Cleaning wastewater and using it again for secondary purposes is a measure to address water scarcity in urban areas. However, upscaling of recycled water schemes is challenging due to the possible emergence of various barriers. Based on a review of the governance literature we suggest that a set of five governance conditions is necessary for a successful upscaling of recycled water schemes; (1) policy leadership, (2) policy coordination, (3) availability of financial resources, (4) awareness of a problem, and (5) the presence of a public forum. In order to elaborate on the practical relevance of these conditions we studied a recycled water scheme currently being upscaled in Sabadell, Spain. We reviewed policy documents, conducted a set of 21 semi-structured interviews, and attended two policy meetings about the subject. Our results suggest that Sabadell meets the required conditions for upscaling reused water to a certain extent. However, the presence of a public forum is lacking. We discuss the implications of the absence of the venue and procedures for public participation in Sabadell and how it could be strengthened. Following this discussion, we conclude with some lessons for other cities that plan to upscale their recycled water schemes.

Despite a rapid rise in NBS development in recent years, the methods for evaluating NBS still have certain gaps. We propose an approach based on a combination of remote sensing data and meteorological variables to reconstruct the spatio-temporal variation of net ecosystem exchange from eddy-covariance stations. Lagrangian particle dispersion model was used for upscaling of satellite images and flux towers. We trained data-driven models based on kernel methods separately for each selected land cover class. The results suggest that the proposed approach to quantifying carbon exchange on a medium-to-large scale by blending eddy covariance flux data with moderate resolution satellite and weather data provides a set of key advantages over previously deployed methods: (1) scalability, achieved via the validation design based on a separate set of eddy covariance stations; (2) high spatial and temporal resolution due to use of the Landsat imagery; (3) robust and accurate predictions due to improved data quality control, advanced machine learning techniques, and rigorous validation. The machine learning models yielded high cross-validation results. Overall we present here globally scaled technology for the land sector based on high resolution remote sensing imagery, meteorological variables, and direct carbon flux measurements of eddy covariance flux stations.

Numerical models widely used for hydrocarbon phase behavior and compositional flow simulations are based on assumption of thermodynamic equilibrium. However, it is not uncommon for oil and gas-condensate reservoirs to exhibit essentially non-equilibrium phase behavior, e.g., in the processes of secondary recovery after pressure depletion below saturation pressure, or during gas injection, or for condensate evaporation at low pressures. In many cases the ability to match field data with equilibrium model depends on simulation scale. The only method to account for non-equilibrium phase behavior adopted by the majority of flow simulators is the option of limited rate of gas dissolution (condensate evaporation) in black oil models. For compositional simulations no practical yet thermodynamically consistent method has been presented so far except for some upscaling techniques in gas injection problems. Previously reported academic non-equilibrium formulations have a common drawback of doubling the number of flow equations and unknowns compared to the equilibrium formulation. In the paper a unified thermodynamically-consistent formulation for compositional flow simulations with non-equilibrium phase behavior model is presented. Same formulation and a special scale-up technique can be used for upscaling of an equilibrium or non-equilibrium model to a coarse-scale non-equilibrium model. A number of test cases for real oil and gas-condensate mixtures are given. Model implementation specifics in a flow simulator are discussed and illustrated with test simulations. A non-equilibrium constant volume depletion algorithm is presented to simulate condensate recovery at low pressures in gas-condensate reservoirs. Results of satisfactory model matching to field data are reported and discussed.

Rescaling of rainfall requires measurements of rainfall rates over many dimensions. This paper develops one approach using 10 m vertical spatial observations of the Doppler spectra of falling rain every 10 seconds over intervals varying from 15 up to 41minutes in two different locations and in two different years using two different Micro-Rain Radars (MRR). The transformation of the temporal domain into spatial observations uses the Taylor ‘frozen’ turbulence hypothesis to estimate an average advection speed over an entire observation interval. Thus, when no other advection estimates are possible, this paper offers a new approach for estimating the appropriate frozen turbulence advection speed by minimizing power spectral differences between the ensemble of purely spatial radial power spectra observed at all times in the vertical and those using the ensemble of temporal spectra at all heights to yield statistically reliable scaling relations. Thus, it is likely that, MRR and other vertically pointing Doppler radars may often help to obviate the need for expensive and immobile large networks of instruments in order to determine such scaling relations, but not the need of those radars for surveillance.
