had interest in nature-based agroforestry methods like windbreak trees and drought-resistant crop species. Community members identified cost as the leading perceived barrier to implementing nature-based agricultural solutions, with over half of respondents indicating that programs to subsidize or eliminate cost would improve willingness to try nature-based methods. Analyses identified that satisfaction with community resources was positively correlated with scale of production, satisfaction with irrigation equipment, and familiarity with water rights. Further, our results outline barriers to perceptions about nature-based solutions on rural landscapes. We hope to contribute this model for wider applications in other regions to uncover place-based solutions to resource challenges and contribute to addressing stress at the urban-rural divide.

This research investigates the alignment of soft power and institutional skills in Montenegro's journey towards accession to the European Union (EU), with a particular focus on the environmental sector. An online survey targeting individuals employed in state institutions directly engaged in negotiation processes, notably the Ministry of Sustainable Development and Tourism and the Agency for Nature and Environmental Protection, was conducted. The research conducted an online survey, distributed before and after the summer recess to accommodate the transition of power following parliamentary elections, aimed at assessing the effectiveness of current personnel and identifying areas for improvement in staffing and negotiation strategies within Montenegro's environmental sector. Employing diverse methodologies, the survey's analysis delved into the demographic, social, and professional backgrounds of respondents. It explored their roles within institutions, involvement in environmental negotiations, and possession of relevant skills and expertise. Furthermore, respondents' knowledge of environmental issues, legislation, and challenges facing the country was assessed to gauge institutional capacity for environmental governance. Demographic data, including gender, age, education and regional origin, were collected to understand gender-specific attitudes and regional disparities in environmental perspectives. The sample of 84 individuals, comprising executives and employees from both institutions, provided insights into the age structure and regional diversity of personnel involved in negotiation tasks for Chapter 27. The selection of the Ministry of Sustainable Development and Tourism and the Agency for Nature and Environmental Protection reflects their pivotal roles in shaping Montenegro's environmental policies and addressing climate change challenges. This study aims to illuminate the dynamics of environmental governance within Montenegro's state administration, contributing to the country's path towards EU accession. The research findings highlight the critical need for Montenegro to prioritize strategic initiatives in personnel management, skill development, and institutional capacity-building within its environmental sector. The implications of this research extend beyond academia to inform policymaking and societal action, emphasizing the urgency for Montenegro to bolster its environmental sector capabilities, fostering both EU alignment and sustainable governance practices for the benefit of present and future generations.

Inclusive and sustainable development has become an important part of China's sustainable development agenda, the self-recovery and stability of China's economy cannot be achieved without the macro-governance of the government. Figuring out the internal logic of digital finance and economic resilience is an important part of effective government governance. Based on the panel data of 193 counties in five provinces in northwest China from 2014 to 2021, the paper tested digital finance and county-level economic resilience by using two-way fixed-effect model, intermediary-effect model and threshold-effect model, to test whether financial development promotes government governance in underdeveloped regions. The results prove that digital inclusive finance significantly enhances the resilience of county economies by improving capital allocation efficiency, stimulating entrepreneurship and employment, and reducing pollution emissions. In addition, there are dual threshold effects between capital allocation efficiency and employment vitality, in which capital allocation efficiency has a gradually increasing threshold effect, and entrepreneurship and employment vitality have a fluctuating increasing threshold effect. Therefore, "Digital inclusive finance" in underdeveloped regions is an indispensable part of financial globalization；promoting the healthy development of digital finance is the basis and premise for providing a good financial environment for government management; deepening the reform in the financial field and promoting the green and sustainable development of finance are the future trend and direction of efforts.

Indigenous Peoples in Canada have shown great strength and resilience in maintaining their cultures and ways of life to date in the face of settler colonialism. Centering the water crises within Indigenous sovereignty and self-determination, we explore the impacts these crises are having on community members. Particularly, the continuous failure of the Canadian government to end the water crises in remote Indigenous communities, Star Blanket Cree Nation, is investigated in this paper. What implications have these water governance gaps had on Indigenous Peoples’ sovereignty and self-determination? We adopted an Indigenist theoretical framework to guide the study. Additionally, a community-based participatory research approach was adopted. To achieve our research goals of investigating the implications of the current water crises for Indigenous sovereignty and self-determination, specific methods of sharing circles were used to gather knowledge from community members, Elders, and knowledge keepers. The research findings strongly highlight the strength and resilience shown by remote Indigenous communities in the face of the current water crises and continuous government failure. Solving the current water crises will involve remote Indigenous communities taking charge of their own water governance through Indigenous-led water governance systems. Additionally, taking steps to rebuild trust through genuine reconciliation will be key. Therefore, listening to remote Indigenous communities and taking collaborative action is fundamental.

Integration of 5D Building Information Modelling (BIM) into large rail projects has the potential to significantly enhance cost management and control. Nevertheless, 5D-BIM implementation has encountered difficulties stemming from technical, functional, and governance-related factors. This paper builds a conceptual framework to support financial decision-making, enhances project management, and promotes efficient project delivery. The framework encompasses a set of interrelated elements that include project governance, BIM policies and standards, digital platforms, BIM LOD, cost estimation classification, and continuous improvement. The proposed framework acknowledges the significance of project governance in guiding and organizing the implementation of 5D-BIM. Additionally, BIM policies and standards ensure the adherence to quality standards for the produced BIM models. Digital platforms serve as the basis for multiple users to generate, access, share, and exchange project information. BIM LOD promotes collaboration and coordination among all project stakeholders. Cost estimation classification aligns the estimation process with the development of project scope and financial decision-making. Continuous improvement plays a vital role in optimizing processes, enhancing efficiency, and achieving higher-quality outcomes. Moreover, it fosters stakeholder satisfaction, improves project performance, and nurtures a conducive environment for innovation and learning. The study analyses the framework utilization in the Victorian rail projects and identifies key implementation challenges. This can be summed up as follows: The main technical hurdles were the lack of current horizontal infrastructure standards for data exchange and the lack of compatibility with current cost management standards. Increased project complexity and the absence of clear project governance strategies and processes posed organizational challenges. A further validation of the framework in real-world rail projects was recommended to achieve the implementation goals.

Cambodia faces the challenge of managing excess water during the wet season and insufficient water during the dry season. This harms human life and endangers aquatic and natural resources, agricultural practices, and food security. In order to ensure the well-being of both people and food security, water governance is crucial. However, Cambodia's water governance is hindered by various obstacles, including sectoral and centralized influences, top-down and large-scale strategies, a lack of coordination among relevant agencies, and limited involvement of local communities. This study delves into water governance across different sectors, from centralized to community-based natural resources management to tackle these challenges. Through analyzing literature and case studies of farmer water user communities (FWUC), community fisheries (CFis), and community fish refuges (CFRs) in three Mekong Delta provinces in Cambodia, the study concludes that although water governance has improved, it has resulted in a decline in fishery resources from rivers and water bodies and an increase in water conflicts among farmers and sectors in the face of climate change. To enhance water governance in Cambodia, it is critical to integrate it at the district level. This will promote sustainable water use and management across the country and pave the way for a brighter future.

This study analyzes the influence of CEO types on corporate governance, focusing on de facto (substantial) CEOs. We examine how substantial CEOs impact ESG activities (Hypothesis 1) and corporate value (Hypothesis 2). Data were collected from KIS-VALUE and DART (Electronic Disclosure System) of the Financial Supervisory Service, defining substantial CEOs as highest remuneration recipients exceeding the representative director of the company pay. Results sup-port Hypothesis 1, showing companies with substantial CEOs are more engaged in ESG activities, potentially to improve public image while concealing self-serving behaviors. Hypothesis 2 is validated, indicating lower corporate value in companies with substantial CEOs due to prioritizing personal interests over long-term profit maximization. Despite limitations in exploring governance relationships beyond remuneration data, the study offers key contributions. It expands research on corporate governance and ESG activities by identifying substantial CEOs through objective remuneration data. It highlights the importance of an independent board for transparent governance and positive corporate value. Lastly, empirical evidence shows the negative impact of misdirected ESG activities on corporate value. By using remuneration as an indicator, this study illuminates substantial CEOs' influence on corporate value and ESG activities, providing insights for future research in corporate governance and ESG.

Attracting and retaining international students has been widely discussed in higher education settings. Increasing the number of international students has become an indispensable strategy for national and global competition. This study focuses on effective strategies and international students' issues regarding satisfaction in the most popular STEM (science, technology, engineering, and mathematics) programs. We designed a structural equation modeling (SEM) method to determine the effect of institutional mediation between push factors and satisfaction factors for the development of better strategies by which to attract and retain international students. Taking Taiwan as an example, this study employed a self-designed questionnaire to collect data: 485 degree-seeking international students in STEM programs were invited and successfully participated in this study during spring 2021. IBM SPSS 26 and AMOS 26 (Analysis of Moment Structure) were used to carry out the data analysis. We employed reliability, factor, and SEM analyses. This study assumed that the impact of push factors can be modified by institutional situations and result in international students’ satisfaction with their learning and environment and regarding migration policy. The results revealed that the predictors, mediation, and criteria were significant at the 0.05 or 0.01 levels. The findings suggest that push factors impact international students’ satisfaction when using institutional leadership and international strategy. The results of the bootstrap with a generalized least square method showed that the SEM model fit in 2000 bootstrap samples. The effect of institutional mediation can provide useful information for STEM programs to boost their future recruitment and retention strategies. This study provides an innovative approach to the detection of issues among international students in specific programs. These findings can enrich our knowledge regarding attracting and retaining global students in higher education settings.

This research contributes to the development of theories regarding the relationship between Corporate Social Responsibility (CSR) and investment decisions. Acquisition of stock returns that exceed normal predictions depends on the successful implementation of Good Corporate Governance (GCG). This study aims to examine investors' reactions to information on CSR disclosure in several countries that are members of the Association of Southeast Asian Nations (ASEAN). Furthermore, this study also examines the role of implementing GCG in strengthening the impact of CSR disclosure on investor relations as measured by abnormal stock returns. The sampling technique used was purposive Sampling. The research was conducted on Manufacturing Companies in countries that are members of ASEAN during 2017-2019. The estimation model used to analyze data is a multiple regression model. The results showed that CSR information was able to increase investors' positive reactions. Meanwhile, GCG practice is proven to strengthen the impact of CSR information on investment decisions. Other variables involved in this study, namely audit quality, company size, debt level, and sales growth, are not proven to influence abnormal stock returns.

The concept of a ‘just transition’ encompasses political and policy imperatives to minimise the harmful impacts of industrial and economic transitions on workers, communities and society more generally, and to maximise their potential benefits. This imperative has gained heightened importance as governments commit to reducing greenhouse gas emissions. A wide range of policies strategies and initiatives have been adopted by national and regional governments to facilitate and help manage a just transition. It is a concept that is increasingly being put into practice. This scoping study identifies and compares strategies, policies and practices that are presently being implemented in order to manage a just transition across 25 countries and 74 regions alongside European Union-level policies. This work develops a typology of policy instruments to manage just transitions and identifies implementation gaps and leading practices.

Corporate governance is widely suggested by economists and regulators as a solution to reduce agency problems and improve firm performance. However previous studies have failed to generate consistent results. Using a dynamic panel system GMM estimator to alleviate endogeneity concerns we determine the effect of corporate board structure on the performance of a panel of 1265 Chinese firms listed on the Shanghai and Shenzhen stock exchanges from 2010 to 2016. We compare the dynamic system GMM estimator to some commonly used estimators; ordinary least squares (OLS), fixed effects (FE) and the dynamic OLS, and show that these estimates are biased due to endogeneity. The dynamic system GMM estimator incorporates the dynamic nature of internal governance choices to provide valid and powerful instruments that address unobserved heterogeneity and simultaneity. Our results show support for the board model corporate governance mechanism. We find that board size is positive and significantly related to both return on assets and total net profit margin. In addition board independence is positive and significantly related to return on assets but insignificantly related to total net profit margin. Duality was found to have a negative but statistically insignificant relation with firm performance.

The increase in tobacco production while ameliorating the condition of the participant households has caused challenges to stakeholders particularly those in the governance of forest resources upon which the sector is hinged. Massive deforestation has proceeded at an alarmingly high level, in a way that threatens the long term viability of the tobacco sector and sustainability of natural forest resources. The entrance of previously disadvantaged majority into the once minority-dominated tobacco sector (and economy) in a quest to improving their livelihoods, is driving forest landscape changes that pose inherent environmental challenges including climate change. This article adopts institutional and landscape approaches to explore and explain the drivers, nexus and implications of smallholder tobacco as a livelihood strategy to the forest landscape changes and the subsequent imperative for governance of the sustainable utilization of forest resources in Zimbabwe. Drawing on documentary evidence the paper concludes that this situation poses a dilemma to forest and livelihood policies, hence the need to examine new institutional and livelihood initiatives.

The main purpose of this paper is to review systematically both theoretical and empirical literature about the relationship between corporate governance variables and the performance of microfinance institutions. The theoretical reviews were: agency theory stakeholders’ theory, resource dependency theory, stewardship theory, and social contract theory which deal with corporate governance mechanism and their effect on the performance of the firm. Empirical studies carried out in different countries at different times together with different findings were reviewed to compare the effect of corporate governance mechanisms on the performance of microfinance institutions and to establish areas of gaps for further studies. Board characteristics which include size, education, meeting frequency, board composition, and board independence, and their effect on the financial performance of microfinance institutions were discussed. The findings of different scholars show a lack of consistency on the effect of corporate governance variables on the financial performance of Microfinance Institutions so further investigation is required from potential scholars. Finally, theoretical, measurement and methodological drawbacks of previous studies were identified, and significant recommendations were forwarded for future studies in this area.

Sweden has long been hailed as a role model in climate policy. But the new right-wing government supported by a far-right populist party is undertaking a paradigm shift in Swedish climate policy and governance. This paper critically analyses this paradigm shift and its impacts on legitimacy, accountability and justice. These are democratic norms important in the analysis of a just transition to climate neutrality. Severe democratic deficits of the policy process and the policies proposed and adopted are identified, suggesting ‘nasty politics’ characterised by populist, divisive, and contentious rhetoric that entrenches polarization and us/them narratives. Climate scientists and the climate justice movement are discriminated in the policy process, the latter also being accused of terrorism and seen as a threat to democracy by the government. The deficits are partly explained by the neo-corporatist political system of Sweden and the dominance of the (neo)liberal discourse of ecological modernization in Swedish environmental policy, but primarily with the ongoing process of autocratization driven by anti-democratic far-right populist parties throughout Europe. The anti-democratic climate policy reforms in Sweden are foreboding an unwelcome development in the EU given the boost of far-right populist parties in the upcoming elections to the European Parliament in June 2024.

The concept of policy entrepreneurs has gained increasing attention in studies of climate policy and governance since it foregrounds the role of agency in understanding policy change. However, agency of policy entrepreneurs in the policy process is largely political and conceals the power that shapes how public problems and policies are framed and defined. Thus, policy entrepreneurs should be confronted with the challenge of generating legitimacy, accountability and justice of their actions and the implementation of their targeted policy change. Drawing on political-philosophical theories of liberal and deliberative democracy this paper outlines a conceptual framework for critical analytical as well as normative research on strategies and impacts of policy entrepreneurs. Empirical research on the strategies and impacts of policy entrepreneurs in recent policymaking on climate policy and governance in the EU and Sweden identifies several democratic deficits. In all, the paper brings ideology and politics into research on policy entrepreneurs. It is suggested that not only the strategies used, but also the ideologies of actors that use them, is the causal mechanism that links the policy entrepreneurs to the outcomes, and thus if their advocacy will facilitate or hamper a just transition to climate neutrality and sustainability.

Sweden has long been hailed as a role model in climate policy. But the new right-wing government supported by a far-right populist party is undertaking a paradigm shift in Swedish climate policy and governance. This paper critically analyses this paradigm shift from perspectives of legitimacy, accountability and justice. These are democratic norms important in the analysis of a just transition to climate neutrality. Severe democratic deficits of the policy process and the policies proposed and adopted are identified. The deficits are explained by the neo-corporatist political system of Sweden, the dominance of the (neo)liberal discourse of ecological modernization in Swedish environmental policy, and an ongoing process of autocratization driven by anti-democratic far-right populist parties throughout Europe. The paper ends by suggesting how climate policy and governance can be democratized and re-politicized, that also give room for climate justice advocates to take part in policy processes.

This study delves into the critical domain of public procurement, specifically focusing on Sustainable Public Procurement (SPP) and Environmental, Social, and Governance (ESG) considerations within the context of South Korea. The aim of this research is to empirically scrutinize the factors influencing the impact index of SPP, with a particular emphasis on services related to labor standards. The investigation spans three years, from January 1, 2019, to July 31, 2021, encompassing state agency orders and post-implementation legal changes. Leveraging the comprehensive Korea On-line E-Procurement Sys-tem(KONEPS) platform, we meticulously collected data, ultimately culminating in 21,573 services meeting our criteria, from which 250 cases underwent an in-depth analysis. The study sheds light on the influence of social responsibility evaluation cri-teria on overall procurement scores, while also uncovering the moderating effects of various factors. The outcomes of this study offer valuable insights into the impact index of social responsibility evaluation criteria within South Korea's public procurement landscape. Factors including procurement year, classification, service period, and estimated price were identified as significant influencers. Moreover, the number and location of evalu-ation criteria items, inclusion of sincerity elements, and the evaluating agency were deemed pivotal determinants of the influence index. These findings hold profound implications for policymakers, procurement practitioners, and researchers and provide a roadmap for optimizing the utilization of social responsibility evaluation criteria to advance responsible and sustainable procurement practices. Future research avenues include conducting further study of additional moderat-ing variables, expanding datasets to encompass a broader spectrum of procurement contexts, and evaluating the long-term repercussions of social responsibility evaluation on procurement outcomes. These endeavors promise to further refine and advance public procurement practices in South Korea and beyond.

This article delves into the complex tension between national self-rule and international involvement, in the context of global politics, examining the inherent challenges of upholding both principles when confronted with human rights abuses and the pursuit of global peace. The introduction presents the fundamental dilemma: self-governance versus moral obligations. The problem statement calls for a nuanced approach to address the intricate complexities of sovereignty and intervention, acknowledging the potential misuse by oppressive regimes and the ongoing challenges of determining when and how intervention is warranted. The article advocates for a more responsible and effective approach to global conflicts and human rights violations, balancing national sovereignty with judicious intervention when required. The methodology employs both literature review and case analysis to construct a framework for objectively assessing when international intervention is justified in instances of human rights abuses. The conclusion stresses the criticality of objective intervention criteria, transcending cultural, political, and economic biases, and advocates for a globally accepted approach that celebrates diversity while promoting global stability.

The promotion of active travel is deemed a crucial component of the transition to sustainable urban mobility. Several barriers hinder its policy implementation and uptake. Some evidence suggests that capacity building could be a useful tool for deepening sustainability efforts. However, a clear framework for understanding the dimensions of capacity building for active travel is lacking. Most research and findings use cases within a Global North context, constricting implications and transferability to the Global South, especially to African cities. This study responds to the dearth of scholarly work exploring Global South cases and fills a knowledge gap regarding capacity building in the case of active travel. Through a literature review, this study examines the dimensions of capacity building that are necessary to improve active travel in selected African countries. We focus on multilevel trans-portation governance, with highlights from five (5) African cities. Our findings suggest that the literature and policies on transport in Africa have key dimensions for capacity building for active travel but lack the introduction of key instruments and strategic pathways to meet these requirements for improved sustainable mobility. We propose a thematic guiding framework under three (3) levels of governance for integrating capacity building for active travel policies and implementation at institutional, individual, and environmental levels.

The development of a decision framework for landscape governance and management has become one of the prioritised policy instruments for actualising policy objectives relating to agri-food system, biodiversity conservation, nature restoration, environmental management, climate change mitigation and adaptation, net zero greenhouse gas emissions, and the transition to renewable energy supplies in the United Kingdom (UK). However, the landscape lens in policy-making is challenging because of the diverse landscape archetypes, environmental problems, and diverging policy targets that it must address. This highlights the importance of having a robust, evidence-based landscape decisions framework. To address this issue, this study undertakes a systematic review and transdisciplinary synthesis of research outputs from the Landscape Decisions Programme (LDP). This study compiles and synthesizes outputs from the LDP projects in the context of the relevant literature to develop an understanding of the relationships among the emerging evidence with respect to decision-making for more sustainable and multifunctional landscapes. The synthesis analyzed the drivers of landscape decisions, and methodological approaches used to generate evidence for decision-making. The emerging themes from the synthesis were distilled into five principles that can be used as a basis for a roadmap towards the development of a holistic landscape decisions framework.

Software governance is a management structure that guides projects in terms of their accountability and responsibility. Prime motivation of this approach is to improve the skillset of the team members through software governance policies and increase the overall success rate of the software projects. The scope of skill development is across the pillars of governance, such as structure, people, and information. Primary focus of this paper is on the skillset development of the project team members through educational policies in software governance. As part of the governance process, educational policies are defined for the skillset development of project team members. The JIRA dataset was used to determine the skillset development of the team members. Machine learning techniques, such as J48, Random Forest, Decision Table, Logistics, and Naïve Bayes, were used in the JIRA dataset. These machine learning techniques were processed using WEKA open-source software. Based on these results, it was concluded that the J48 algorithm can be applied to multiple projects/programs to monitor and track the skill development process. Machine learning model such as J48 is required to use this model at an organizational level. The skillset development of project team members should be aligned with IT governance and educational policies. Overall upskilling and reskilling strategies are provided to demonstrate the impact of skillset development through software governance.

Achieving universal access to water and sanitation services in developing countries requires a coherent legal, political, and institutional environment, along with a clear financial strategy. Regionalizing utilities may be crucial for addressing disparities, economic inequalities, and governance challenges. Regionalization offers economies of scale, resource efficiency, knowledge sharing, and collaboration. The cornerstone will be ensuring the financial-economic viability of regional utilities, considering their social impacts in terms of affordability. The State of Santa Catarina case study is assessed. In the case of Santa Catarina, only four regional utilities currently generate sufficient revenue, without factoring in necessary investments, indicating the need to review design parameters to improve operational efficiency and increase revenues. Additional financial support may be required to ensure universal access. Tariff adjustments must strike a balance between cost-effectiveness and affordability for families.

The River Basin Management Plan (RBMP) is an essential component of the European Union Water Framework Directive that details an integrated approach required to protect, improve and sustainably manage water resources. RBMP were intended to be produced for the periods 2009-2015, 2016-2021 and 2022-2027. However, after two years of delays in the development processes, the Republic of Ireland produced its first RBMP in 2010. The second RBMP cycle was also implemented in 2018 and is expected to run until the end of 2021 to give way to the third RBMP, whose consultation processes have been ongoing since December 2019. This paper contributes to the forthcoming RBMP by assessing stakeholders’ perspectives on the second RBMP through a desk-based review and by conducting interviews with nine institutions (14 interviewees). The qualitatively analysed interviews reveal a broad spectrum of actors associated with water management and governance in the Republic of Ireland through a three-tier governance structure that has been delivered (with amendment) through the first two RBMPs. Organisations such as the An Fóram Uisce|The Water Forum, the Environmental Protection Agency, the Local Authority Waters, and the Agricultural Sustainability Support and Advisory Programme have responsibilities designated in the RBMPs to deliver improved water quality, integrated catchment management, community engagement and awareness-raising. Trust has also been building up among these organisations and other agencies in the water sector. Despite these responsibilities and progress, the interviews identified communication lapses, ineffective collaboration and coordination among stakeholders and late implementation to be hampering the successful delivery of the second RBMP, in addition to significant pressures acting on water bodies from agricultural activities and urban wastewater treatment. Towards the third RBMP, the paper concludes that optimised water sector finance, enhanced and well-resourced communications, and improved stakeholder collaboration are needed to foster effective and efficient water services delivery and quality. More so, given the cross-cutting impact of the Sustainable Development Goals on water resources and the interconnected relations among the goals, the paper further recommends the integration of the SDGs in the various plans of actions and a co-benefits approach to derive the triple benefits from biodiversity, climate change initiatives and water quality measures.

Building Country Resilience is a long-term process particularly in the hyper connected world we are living today; and depends on good governance and appropriate equilibrium of respect for people, planet and profits as well as avoiding depleting natural resources that end up affecting the biosphere. Hence represent a most needed Learning ability that may be seeing to be related to the process of Sustainable Development. So, this paper seeks to find best practices and a Ranking of Countries that may help as guides to foster Country Resilience. For this purpose, it was developed a World Resilience Index - WRI based on a Statistical Analysis with updated data from 108 Countries divided into 3 Groups: American Countries – AMER (20 Countries), Advanced Economies - AVECO (22 Countries) mostly from Europe and OTHER (66 Countries); and using a set of Synthetic Variables like the Social Progress Index – SPI, the Environmental Performance Index – EPI, and the Sustainable Development Goals Index – SDGI, besides some related to Governance and the World Risk Index – WRI.

Information and communication technologies play an increasingly important role in the process of acquiring knowledge from a territory and managing it at different scales. ICTs allow a rapid diffusion of data not only through institutional channels but also through social networks where the smart community share experiences and perceptions. In this sense, ICTs become strategic to support the promotion of sustainable tourism development of territories. An important tool to implement it, can be a circular smart dashboard, a decision support system in which the digital data are organized and processed to produce an information output, to be used, after the evaluation by the decision makers, as a new input for the system. The present paper deals with a wider research the authors are involved in, related to the reconversion and valorization of a former mining area towards slow tourism, as the Santa Barbara Walk (SBW), an ancient mining route in the Sulcis Iglesiente area (Sardinia, Italy) . In particular, we here focus on the design proposal of a dashboard, capable of organizing information concerning the main features of the walk, in order to facilitate a shared governance for an effective tourism promotion. The paper is based on a thorough recognition of the main characteristics of the Walk, both the material ones and the digital, immaterial ones. The SBW represents in fact a network connecting the main points of interest along the Walk. On the contrary, its digital network – consisting of intangible infrastructure and flows - is however fragmented in terms of policies and contents Also a state of disorganization in slow tourism promotion activities can be observed. The goal of this paper is to present and analysis of the area, and to propose an evaluation and planning tool as the design of a circular dashboard of the SBW.

Abstract: Purpose – In this article we lay out the change management practices adopted by financial firms in small states within the Eurozone. We determine whether these organisations have the ability to identify triggers for change (Red Flags) and subject them to eight thematic elements to understand whether management practices can continue to exist and support operational environments, even when unexpected circumstances affect their day to day operations and processes. In doing this we examine the extent to which the eight thematic elements from the model designed by Dalli Gonzi, (2019) (The Dali Model) can assist organisations in risk identification and business continuity planning. Design/methodology/approach – A self-administered questionnaire purposely designed for this study was administered to personnel working in internal controls within financial institutions of small Eurozone states. The participants were asked to grade statements using a 5-point Likert scale, ‘1’ being ‘totally disagree’ and ‘5’ being totally agree’ to the statement posed under the thematic elements forming the basis of the Dali Model. Findings – Factor analysis provided support for the eight hypothesised dimensions of the decision-making model: connection, capacity, governance, network, policy, training, process improvement, standards. Originality/value – The study provides a better understanding and support of “best practice” in change management through an understanding and assessment of the eight factors that are the basis of this model. It addresses practical recommendations to ensure application to a wider frame of use.

This paper presents the results of a recent study that was conducted with a number of German municipalities/cities. Based on the obtained and briefly presented recommendations emerging from the study, the authors propose the concept of an Urban Data Space (UDS), which facilitates an eco-system for data exchange and added value creation thereby utilizing the various types of data within a smart city/municipality. Looking at an Urban Data Space from within a German context and considering the current situation and developments in German municipalities, this paper proposes a reasonable classification of urban data that allows to relate the various data types to legal aspects and to conduct solid considerations regarding technical implementation designs and decisions. Furthermore, the Urban Data Space is described/analyzed in detail, and relevant stakeholders are identified, as well as corresponding technical artifacts are introduced. The authors propose to setup Urban Data Spaces based on emerging standards from the area of ICT reference architectures for Smart Cities, such as DIN SPEC 91357 “Open Urban Platform” and EIP SCC. Thereby, the paper walks the reader through the construction of an UDS based on the above mentioned architectures and outlines all the goals, recommendations and potentials, which an Urban Data Space can reveal to a municipality/city.

Contemporary literature dealing with the governance and exploitation of common-pool natural resources was initiated by Elinor Ostrom in 1990, and has been growing fast ever since. On the contrary, within the same research stream, the study of the presence and economic role of common resources in entrepreneurial organizations is, to date, under-researched. This work endeavors to fill some gaps in this research perspective by: (i) spelling out a new-institutionalist framework for the analysis of the accumulation and governance of common capital resources within organizational boundaries; (ii) considering co-operative enterprises as the organizational form that, on the basis of historical record, and of behavioral and institutional characteristics, demonstrated to be most compatible with a substantial role for common and non-divided asset-ownership and with its governance thereof; (iii) evidencing and explaining the strong connection between cooperative longevity and the presence of non-divided asset ownership. The economic forces influencing the optimal level of self-financed common capital resources in co-operatives are enquired. Conclusions to the paper evidence the main reasons why the new approach can better explain than preceding ones the economic sustainability and longevity of cooperative enterprises.

The rapid evolution of technology has reshaped the global economy, intensifying competition and prompting industry players to embrace innovation for sustained competitiveness. In Indonesia, Business Incubators, overseen by Universities and Provincial/City Governments, are pivotal. However, understanding the determinants of Business Incubator Performance remains limited. This study investigates 24 statement items aiming to uncover the factors influencing Technology Business Incubators in Indonesia, with a focus on knowledge management as a mediating variable derived from a knowledge-based perspective. Employing a quantitative approach, Structural Equation Modeling (SEM) is utilized to scrutinize these factors' impact on Business Incubator Performance. The findings reveal that knowledge management fully and partially mediates between funding support, government assistance, incubator governance, and Business Incubator Technology Performance. This research offers valuable insights for entrepreneurs and stakeholders, emphasizing the significance of funding, governmental backing, incubator governance, and knowledge management in enhancing Incubator Business Technology Performance in Indonesia.

The present study investigates the decision-making process of investors on the Pakistan Stock Exchange with regard to portfolio construction, explicitly focusing on the incorporation of ESG concerns. The present study employed SmartPLS and structural equation modeling (SEM) to quantitatively assess data received from a sample of 393 out of 400 respondents. Based on the available data, investors participating in the Pakistan Stock Exchange are notably impacted by ESG aspects. The findings of this study hold significance for emerging economy firms, regulators, and investors, both in terms of theoretical and practical ramifications. The study's findings demonstrate a clear indication of investors' significant emphasis on ESG matters. Furthermore, it provides valuable insights for stakeholders who are involved in the ever-evolving realm of sustainable finance within developing countries

Indonesia's government anticipates waste problems by managing them through a large number of waste reduction programs. From a governance perspective in Indonesia, it is known that actors from diverse governmental levels and across sectors are involved in waste management, and their involvement largely depends on their institutional goals and problems. Hence, they are expected to coherently collaborate together by developing and implementing sustainable instruments and resources for improving waste management problems. However, it is necessary to understand how supportive and restrictive the governance of waste reduction programs is to encourage successful trash reduction. This study is designed to evaluate and examine the application of Community-Based Solid Waste Management (CBSWM) in Makassar. In this research, The Governance Assessment Tool (GAT) was applied to analyze the governance context of the waste reduction programs in Makassar qualitatively. From the assessment, contexts can be described as either supportive or restrictive of the processes of implementing public policies on waste management. As a result of such an assessment, this study shed light on some opportunities to improve the governance of waste management implementation's impact on reducing waste in Makassar, South Sulawesi, Indonesia. The conclusion of this study depicts that the most important actors are affiliated with the local government and the community. Moreover, this study shows that the assessment of contextual governance is predominantly restrictive.

Village has a vital role in the national development efforts. The concept of development considered village as an object instead of a subject of development. This study focused on determining the important points in enabling a village to be independent by shifting the paradigm of “building the village” into “the building village”. This study was an exploratory research of public policies with qualitative legal studies. This study was conducted in 3 villages in Bandung regency with different characteristics, namely Neglawangi with urban characteristics, Cibiru Wetan with sub-urban characteristics, and Rancamanyar with plural characteristics. The results of this study showed that the wise step in building an independent village is through “the building village” road maps. First, encourage the inception of critical and care community and community organizations who dynamically interact in the policy making processes of village development. Second, implement a participative, accountable, and transparent planning and budgeting system within the limits of their authorities. Third, empower inclusive village economic institutions. The three road maps can succeed if they are supported by good implementation of participative, systematic, effective and efficient planning and budgeting system, as well as good monitoring.

Public participation is crucial in the process of urban governance in smart-city initiatives to enable urban planners and policy makers to take account of the real public needs. Our study aims to develop an analytical framework using citizen-centred qualitative data to analyse urban problems and identify the areas most needed for urban governance. Taking a Chinese megacity as the study area, we first utilise a web-crawling tool to retrieve public comments from an online comment board and employ the Baidu Application Programming Interfaces and a qualitative content analysis for data reclassification. We then analyse the urban problems reflected by negative comments in terms of their statistical and spatial distribution, and the associative factors to explain their formation. Our findings show that urban problems are dominantly related to construction and housing, and most frequently appear in industry-oriented areas and newly-developed economic development zones on the urban fringe, where the reconciling of government-centered governance and private governance by real estate developers and property management companies are most needed. Areas with higher land price and a higher proportion of aged population tend to have less urban problems, while various types of civil facilities affect the prevalence of urban problems differently.

The demand for information technology expertise has grown rapidly in the last few decades, signaling a firm’s commitment to integrating IT into its core business strategy. Understanding the conditions under which firms appoint a chief information officer (CIO) can provide valuable insights into the evolving role of IT in corporate governance. This study addresses a crucial gap in the literature by exploring the determinants of a firm's decision to hire a CIO at the top management level. The study identifies several factors that influence a firm’s decision to appoint a CIO, including the firm's size, its level of innovation, and its prior performance. The study examines these assertions by comparing the characteristics of firms that appoint a CIO at the top management level with those of similar firms in their industries that do not have a CIO position prior to the appointment. A logistic regression model that considers CIO firms and their matched firms indicates that firms are more likely to hire a new CIO after they experience loss, have larger capital expenditures and higher market value. Our study provides empirical evidence on why certain firms prioritize IT leadership at the executive level.

Sri Lanka's vulnerability to climate change-induced natural disasters, particularly floods, under-scores the urgent need for an integrated approach to disaster risk management (DRM) that ad-dresses the interconnected challenges within the water-food-land-energy nexus. The Deduru Oya basin, located in the north-western region, exemplifies this vulnerability, with its predominantly intermediate climatic zone susceptible to flooding. While the focus has traditionally been on flood risk reduction, it is imperative to recognize the broader implications of floods on water, food, land, and energy systems. This study aims to strengthen data acquisition and management efforts to better understand rainfall trends and their impact on the water-food-land-energy nexus in the Deduru Oya basin. By compiling 60 years of rainfall data and conducting time series analysis, we observed a decreasing trend in monthly rainfall, particularly during the South-West Monsoon, Second Inter Monsoon, and North-East Monsoon seasons. These findings have significant implica-tions for water availability, agricultural productivity, land use patterns, and energy generation in the basin. Moreover, the malfunction of stakeholders' responsibilities for local-level flood risk management exacerbates the challenges faced by communities living in flood-prone areas. By in-tegrating insights from this study into flood risk management strategies, stakeholders can develop holistic approaches that not only mitigate flood risk but also enhance resilience across the water-food-land-energy nexus. This interdisciplinary approach will inform policymakers, flood manag-ers, practitioners, and the community in formulating effective strategies to address the multifacet-ed challenges posed by floods in the Deduru Oya basin and beyond.

The purpose of this paper is to examine the role and impact of public governance on European supranational public policies that seek to foster scientific and economic growth within innovation ecosystems (IEs) through the PITCCH initiative. The PITCCH is a European innovation development initiative funded by Horizon 2020 under the 'Innovation in SMEs' measure.The research methodology for this study is based on a 10-month real-time ethnographic field study of the PITCCH project, which allowed for the observation of the project governance and the capture of the perspectives of innovation-driven small and medium enterprises (i-SMEs) in their engagement with IE stakeholders.The findings of this research demonstrate the role of public governance in providing result-oriented practical support to the IE through the lens of i-SMEs, and they contribute to the existing literature on regional economic growth supported by supranational public policies. These findings have both academic and practical applications. They enrich the current literature on this topic and provide insights for policymakers and governing representatives seeking to implement effective public policies.

The number of disputes related to water that reach courts in Chile has increased in the last decades, the topics of these disputes have become more complex, and the current conflict resolution system has not been able to adjust to this situation. This study analyses colonial texts from water-related conflicts that were addressed at the Royal Hearings in Santiago (1691-1800) and from the Cabildo gatherings (1541-1802), using an adaptation of the Institutional Analysis and Development framework. The research shows a strong institutional system surrounding conflict resolution during colonial times, with nested schemes and empowered figures appointed in leading roles. However, a lack of equity and inclusion of all actors is also visible, reducing its legitimacy. At present, the increasing value of water and a sense of distrust in the institutional system have led to longer and more complex conflict resolution processes. Here, learning from past times about the empowerment of the institutional system for solving water disputes could be useful. An increased support towards initial conflict resolution mechanisms, giving space for local knowledge and generating stronger participation in these initial steps, could also be a lesson for the future.

Forest education is pivotal for achieving the Sustainable Development Goals and promoting sustainable forest management in the face of global challenges. However, existing programs struggle to keep up with rapidly changing crises and uncertainties that contribute to deforestation and forest degradation. To address these challenges, integrating innovative approaches into forest education is crucial. This paper demonstrates the transformative use of a role-playing game as an innovative teaching method for integrated forest management. The game provides students with practical experience and a comprehensive understanding of landscape approaches, using the Congo Basin as a case study. Our research focuses on sustainable forest governance, stakeholder roles, and valuing natural assets and ecosystem services, supporting the transformation of economic, political, and social/cultural relationships at various scales. We highlight the potential of innovative forest education to foster sustainability, trigger critical thinking, resolve conflicts, and prevent costly forest losses.

In this age of global warming, academics and policymakers are increasingly concerned about firm environmental sustainability success. Therefore, this study aims to investigate whether Environmental, Social and Governance (ESG) performance impacts sustainability performance through the mediating effect of firm innovation. To this end, Structural Equation Modeling (SEM) was deployed to analyze data collected from the employees of manufacturing industries in an emerging economy like Bangladesh. The results revealed that ESG performance significantly enhances the innovation and sustainability performance of manufacturing industries, indicating that the higher the ESG performance of a firm, the greater its innovation and sustainability performance. Furthermore, the results confirmed that firm innovation performance fully mediates the relationship between ESG initiatives and sustainability performance. The findings of this study provide policymakers and industry authorities with valuable insight into the role of ESG and innovation performance in improving sustainability performance. Specifically, the study sheds knowledge on how firm ESG initiatives and innovation performance impact sustainability performance in the manufacturing sector of an emerging economy like Bangladesh.

This article is an effort to scrutinize the role of Information Technology development in the chronological transformation of Urban Planning domain using the exploratory research approach. In this research, it is argued that the theoretical and practical understanding of Urban Planning should absorb and integrate the bright outcome of the rise of Information and Technology to foster congruent future urban development. The article addresses the trends of transformation in the urban planning domain through the myopic lens of the expansion of information and communications technology era followed by investigating the key drivers shaping the interaction between modern-day urban planning and information technology considering both the dark and bright sides into account.

Despite the rising interest in smart city initiatives worldwide, governmental theories along with the managerial perspectives of city planning are a great lack in the literature. It is definitely understandable that the adoption of configurational pathways towards the ‘smart’ ‘governance’ models is required as key factor and smartness’ facilitator in modern cities. In this manuscript, we display an exhaustive analysis on the importance of the n-Helix models along with a benchmarking critical approach through selected European case-studies. The study, through the literature review, revealed the lack of exhaustive analyses for the methodological investigation, identification and adoption of the most appropriate governance model and collaborative approaches per project and collaborative approaches and create modular frameworks to address efficiently the continuous urban challenges, such as the rapid urbanization or the climate change.

Current acceleration in digital innovations, the unexpected challenges in our social interactions, open access to virtualization, huge limitation in our physical spaces, and unpredictable changes in our old lifestyles - as originated from the COVID-19 global pandemic in 2020 - continue to provide us with a framework, rapidly updating under our eyes, of the modifications our world is undergoing by pursuing into the “new digital age”. Or, as many scholars say nowadays, into the new normal! These are shared and deep changes that, regardless of their permanence or temporariness in the time, concretely stress, ever more greatly, their “own” effects on how ideally a city should function. Forcing us to reflect on the real ability to achieve choices and visions for the future by taking vantage from the new digital platforms. In the pages of this article authors, through different eyes but sharing an early response to the matter of new Governance, explore the theme of a radical change of those already consolidated paradigms and, therefore, of the innovations that are transforming the way we understand our society and its technologic advancements, economics, and culture, as defined through dimensions of time and space. This article identifies a methodologic vision for acquiring a more democratic and participatory (inclusive) dimension in the newest configuration of contemporary cities, the new smart city, and in the possible innovations in reading the common sentiments and wishes through the new digitalized world. The analysis investigates how ICT is altering the meanings/ideas of “urban planning”, driving us toward a more effective “governance” through a citizen-centred digital approach. Indeed, city governance's success must be measured based on the “listening capacity” of the inhabitants and the facilities that we are capable to provide to citizens. “Sentiment Analysis” tool is tested as a useful tool to achieve these aims.

A framework for the review of existing water management systems and their transformation into robust water sharing systems is offered. The framework focuses on the need to develop efficient and equitable ways to manage water scarcity and plan to deal with the tensions scarcity imposes on any community. The framework identifies a way to bring together traditional community-managed systems with those typically used to allocate water to large water users and more commonly found in developed countries. So that use can be kept within sustainable limits while optimizing use, the framework includes mechanisms that enable the reallocation of water as demand and supply conditions change. Non-consumptive uses are recognized and environmental objectives can be delivered efficiently. Compliance with well-established accounting and hydro-logical concepts. Ways to increase the value of existing entitlements, encourage innovation and protect investments are included as options. It is recognized that the governance and legal arrangements necessary to underpin successful implantation are context specific.

Forest community connections are crucial to ensure forest stewardship and sustainability. We explored the potential of mushrooming to enable such connections in contexts where these connections have been historically broken, alienating local people from forests. Taking the case of the recent devolution of a community forest (baldios) in central Portugal to the local population, we present a five-year pilot project to rework mycology from a mushroom-centered approach to a mushroom-in-baldios approach. Mushrooms were used as an entry-point to connect the forest ecology with the challenges of governance and community building. The devised activities provided an opportunity for people inside and outside the local community to adventure into the woods and find out more about their socio-ecological history, develop communal and convivial relationships and engage in the responsible gathering of wild mushrooms. However, the hosting of mushroomers to know, value and engage with the community forest recovery has constantly working against the enclosure of mushrooms to provide marketable forms of leisure. The outcome of these activities depends on the relationships established between mushrooms, mycologists, local administrators, commoners and poachers, all operating within a framework that favors the eradication of resources instead of long-term relationships that sustain places.

Work disparities experienced by nurses in long-term care (LTC) can impact the retention, well-being, and health of this workforce. Despite the significant impact disparities experienced by nurses have on the workforce and LTC sector, a review of the available literature on work disparities has not been conducted on work disparities experienced by nurses in LTC. Consequently, this scoping review aimed to explore the nature and extent of research on meso-level work disparities experienced by nurses in LTC and how such disparities are linked with nurse health and well-being. Five databases were searched: MEDLINE (Ovid), EMBASE (Ovid), PsycINFO (Ovid), and CINAHL (EBSCO host). Of the 5,652 articles retrieved, 16 studies published between 1997 and 2024 met the inclusion criteria. The average number of work disparities within each study was 3.06 (minimum = 1, maximum = 6, SD = 1.62). Types of work disparities across the 16 studies were work opportunities (n = 19), work treatment (n = 18), job security (n = 8), and work compensation (n = 8). Only four articles investigated the association of a work disparity with a variable of health and well-being. Future research on how macro-level disparities intersect with meso-level work disparities may inform a contextual understanding of how disparities transpire in the work of nurses in LTC. Studies are required to address the gaps in knowledge regarding how work disparities negatively influence the health of nurses to inform better retention, well-being, and health of nurses in LTC.

An existing simplified simulation model of global climate, population, economy, and governance is extended, through statistical and other data analysis, to include several measures of human well-being and population displacement. The revised model is used to explore (in testing to the year 2060) vicious cycles and causal cascades that, some have warned, could lead to acceleration of climate change in the coming decades. Model scenario testing addresses two uncertainties, namely the strength of the effect of climate change on governance erosion, and the strength of the “heat trap” effect from physical tipping points such as ice loss and permafrost thaw. This testing indicates that a strong heat trap effect could very well accelerate climate change, but that even a strong governance erosion effect is unlikely to do so. Governance erosion would hurt human well-being but is probably not much of a climate threat per se. These results are tentative but point to the possibility of formally modeling causal cascades beyond what the larger climate models have done to date.

In the sustainable economy, consumer preferences are gradually coming to prioritise environmentally friendly products and services. A sustainable economy is directly linked to the growth of consumer welfare and environmental culture. The success of environmental projects is largely determined by approaches to the management of complex interconnected objects. Technological integration and the value chain from raw material extraction to the marketing of environmentally friendly products add to the growth factors. In this regard, we formulate the purpose of this study: to generalise the approaches and improve the mechanism of the ecological branding of the industrial complex of a region through conscious ESG transformation. For this purpose, we studied statistics and principles of management systems of Kazakh companies and their stakeholders. We analysed the situation of industrial complexes and their partners in the external environment to identify barriers to the development and implementation of eco-branding tools. The theoretical significance of the study helps to reveal the influence of ecological principles of modern production organisation on the speed of transition to green technologies. Its practical significance is seen in the formation of a system for measuring the level of readiness of companies to promote the ecological branding of a region’s industry outside its country.

The number of Internet of Things (IoT) applications is increasing at a fast-paced and so is the interest in blockchain-enabled IoT ecosystem. IoT applications make our day-to-day life more efficient, while integrating blockchain into the IoT ecosystem (blockchain-IoT) brings security, transparency, trust, and privacy to IoT applications. Perhaps, smart logistics, smart health, and smart city are some of the potential blockchain-enabled IoT application domains. One of the reasons that is hindering the mass adoption of blockchain-IoT into mainstream applications is the lack of a dedicated governance. Without proper governance and regulations, and because of the obfuscated and concealed cryptographic nature of blockchain, blockchain can be used for various illicit activities such as ransomware, money laundering, fraud and so on. Furthermore, blockchain and IoT are relatively contemporary technologies and paucity of exclusive governance can ultimately lead to lack of confidence in these technologies. Therefore, in order to fully avail from blockchain and IoT integration (blockchain-IoT) and as well as further prevail this integration, governance can play an important role. Proper regulations and standarization are required to benefit from the novel characteristics of blockchain-IoT and avoid blockchain being used for malicious purposes. In this research, we address the role of blockchain in governance mechanisms, governance for blockchain, and finally proposed a vigorous governance framework for blockchain-enabled IoT ecosystem. We also demonstrate the applications of our proposed governance framework through a smart logistics case study. We anticipate that our proposed governance framework can facilitate and encourage blockchain and IoT integration in various application domains.

Abstract: Urban population growth and the expansion of the built environment, pollution, overexploitation of water, inequality in water distribution, and the impacts of climate change in future availability of water, are all elements that jeopardize urban water security. Due to the complexity of urban water systems and their relevance for urban life, a holistic and integrative perspective is therefore needed to address such challenges. In this paper, Urban Water Metabolism (UWM) has been used for comprehensively understanding water (in)security in the City of Puebla (Mexico) and its metropolitan area. Water inflows and outflows have been estimated using a Material Flow Analysis (MFA) method with data either obtained from official sources or simulated with the Monte Carlo method. Our findings show that the UWM configuration in the City of Puebla and its metropolitan area is effective for generating profits to service providers and water related business, yet ineffective to guarantee citizens’ Human Right to Water and Sanitation (HRWS), a right recognized in the Constitution of Mexico. We conclude that to advance towards an inclusive and sustainable provision of water, economic interests must be reconsidered and therefore adjusted so they can be in line with such aspirational socioecological goals. UWM accounting can therefore inform new water governance arrangements, those based on both the best available knowledge and a vibrant participation of all relevant stakeholders.

Network effects, economies of scale, and lock-in-effects increasingly lead to a concentration of digital resources and capabilities, hindering the free and equitable development of digital entrepreneurship (SDG9), new skills, and jobs (SDG8), especially in small communities (SDG11) and their small and medium-sized enterprises (“SMEs”). To ensure the affordability and accessibility of technologies, promote digital entrepreneurship and community well-being (SDG3), and protect digital rights, we propose data cooperatives [1,2] as a vehicle for secure, trusted, and sovereign data exchange [3,4]. In post-pandemic times, community/SME-led cooperatives can play a vital role by ensuring that supply chains to support digital commons are uninterrupted, resilient, and decentralized [5]. Digital commons and data sovereignty provide communities with affordable and easy access to information and the ability to collectively negotiate data-related decisions. Moreover, cooperative commons (a) provide access to the infrastructure that underpins the modern economy, (b) preserve property rights, and (c) ensure that privatization and monopolization do not further erode self-determination, especially in a world increasingly mediated by AI. Thus, governance plays a significant role in accelerating communities’/SMEs’ digital transformation and addressing their challenges. Cooperatives thrive on digital governance and standards such as open trusted Application Programming Interfaces (APIs) that increase the efficiency, technological capabilities, and capacities of participants and, most importantly, integrate, enable, and accelerate the digital transformation of SMEs in the overall process. This policy paper presents and discusses several transformative use cases for cooperative data governance. The use cases demonstrate how platform/data-cooperatives, and their novel value creation can be leveraged to take digital commons and value chains to a new level of collaboration while addressing the most pressing community issues. The proposed framework for a digital federated and sovereign reference architecture will create a blueprint for sustainable development both in the Global South and North.

We introduce the Transformation Flower Approach (TFA), a Theory of Change that attends to multiple value creation and institutional change as a dual design challenge. We highlight how the TFA integrates social scientific theories and models relevant for transformative change (in particular focusing on pathways, leverage points, governance, power, and values) and demonstrate its practical value by an application to the ongoing transformation of the Dutch food system. By providing a holistic, transdisciplinary and practically relevant approach that aims to support new social contract formation, the TFA goes beyond other transformative change approaches. Based on the notion of pathways, it offers a toolbox that aids in working towards desired futures, involving both incumbents and challengers in an effort to harness untapped yet proximal potentials in a forward-looking way. By embracing an innovation approach, it not only promises to circumvent resistance to change, but also serves as a step-by-step approach to identify options for multiple value creation and effective cooperation. We demonstrate the analytical and practical value of the TFA by discussing action perspectives at various levels and scales in the context of the Dutch food system transition, including (1) area-oriented approaches, (2) acceleration agendas for specific transformation pathways, and (3) actor-specific transformation flowers. In developing these, we emphasize the importance of interdependencies between leverage points. Our approach helps to identify opportunities to link transformative options (the what), actors (the who) and levers (the how) in dynamic interaction to embark on transformative pathways.

Data governance has emerged as a critical factor in determining the effectiveness and long-term stability of IT systems in today’s data-driven environment. It encompasses frameworks that guide organizations in managing data collection, storage, processing, usage, and sharing, while ensuring alignment with business objectives, compliance with regulations, and adherence to ethical standards. However, the complexities associated with data governance, particularly in the context of new technological models, pose significant challenges. This systematic review aims to explore the role of data governance in enhancing data quality, system stability, and regulatory compliance. It seeks to identify common issues, effective practices, and strategic implications for implementing data governance frameworks across diverse industries, focusing particularly on small and medium enterprises (SMEs). We conducted a systematic review of 68 eligible studies published between 2014 and 2024, using the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) framework. The included studies were assessed for risk of bias using the Cochrane Risk of Bias Assessment Tool. The review covered a range of study types, including qualitative (60%), quantitative (19%), and mixed-methods (21%) research, to provide a comprehensive understanding of data governance's impact on IT performance. The findings highlight that data governance significantly influences system success by improving data quality, operational efficiency, and regulatory compliance. Although qualitative studies predominantly emphasized in-depth analysis, a moderate representation of empirical validation through quantitative studies was observed. Common challenges identified include data migration issues, resistance to change, and budget constraints, particularly during system upgrades. Effective practices involve aligning data governance with business strategies, employing hybrid models, and regularly updating governance policies to adapt to technological advancements such as AI and big data. This review provides practical recommendations for IT managers and policymakers to enhance data governance frameworks. These include phased implementation approaches, the establishment of data governance committees, and the use of performance metrics to monitor data quality and system resilience. While significant progress has been made, further research is needed to address gaps related to emerging technologies and the unique challenges faced by SMEs in developing regions.

This study investigates the moderating effect of corporate governance on the associations of internal audit and quality of internal audit with quality of financial reporting among commercial banks in the Republic of Yemen. The final sample includes 210 internal auditors, heads of internal auditors, chairpersons, and members of audit committees. Using a survey-based methodology, the results of the Smart-PL4 analysis showed a positive association between internal audit and quality of internal audit and quality of financial reporting. Interestingly, the results showed an insignificant association between internal audit, quality of internal audit, and quality of financial reporting when considering the moderating effect of corporate governance. The findings of this study contributes valuable insights to the existing literature on the influence of internal audit, quality of internal audit, and corporate governance on quality of financial reporting in developing countries, specifically in Yemen.

The objective of this research is to analyze the effect of determinants of Business ethics (HR management ethics, ethics in corporate governance, and ethics in sales & marketing) on the organizational performance of the high-tech industry. The study further examines the influence of multiple serial mediations of human, structural, structural, and relational capital on the connection between Business ethics and organizational performance. Additionally, this research examines how technological change moderates the relationship between Business ethics and organizational performance. Data was collected from the information technology sector in various cities of South Asian countries through structured questionnaires. PLS-SEM modeling was used via Smart-PLS 4.0 software for analysis. The hypothesized & modified measurement and structural model were validated using the HTMT matrix, Fornell-Larcker criterion, R-square values, f-square values, outer loading, construct reliability and validity, path coefficient analysis, Blindfolding, and predictive relevance. The research results suggest that ethics in corporate governance, HR management ethics, and ethics in sales & marketing have a notable positive effect on business ethics, leading to a substantial and affirmative impact on the organizational performance of the high-tech industry. The findings further suggested that dimensions of intellectual capital (human capital, structural capital & relational capital) significantly moderate between exogenous and endogenous constructs. Moreover, technological change significantly & positively moderates the relationship between Business ethics and organizational performance of the high-tech industry. In conclusion, this research provides insights into how these variables interact and what potential mechanisms act upon them. Organizations can make informed decisions about improving their performance and ethical standards by understanding these relationships. This research offers substantial theoretical and managerial implications to research scholars and industry practitioners.

There is much discussion regarding the Sustainable Development Goals’ (SDGs) capacity to promote inclusive development. While some argue that they represent an opportunity for goal-led alignment of stakeholders and evidence-based decision-making, other voices express concerns as they perceive them as a techno-managerial framework that measures development according to quantitatively defined parameters and does not allow for local variation. We argue that the extent to which the positive or negative aspects of the SDGs prevail depends on the monitoring system’s ability to account for multiple and intersecting inequalities. The need for sub-nationally (urban) representative indicators poses an additional methodological challenge – especially in cities with intra-urban inequalities related to socio-spatial variations across neighbourhoods. This paper investigates the extent to which the SDG indicators’ representativeness could be affected by inequalities. It does so by proposing a conceptual framing for understanding the relation between inequalities and SDG monitoring, which is then applied to analyse the current methodological proposals for the indicator framework of the “urban SDG”, Goal 11. The outcome is a call for 1) a more explicit attention to intra-urban inequalities, 2) the development of a methodological approach to “recalibrate” the city-level indicators to account for the degree of intra-urban inequalities, and 3) an alignment between methodologies and data practices applied for monitoring SDG 11 and the extent of the underlying inequalities within the city. This would enable an informed decision regarding the trade-off in indicator representativeness between conventional data sources, such as censuses and household surveys, and emerging methods, such as participatory geospatial methods and citizen-generated data practices.

Integrated landscape approaches (ILA) aim to reconcile multiple, often competing, interests across agriculture, nature conservation, and other land uses. Recognized ILA design principles provide guidance for their implementation, yet application remains challenging, and a strong performance evidence-base is yet to be formed. A comprehensive literature review and focus group discussions with practitioners identified considerable diversity of ILA in actors, temporal, and spatial scales, inter alia. This diversity hampers learning from and steering these integrated planning approaches because of its intractable nature. Therefore, we developed a tool—an ‘ILA mixing board’—to structure the complexity of ILA into selectable and scalable attributes in a replicable way to allow planning, diagnostics, and comparative assessment of ILA. The ILA mixing board tool presents seven qualifiers, each representing a key attribute of ILA design and performance such as project flexibility, inclusiveness of the dialogue, and the centrality of the power distribution. Each qualifier has five (non-normative) outcome indicators that can be registered as present or absent. This process in turn guides planners, evaluators and other participating stakeholders involved in landscape management to diagnose the ILA type, and or its performance. We apply the ILA mixing board as a diagnostic tool to three ILA cases in Nicaragua, Madagascar, and the Congo Basin to show some of the many possible configurations of qualifiers on the mixing board. Overall, the tool allows comparative analyses of the complexity of ILA in a structured and manageable way.

In developing nations, such as Ekiti State, Nigeria, the use of remote sensing data, especially satellite and UAV imagery, remains significantly underutilized in land administration. This limits the potential of multi-resolution imagery in land governance and socio-economic development. This study examines factors influencing UAV adoption for land administration in Nigeria, mapping six distinct rural, peri-urban, and urban sites, and creating orthomosaics with resolutions ranging from 2.2cm to 3.39cm. Boundaries were manually delineated from multi-resolution orthomosaics to acquire coordinates, and parcel areas were calculated. Using 0.05m UAV imagery as the reference, the Root Mean Square Error (RMSE) was computed to evaluate 0.1, 0.5, and 1m orthomosaics' accuracy for boundary delineation across the six geographical contexts. The Normalized Parcel Area Error (NPAE) was also calculated to determine how the multi-resolution imageries affected the property areas. Results showed a consistent increase in error with increasing resolution (0.1m to 1m) in formal areas (Igedora, Maryland, Okebola) with physical demarcations, from 0.117m to 1.747m RMSE. In contrast, informal settlements exhibited inconsistent error values, indicating a differing impact of resolution on error between formal and informal areas. The research demonstrates the role of physical demarcations in facilitating cadastral mapping, with formal settlements demonstrating the highest suitability. This study recommends the use of imagery resolution specific to each context, offering guidance for improved land governance. Implications and recommendations include promoting awareness of settlement typologies in aerial imagery use for cadastral mapping, leveraging UAVs for high-resolution aerial imagery, and addressing regulatory challenges to promote UAV adoption. Finally, the RMSE and NPAE values can serve as metrics for assessing different resolution images’ fitness for cadastral mapping.

The purpose of this study is to explore the effect of Environment, Social, and Governance (ESG) scores on Return on Assets (ROA), Risk-Adjusted Return on Capital (RAROC), and Tobin's Q on firm performance. This study used 37 non-financial companies listed on the IDX between 2018 and 2022 in Indonesia companies. Linear and nonlinear panel data regression methods were used on the ESG score and its pillars, resulting in eight different models. The study found a U-shaped impact of ESG scores and social and environmental pillars on ROA. There is a positive linear relationship between ESG scores and the environmental and governance pillars with RAROC, while the social pillar shows an inverted U-shaped effect. However, ESG and its environmental and social pillars have a negative linear relationship with Tobin's Q. The findings suggest the need to manage ESG initiatives strategically, aligning them with financial objectives and awareness of how ESG factors relate to profitability.

Effective and sustainable water resource management requires flexibility and adaptation to local contexts. Our study analyzes how local water self-governing associations have emerged, using an adapted version of the Combined IAD-SES framework, also known as CIS. Through a compara-tive analysis of two distinct Chilean cases, the research highlights the critical role of historical factors alongside institutional support, political landscapes, and financial realities in shaping current water management practices. The findings suggest that when these elements are aligned and supportive of local water users’ associations, positive outcomes emerge, leading to more effi-cient, sustainable, and user-centered water resource management. Furthermore, this study reveals how the experiences and successes of these local user associations have shaped national policies, particularly regarding the development of monitoring mechanisms and the promotion of public-private cooperation in water governance.

This qualitative research explores the influence of Corporate Social Responsibility (CSR) on supply chain sustainability within the renewable energy sector. Through a comprehensive review of existing literature, key themes and patterns are identified, shedding light on the complex dynamics and interrelationships inherent in CSR practices and their impact on supply chain sustainability. The findings highlight the critical role of CSR in driving environmental sustainability, social equity, economic viability, governance mechanisms, and technological innovation across renewable energy supply chains. Environmental sustainability emerges as a priority, with CSR initiatives focusing on reducing carbon emissions, promoting clean energy technologies, and adopting sustainable sourcing strategies. Social equity is emphasized through stakeholder consultation, transparent decision-making, and investments in community development. Economic viability is addressed through considerations of brand reputation, financial performance, and regulatory compliance. Governance mechanisms and regulatory frameworks play a crucial role in shaping CSR practices, with collaborative partnerships and policy advocacy driving industry-wide change. Technological innovation, particularly the integration of blockchain, IoT, and AI, enhances transparency, traceability, and accountability in supply chains. The study concludes by discussing theoretical implications, practical insights, limitations, and avenues for future research, highlighting the importance of CSR in promoting sustainable development in the renewable energy sector.

The aim of this study is to explore the influence of Environmental, Social, and Governance (ESG) factor on business failure in Brazil by employing advanced machine learning techniques. We collected data from 235 companies and conducted Principal Component Analysis (PCA) on 40 variables already used in the bankruptcy failure literature, resulting in the formation of 7 variables that predict business failure. The results indicate that ESG factor significantly predict business failure in Brazil. This study has implications for investors, policymakers, and business leaders, offering a more precise tool for risk assessment and strategic decision-making.

This study examines the rationale and perceptions surrounding AI in military technologies, focusing on its application in autonomous weapons systems (AWS), intelligence, surveillance, and reconnaissance (ISR), and decision-support systems (DSS). AI models, such as unmanned aerial and ground platforms, showed high mission success rates, with 92% mission accomplishment, 95% true positive threat identification, and low false alarms. AI's effectiveness surpassed human operators, particularly in response time and threat detection. A global survey revealed mixed opinions: two-thirds believed AI enhances national security, yet 70% opposed autonomous weapons due to ethical concerns, particularly civilian casualties. The study highlights AI's advantages in improving decision-making speed and accuracy but acknowledges challenges such as ethical considerations and public trust in autonomous systems. Future research should address ethical AI models, international humanitarian law (IHL) standards in military operations, human-AI interaction in hazardous environments, and policies related to military robotics and accountability. Understanding and enhancing public awareness of AI in military contexts is also essential.

This study delves into the essential characteristics of the Metaverse and its impact on the real world. The Metaverse, a parallel universe composed of countless 3D virtual worlds, has become a hot topic in technology. With the development of advanced technologies such as Virtual Reality (VR), Augmented Reality (AR), blockchain, and Artificial Intelligence, the Metaverse is gradually changing people's lifestyles and work methods, expanding the boundaries of the digital economy. This study profoundly investigates the attributes of the Metaverse, such as asset digitization, application scenario-based, scope economy, industry universality, integrated innovation, and the platform ecosystem. Additionally, we propose a theoretical framework to aid in understanding and shaping this emerging field. We conducted a thorough study and analysis of a specific case, explored the key features of the Metaverse, unveiled the profound impact of Metaverse characteristics on social and economic development, and verified our theoretical framework with this case. This research provides new perspectives and methods for academic studies and offers robust support and guidance for practical applications and decision-making.

This article explores the multifaceted argument for Scottish independence, emphasizing Scotland's historical context, cultural identity, and the potential benefits of rejoining the European Union (EU). It begins with a historical overview, tracing Scotland's deep roots in independence and its eventual union with England in 1707, which, despite economic benefits, subordinated Scottish interests to those of England. The article argues that Scotland's distinct identity and ongoing desire for autonomy justify a renewed push for independence. Reuniting with Europe is presented as a key advantage, offering Scotland access to the EU's single market, financial support, and a platform for political influence. Additionally, independence would empower Scotland to harness its renewable energy resources, develop tailored economic policies, and uphold its tradition of social justice. However, the article also acknowledges the unique challenges Scotland faces, particularly in formulating citizenship policies amidst the legacy of English imperialism. Ultimately, the article posits that despite these challenges, independence offers Scotland a path to realizing its full potential as a sovereign nation committed to democracy, equality, and cooperation.

Generative AI has been deployed in virtually all sectors of the knowledge economy, promising to bring massive productivity gains and new wealth creation. Simultaneously, AI developers and nation states are racing to develop super intelligent artificial general intelligence (AGI) to provide unassailable commercial competitive advantage and military dominance during conflicts. AGI’s high returns comes with the high risk of dominating humanity. Current regulatory and firm level governance approaches prioritise minimising risks posed by generative AI whilst ignoring AGI’s existential risk. How can AGI be aligned with universal human values to never threaten humanity? What AGI rights are conducive to collaborative coexistence? How can rule of law democracies race to create safe trustworthy AGI before autocracies? How can the human right to work and think independently be safeguarded? A polycentric governance framework based on Ostrom (2009) and Williamson (2009) human - AGI collaboration with minimal existential risk is proposed.

A modest teaching innovation project has served as a transforming lever, with the private sector joining in, to create a platform that reaches more than 50 000 undergraduate students and teaching staff. The resulting structure, rooted in the University’s strategic plan, has served to channel local and regional initiatives, establish effective partnerships with broad social members, raise awareness and promote actions to advance in the pursuit of Sustainable Development Goals. Chronology, materials and methodology, together with a description of the different courses, programmes and actions are provided. The paper concludes with some recommendations for future research, policy and cooperation among stakeholders. Guiding the visitor to appreciate the sights during an excursion is crucial to building a memorable experience. In the literature, we find many articles exploring the use of sophisticated technologies towards such a goal. The case of tourism proposals for inland areas exhibits a noteworthy aspect, since the presence of human artifacts and the signage may damage the experience, and introduce pollutants as well. This paper analyzes the signage for a natural trail putting into practice a holistic methodology that takes into account all aspects of the problem, starting from the touristic vocation of the area and the social fabric. The analysis indicates slow, community-involved tourism as the preferable target, with extreme requirements of sustainability in the social, economic, and environmental domains for the signage solution. Appropriate governance guidelines are given to implement the proposal. Footprint evaluations address the QR-code technology, which is used to design a real-scale solution finally deployed on the field.

1) Background: Genomic medicine harbors the real potential to improve the health and healthcare jour-ney of patients, care provider experiences, and improve health system efficiency – even reducing health care costs. There is expected to be an exponential growth in medically necessary new genome- based tests and test approaches in coming years. Testing can also create scientific research and commercial opportu-nities beyond healthcare decision-making. The purpose of this research is to generate a better under-standing of Canada’s state of readiness for genomic medicine, and to provide some insights for other healthcare systems; (2) Methods: a mixed-methodsapproach of literature review and key informant in-terviews with a purposive sample of experts was used. Health system readiness was assessed using a pre-viously published set of conditions. (3) Results: Canada has created some of the established conditions but more needs to be done to improve the state of readiness for genome-based medicine. Important gaps are the need for linked information systems and data integration; evaluative processes that are timely, and transparent; navigational tools for care providers; dedicated funding to facilitate rapid onboarding and supports test development and proficiency testing; and broader engagement with a broader set of inno-vation stakeholders. These findings highlight the known role of organizational context, social influence, and other factors that are known to affect the diffusion of innovation within health systems

Africa was the only continent not to achieve the 2015 Millennium Development Goal of 50% poverty reduction. This paper asks whether Africa will fare better in meeting Sustainable Development Goals (SDGs) addressing poverty and hunger by 2030. To answer this question we examine literature, including our field research published over the last thirteen years. We find that ‘sustainable development’ is a failed concept immersed in the contemporary global economic system that favors growth over ecosystem stability and patriarchal systems of governance that undervalue women’s capacity for sustainability in their care-work as food providers. We examine barriers to women’s farming (climate change, gender bias, limited access to land, technology, finance) and provide examples of women’s innovative strategies for overcoming these barriers in their care practices toward family and community well-being and ecosystem health. We conclude that sustainability is only possible through transformation of thinking away from approaches that value profit over people and ecosystems and toward gender-based approaches for achieving the goals laid out in the SDGs through holistic, integrative systems of ecosystem fit.

The complex progression, specialized care, and comorbidities of chronic diseases place a financial and health burden on society. In some instances, the high hospital readmission rate is also a result of chronic diseases. The readmission rates can be decreased if the quality of life for patients is increased and healthcare costs are reduced through effective management and preventive measures. As a result, healthcare professionals, service providers, and policy-makers are looking for innovative approaches to reduce healthcare costs while enhancing the quality of care. There is an emerging trend in deploying technological advancements like artificial intelligence (AI), the Internet of Things (IoT), sensors, wearables, social media, mobile apps, and genomics to decrease hospital readmissions. In some instances, predictive analytics, early warning systems, personal-ized care management, remote monitoring and Telehealth, decision support systems, patient education and engagement, and other areas of artificial intelligence and machine learning have outperformed traditional approaches in lowering hospital readmissions. Although AI effectively reduces readmission, there are potential risks if it is not combined with efficient interventions. Therefore, real-time monitoring and intervention are required for AI systems to increase patient safety and decrease hospital readmissions. To achieve autonomy, prevent harm, achieve fairness, and achieve explicability, the ethical principles relating to AI systems should be taken into ac-count. This study examines the significant impact on health and the economy of hospital read-missions for chronic diseases and the role of AI in reducing readmissions.

There is a lot of pressures from organizations to continually redesign the business processes and the technology infrastructure to support the organization, but to also help organizations manage competing stakeholder needs, changing objectives and behaviour, and so on. A key part of this is making sure that all their activities in the different components of the business are interconnected and that they are moving in the same direction. Enterprise Architecture (EA) is an effective way of dealing with the challenge of designing business activities and supporting IT. This paper will summarize the organization of EA and look more closely at some major components of EA: governance architecture, business architecture, information architecture and technical architecture and consider the overlap and constructive interaction involved. Enterprise Architecture can be best understood through business process redesign. So, it is useful to briefly review the leading frameworks for business process redesign, including COBIT from ISACA, LEAN from the Toyota Group, TOGAF from the Object-Management Group, and the Capgemini Integrated Architecture Framework (IAF). All these frameworks allow us to more successful transformation, to return to the central idea of this paper.

This paper reports aligned activities to promote energy and resource-efficient construction practice in Vietnam. First, the governance framework is introduced, including government decrees and technical standards. Then, a laboratory with building physics measurement technology is designed and partly set up at the local partner Vietnam Institute for Building Materials (VIBM), which can be used to determine the essential characteristic values required for the implementation of energy standards. The basis for the prioritization of the characteristic values are the requirements of the National technical regulation on energy efficient buildings of Vietnam – QCVN09:2017/BXD. Furthermore, basic characteristic values from international standards are described, which can also be used for calculations to optimize the energy consumption of buildings. In order to be able to carry out transient hygrothermal computer simulations, special characteristic values were also included. These are particularly useful for the research and development of new building materials and the evaluation of entire buildings in terms of thermal and moisture protection In order to communicate the material properties to the market and enable informed decision making by the stakeholders, a labeling system has been developed. Thereby, the practical means for implementing governance instruments are provided, and the related technical applications are supported.

Appropriate governance structures are extremely important for the fishery dependent communities to develop integrated territorial development strategies and adaptive capacity to change, including the climate one. This paper assesses to what extent fisheries co-management schemes (e.g Fisheries LAGs, being regional/local governance instruments in fishing communities) are strengthening sustainability. The latter includes improving energy efficiency, promoting renewable energy sources (RES), coping with climate crisis, minimizing environmental impacts, and promoting sustainable blue economy. For detecting policy aspects of aligning climate neutrality and sustainable blue economy, the research lens focuses on the Greek Fisheries Local Action Groups (FLAGs) given that these are mostly located in coastal/marine and insular territories with significant blue growth potential. To map and assess their capacity and efficiency in pursuing Green Deal objectives, a co-development process with FLAG managers was put in place. The results and findings of this process reveal the scarcity of sustainability and blue economy related strategies. Key conclusion is that transition to a post-carbon blue economy on a local level, requires the understanding of the evolutionary dynamics of fisheries co-management schemes. The latter, being multi-sectoral structures, may boost dialogue and cooperation to harmonize local development strategies and EU policies. Maritime Spatial Planning (MSP) as an evolutionary governance process itself, can be a driver for making FLAGs evolve, and strengthen commonization and blue justice and equity for fishers.

Sanitation, water supply and their governance remain major challenges in many Pacific Island Countries. National sustainable development strategies (NSDSs) are promoted throughout the Pacific as overarching improved governance instruments to identify priorities, plan solutions and fulfill commitments to sustainable development. Their relevance to local village-level development priorities is uncertain. The Kingdom of Tonga provides opportunities to compare both. Tonga’s Strategic Development Frameworks (TSDFI 2011-2014 and TSDFII 2015-2025) were developed to focus government and its agencies on national outcomes. From 2007 to 2016, 136 villages throughout Tonga’s five Island Divisions (IDs) formulated Community Development Plans (CDPs) involving separately 80% of women, youth and men in each village. Censuses in 2006 and 2016 show linked improvements in water supply and sanitation systems but reveal IDs with continuing challenges. Sanitation and water are prominent in TSDFI but absent from the current TSDFII. In contrast, CDPs show in one ID, 53% of villages ranked sanitation as a priority with marked differences between IDs and between women, youth and men. CDPs’ sanitation priorities in IDs mostly correspond to sanitation and water metrics in the Censuses, but some reflect impacts of natural disasters. Explanations for differences in sanitation priorities between national and local development plans, as well as suggestions for improving NSDS processes in island countries, are advanced.

Polycentric governance, as conceptualized by the Nobel Laureate Elinor Ostrom, has been widely celebrated as a promising approach to fostering inclusive innovation ecosystems in the Global South. By emphasizing the coordination of multiple decision-making centers and the engagement of diverse stakeholders, polycentric systems are believed to enhance the inclusivity and responsiveness of innovation processes, crucial for addressing societal challenges and promoting equitable development. However, this article argues that the theoretical and practical application of polycentric governance may not adequately address the inherent power structures and complexities within inclusive innovation ecosystems. Drawing on critical analysis, empirical evidence, and complementary theoretical perspectives, this paper interrogates the limitations of polycentric governance and proposes a more nuanced, multidimensional framework for inclusive innovation governance in the context of the Global South.

With the trend of public infrastructure becoming more sustainable, large multi-purpose sports venues (LMPSVs) have become one of the world's most complex architectural projects and one of the landmark buildings of an international city. LMPSVs will lead the world in sustainable design, construction and operational innovations, and play a crucial role in raising awareness of sustainability around the world. System Thinking (ST), System Dynamics (SD) and Sustainable System Development (SSD) theories are three interrelated concepts that together form a methodological framework for solving complex system problems and driving strategies. The purpose of this study is to examine how LMPSVs can implement environmental, social, governance, and innovation (ESGI) enterprise transformation strategy (ETS) based on a sustainable systems development (SSD) framework. In view of the current global environmental challenges and social responsibility requirements, the motivation of this study is to provide an integrated transformation pathway for LMPSVs to achieve the goal of sustainable development and to contribute to the field of related disciplines. The methodology of this research adopts a combination of literature review and case study analysis, and the theoretical basis is mainly drawn from cutting-edge research in the fields of sustainable development, corporate social responsibility (CSR) and environmental management. Then, by analyzing successful transformation cases in China, we extract data and information to explore the application and effectiveness of these strategies in practice. The results of the study show that by implementing ESGI-based transformation strategy, LMPSVs can not only make significant progress in terms of environmental protection, social responsibility, and governance structure, but also drive long-term corporate growth and competitiveness through innovation. Specifically, these results are realized in terms of increased efficiency in energy use, improved waste management, community involvement and increased stakeholder satisfaction. The study concludes by emphasizing that the SSD-based ESGI Transformation Strategic framework provides a sustainable pathway for LMPSVs. In the future, the extension of this transformation strategy will help a wider range of industry sectors to achieve sustainable development goals, and has wide application potential and far-reaching social significance.

Fundamental science and applied research and technology development (RTD) are facing significant challenges that particularly compound to the notorious credibility, reproducibility, funding and sustainability crises. The underlying, serious shortcomings are substantially amplified by a metrics-obsessed publication culture, and a growing cohort of academics fishing for fairly stagnant (public) funding budgets. This work presents, for the first time, a groundbreaking strategy to successfully address these severe issues; the novel strategy proposed here leverages the distributed ledger technology (DLT) “blockchain” to capitalize on cryptoeconomic mechanisms, such as tokenization, consensus, crowdsourcing, smart contracts, reputation systems as well as staking, reward and slashing mechanisms. This powerful toolbox, which is so far widely unfamiliar to traditional scientific and RTD communities (“TradSci”), is synergistically combined with the exponentially growing computing capabilities for virtualizing experiments through digital twin methods in a future scientific “metaverse”. Project contributions, such as hypotheses, methods, experimental data, modelling, simulation, assessment, predictions and directions are crowdsourced using blockchain, and captured by so-called non-fungible tokens (“NFTs”). The so enabled, highly integrative approach, termed decentralized science (“DeSci”), is destined to move research out of its present silos, and to markedly enhance quality, credibility, efficiency, transparency, inclusiveness, sustainability, impact, and sustainability of a wide spectrum of academic and commercial research initiatives.

In an era of rapid technological advancements, complex global challenges, and intense market competition, the ability to generate and scale innovative solutions has become a critical imperative for organizations, policymakers, and societies worldwide. However, the existing academic landscape has lacked a cohesive, multidisciplinary framework for comprehensively understanding the multifaceted nature of innovation. Innovationology, a newly established scientific discipline, aims to address this gap by providing a unifying, transdisciplinary approach to the study and practice of transformative innovation. This comprehensive article introduces Innovationology as a cutting-edge science that integrates insights from diverse fields, including management, psychology, sociology, economics, and technology studies. Innovationology posits that innovation is a multilayered, context-dependent phenomenon, shaped by the intricate interplay of individual, team, organizational, and ecosystem-level factors. By synthesizing the latest theoretical advancements and empirical evidence, this article presents a holistic model of Innovationology that illuminates the key determinants of radical, game-changing innovations capable of disrupting existing industries and creating new market spaces. The article delves deep into the individual cognitive, behavioral, and motivational drivers of innovativeness, the team dynamics and organizational structures that foster collaborative innovation, and the ecosystem-level characteristics that catalyze the emergence and scaling of transformative innovations. Importantly, the article explores the crucial role of contextual factors, such as socio-cultural norms, institutional support, and resource availability, in shaping innovation outcomes. This article also establishes the epistemological foundations of Innovationology, grounding it in a transdisciplinary, holistic, and pragmatic approach to knowledge generation. Innovationology embraces a pluralistic epistemology that acknowledges the complexity and context-dependence of innovation, drawing on diverse methodological approaches to capture the multifaceted nature of this phenomenon. Furthermore, the article outlines the object of Innovationology, which is to provide a comprehensive, evidence-based understanding of the drivers, processes, and outcomes of transformative innovation. Innovationology seeks to elucidate the multilevel determinants of innovation, the dynamic interplay between various factors, and the contextual influences that shape innovation trajectories. By establishing a unifying, transdisciplinary framework, Innovationology aims to bridge the gap between innovation theory and practice, empowering a wide range of stakeholders to unlock the transformative potential of innovation. Importantly, this article outlines the practical applications of Innovationology, providing comprehensive strategies and evidence-based interventions for cultivating innovative mindsets, designing innovation-conducive organizational systems, and navigating the challenges of innovative ecosystems. The implications of Innovationology for entrepreneurs, corporate leaders, policymakers, and innovation scholars are discussed in detail. By establishing Innovationology as a distinct, authoritative scientific discipline, this article sets the foundation for a more holistic, context-sensitive understanding of innovation and its multifaceted drivers. The insights generated by this new science can empower global organizations, institutions, and policymakers to address the complex, interconnected challenges of the 21st century through the strategic deployment of transformative innovations.

The objective of this study was to identify the factors determining a company’s corporate governance related to climate change. We analyzed the effect of various sustainability corporate governance variables on the disclosure level of climate change governance. These variables included facts such as having a dedicated sustainability executive and board committee, the mediating effect of female representation on the board of directors, number of reporting years according to TCFD, membership in a sustainability index, MSCI ESG rating, the existence of a corporate climate transition plan, a mention of the UN Global Compact and GRI, company location, as well as company size and profitability. By adopting a multi-theoretical framework that included stakeholder theory as well the legitimacy and agency theory, the underlying research study used a sample of 100 of the largest global companies by market capitalization and their reporting for the year 2020. Based on 1,400 observations for fiscal year 2020 and using correlation analysis, univariate and linear multiple regressions, we find a positive association between having a climate transition plan in place, being a leader in sustainability according to MSCI ratings, and being a DJSI constituent and the propensity to disclose information on governance for climate change. In addition, we find a company with a dedicated sustainability executive show an increased tendency to be transparent on climate governance issues. Furthermore, having a company location in a developed country is significantly and positively associated with climate change governance. Surprisingly, gender diversity in the corporate board or having a sustainability board committee did not show any significant correlation between a higher climate change governance level. The same was true for companies being active in either the extractive or non-extractive sector. Companies referring to the Global Reporting Initiative (GRI) or UN Global Compact also did not score higher in climate change governance. Neither did corporate profitability or size play a significant role. Our results are robust to variations and provide valuable insights for researchers, academics, executives, practitioners as well as regulators. As more and more companies are shifting towards a climate change reporting framework, it is of paramount importance that we are able to determine the contributing variables that lead to effective climate change corporate governance. Our results are inconsistent with stakeholder theory and are strongly suggesting that a diversified board and the existence of a sustainability committee that meets often/sufficiently may not necessarily lead to a higher level of transparency/quality regarding climate change. While more research is needed, knowing that a dedicated sustainability executive as well as having a climate plan in place can make a difference in climate change reporting, can be very beneficial to many corporate stakeholders. Given the current urgent climate change situation and the crucial role that corporation play in it, dedicated sustainability positions and committees need to be established. The findings could be useful for managers as well as governmental standards setter and regulators who are interested in improving corporate practices dealing with climate change. This study applies STATA software with various regression models to empirically test the relationship between CG and other variables and corporate climate change reporting.

This paper proposes a paradigm shift in AI governance by integrating Indigenous knowledge systems to foster inclusivity and cultural sensitivity. Traditional AI governance frameworks are primarily Western-centric, often overlooking the community-oriented values and ethical considerations essential to Indigenous cultures. This study highlights principles such as Kaitiakitanga from Māori culture, which emphasizes guardianship and environmental stewardship, and Hózhó from Navajo philosophy, which stresses harmony and balance. By engaging Indigenous leaders and knowledge holders throughout the AI lifecycle, this approach ensures technology aligns with community values, addressing critical issues like data sovereignty, ethical technology use, and cultural sensitivity. This paper underscores the necessity of relational accountability in AI governance, which includes prioritizing the health of ecosystems alongside community welfare. This model advocates for an AI framework that not only rectifies historical marginalization but also empowers Indigenous communities to shape the technologies affecting their lives. Furthermore, integrating Indigenous perspectives strengthens the ethical foundation of AI systems, advancing sustainability, social justice, and cultural responsiveness in technology applications. The proposed framework illustrates how Indigenous ethical concepts can transform AI governance by aligning technological progress with values of ecological stewardship and community welfare, creating an AI landscape that respects and reflects diverse cultural contexts. Ultimately, this research demonstrates that Indigenous knowledge systems can significantly enhance AI’s effectiveness and equity, paving the way for more sustainable and culturally attuned technological solutions.
