By partly generalizing the Lipschitz condition of existing results to the generalized Lipschitz one, the author utilizes a fixed point theorem, variational method and Lyapunov function method to derive the unique existence of globally asymptotical input-to-state stability of positive stationary solution for Gilpin-Ayala competition model with diffusion and delayed feedback under Dirichlet zero boundary value. Remarkably, it is the first paper to derive the unique existence of the stationary solution of reaction-diffusion Gilpin-Ayala competition model, which is globally asymptotical input-to-state stability. And numerical examples illuminate the effectiveness and feasibility of the proposed methods.

The fast decoding of low-density parity-check (LDPC) is crucial for its future applications. In this paper, we propose to use Early Termination (ET) and Force Convergence (FC) techniques to accelerate the decoding of two new local/global two-phases decoding algorithms to reduce the Globally Coupled (GC) LDPC codes. Specifically, ET is applied in the local decoding phase of two- phases decoding of GC-LDPC codes to skip the local decoding which is highly likely to fail and avoid the unnecessary iterations. FC is applied in global decoding phase where converged variable nodes are identified and removed from Tanner graph and the decoding can be speed up shrinking parity check matrices. Two variants are proposed for the ET operation in local decoding phase. ET-1 merely stops iteration if it meets the stopping criterion while in ET-1, the iteration number saved in local decoding is added up in global decoding to improve the decoding performance. The simulation results show that the ET-1-FC scheme can save up to 42% decoding time complexity in the low SNR region while keeping the error rate performance nearly unchanged, the ET-2-FC can improve the error rate performance by 0.18dB at bit error rate 0.001 or 0.23dB at frame error rate 0.1. In the waterfalling region of BER/FER curves, both schemes can save about 25% decoding time complexity.

There is a need for strategic healthcare workforce planning to address shortages and ensure universal health coverage, aiming to optimize work-force per population ratio, distribution, and competencies. Amidst rising demands exacerbated by aging populations and events like the COVID-19 pandemic, strategic workforce planning becomes crucial for addressing healthcare inequalities by forecasting needs, bridging skill gaps, and adapting to changing demographics and care models. Israel has invested in strategic planning to tackle healthcare workforce challenges; however, globally there is insufficient planning informed by health labor market analysis, which hinders efforts to address healthcare inequalities. The paper reviews national policies in Israel, Australia, Germany, and Norway, ex-amining statistics and government publications to highlight strategic plan-ning considerations and address challenges in healthcare workforce plan-ning. This paper focuses both on the critical role of physicians in healthcare systems, and on the changing borders between healthcare professions and different national contexts which demand more context dependent strategic workforce planning. We highlight common themes among national policies, including the need for data collection, increasing the capacity of domestic training programs, and the need to address geographic maldistribution of physicians. Ultimately, we aim to guide policy in the development of a re-silient and sustainable healthcare workforce capable of meeting diverse community needs and promoting equity in healthcare services.

Sado Island in Niigata prefecture, Japan is one of the first Globally Important Agricultural Heritage Systems (GIAHS) among developed countries and has since been involved in environmental conservation agriculture (ECA). While ECA is still in its early stage in Japan, it has proven to be effective in mitigating climate change in the agricultural sector; hence, this study analyzed the factors which could contribute to the ECA continuation among Sado Island farmers. The data revealed the prevalence of farmers’ cognitive dissonance between ECA and its mitigating effects on climate change. Exploratory factor analysis and ordinal regression confirmed the importance of perceived GIAHS involvement in the continuation of ECA. In addition, other identified factors affecting ECA continuation fall either on a macro-level (i.e., farmers’ awareness of their role in improving their environment) or micro-level (i.e., farmers’ differing farm optimizations). These perspectives highlighted the altruistic nature of the Sado Island ECA farmers by valuing the improvement of their local and global environment as their main reason to continue ECA, whereas their various farm management optimizations support this observed farmer altruism by providing avenues to increase yield with only a moderate paddy land area. This study thereby highlights the need to continuously develop sustainable strategies to maintain and improve a positive farmer mindset towards ECA.
