Abstract
This publication aims to create 4K UHD video sequences with a specific focus on smart cities and transport. The created database will be accessible to all experts in the field and can be further used for research purposes. All reference video sequences will be transcoded into different quality settings. The resolution, compression standard, and bitrate will be changed. The work will aim to find out the best combination of video parameters from the measured values. Thanks to the overall evaluation, we will ensure for each single video sequence the quality with the best experience for the providers that will offer the service. The database will also be available with its objective and subjective ratings, with dynamicity information characterized by spatial and temporal information. After, It will be possible to compare the results of the subjective evaluation of a selected sample of our respondents with the work of other researchers who can evaluate with a different sample of evaluators.
